Gates, who is in -said office by virtue of an order of the Hon. Also a plot plan of the subdivision showing proposed sewer lines and treatqent plant location. originally it was planned to install individual systems; however, the local County Health Department has found that soil conditions were not conducive to absorption. Effluent from the sand filter unti will be discharged into a small streat which flows to Route 10 and then joins a larger stream which ultimately discharges to the James River. This office approves from a technical standpoint the proposed facilities. A visit has been made to the site which is all wooded land and beyond the treatment plant site the area is quite swampy. Lyttle andBarnes Sanitation Company have been engagdd to do the construction work. Mis company is alo to operate the plant until Chesterfield County takes over the system. It is virtually impossible for two cars to pass on most of this road. Smith, Chief of Police CHESTERFIELD COUNTY LOCKUP Report on Inspection of August 18, 1954 ADMINISTRATION: The police lockup of Chesterfield County was inspected August 19, 1954, at 10:55 a.m. Mr. Be S. Layne, Clerk -Dispatcher, was present. Commitments to the lockup for the past three calendar months were as follow ss May 40 June 77 July 78 This lockup has full-time supervision with the presence of police officers and dispatchers at all times. It is used to detain temporarily those who are arrested until they can be released on bond or have preliminary hearings. Those having to be held after preliminary hearings are transferred to the Henrico County Jail. BUILDING: The lockup is located on the second floor of a small police headquarters building. The space consists of an obsolete inter bar steel section of two cells and prisoners' corridor and one cell room. EQUIPMENT: There is a double -deck cot in a cell room and stationary steel wall bunks in cells. Bedding is furnished in this lockup and consists of mattresses, mattress covers, and blankets; and the bedding is kept in very good condition. The use of bedding in a lockup is unusual and to some extent contrary to regulations, which require that all inflammable materials be kept out of areas occupied by persons who are drunk, and a high percentage of persons placed in a lockup are received in a drunken condition. The presence of police officers reduces to some extent the danger to prisoners from bedding set on fire by cigarettes carelessly handled by drunken prisoners. CLEANLINESS AND SANITATION: Floors3 bedding and sanitary fixtures were reasonably clean and are rated "Good". Walls, dust collecting surfaces3 and window sills had not been receiving adequate cleaning attention. Window sills contained trash and there were heavy accumulations of dust on ledges. That the Board of Supervisors allow me to install 8 water system in Beulah Village and to deed same to the County upon its completion. 2. It is understood that all lines will meet bounty specifications as far as size, quality and installation procedures are concerned. 3. That the well shall have an adequate supply of water to serve at least thirty (30) homes. That the water shall meet the test as set out by the State Health Dep artment. 4e A pump house will be constructed to house the pump and a pneumatic tank of suitable size to cover the subdivision. The pump will be gf standard make and of sufficient size to insure an adequare quantity of water at all titres. All of the above will be installed and paid for by the contractor with the understanding that the County will pay back $60.00 for each connection existing at the bnd of five (5) years but in no event more than one—half of the total cost of the system.
