This day the Executive Secretary presented a report from &M.Roull, Director of Division of Corrections, saying that the Police lock -up in Chesterfield County was in good condition. This day the Executive Secretary read a letter fromthe Richmond,Area ComWnity Council, requesting some information as to the present policies and future proposed actions with regard to the work of the SPCA in the County of Chesterfield. And it was generally agreed that the fteeutive Secretary be requested to answer said letter eating the general feeling of the Board. This day the Executive Secretary read a letter f rom Mr.T.H.Martia, Tr.,$ requbsting the cooperation of the County in negotiating with the City sewerage service for the McGuire Circle area. Upon consideration whereof and on motion of 14r.Brittoa, seconded by Mr.Goyne, it is resolved that the Executive Secretary be and he hereby is requested to confer with the City officials to ascertain the details and necessary steps to effect a solution to this problem. This day the Executive Secretary presented a letter from Tames E, Hartin, who now handles the maintenance of police radio system, which letter cited the fact that due to three (3) additional cars the contract price would be increased to $1430'00 per month. Upon consideration whereof, and on motion of Mr.Gunter, seconded by Dr.Gill, it is resolved that this Board approve the increase in the agreed price of mainteSsAft the police radio system. This day there appeared a delegation from the Ivey Tract Subdivision citing the fact that North Street# South Street# Pauline Street# Meridian wenrae and Vdgewood Drive were not improved sufficiently to give general eEreas and ingress during the winter months. Write usual resolutions on taking Bdgewood Acres Subdivision roads into the Secondary Road System. This day P:Ir.C.F.Kellem, Resident Engineer, reported that. certain legal requirements would have to be fulfilled in order to abandon the Reams Road which road the Board had pgaviously requested to be included into its Secondary System• Upon consideration whereof and on motion of Mr.Cunter, seconded by Mr.Britton, it is resolved that this matter be referrid to'the Commonwealthts Attorney for a study of the possible ways in which the maintenance of this road may be aba:ldoned• This day Mr.C.F.Bryaa appeared before the Board representing Hr.RsW, Igglenton, seeking the rezoning from Agriculture to General Busim as of the following described parcel of land: In Manchester Magisterial District, a parcel of' fronting 355 feet onRt.360 and extending southwardly a distance of 300 feet, said parcel being 515 feet west of Bywood Lane. This day the Executive Secretary read a letter from Colo Richard W9 Copeland, Director, Dept. of Welfare and Institutions, citing the fact that State Convict Camp No. 24 was a matter of great concern to thh Welfare and Institutions Department, and that the Department would study this at its next regular rm eting, Upon consideration whereof and on motion of Mr,Hague, seconded by Dr*Gill, it is resolved that said letter be filed with the Boards papers and that a request be made of Cola Copeland as to the action taken on this matter by the State Board of Welfare and Institutions• On motion of Mr*Enguet seconded by Ur.Britton, it is resolved that the Executive Secretary be and he hereby is authorized to pay $$300#00 for the membership dues of Chesterfield County to the League of Virginia Counties* On motion of Mr.Guater, seconded by Mr#Goyneo it is resolved that the registration fee and lodging expense of the County representd iv es to the recent meeting of the League of Virginia Counties in the total amount of �38.50 be and the same is approved for payment. On motion of Mr•Hague, seconded by Dr.Gillo it is resolved that the Executive Secretary be requested to get bids from the architects in the area for drawing plans for the proposed School office building. This day Dr.Gill presented plans and specifications for the now truck to be furnished to the Ettrick Volunteer Fire Departments Upon consideration whereof and on motion of DrAill, seconded by lk.aunter, it is resolvea that said plans and specifications be received. On motion of Mr#Guator, seconded by Mr.Hogue, it is resolved that the Executive Secretary be authorized to approve the payment of the expenses for the operation of the fire siren at the Southampton Recreational area to be used in conjunction with the Bon Air -Southampton Fire DeFr. rtment. On motion of rlr.Britton, seconded by Mr.Gunter, it is resolved that the firm of Hayes$ Sexy, Matters and Mattern be employed to study the recommendations of Perrow and Brokenbrough for the installation of sewers in Chesterfield County, the cost of whihh study is not to exceed 03501'00. On motion of Mrsqunter, seconded by Mr.Britton,'it is resolved that the Commonweglth$s Attorney, the CountyEngineer# and Executive Secretary, be requested to draft an ordinance to cover the complete operation of the Water system involving all previous policies and resolutions and including recommendations for future operations, On motion of Mr.Guater, seconded by Mr„Hogue, it is resolved that the County Engineer be requested to draw up spa cificatione in order to get bids from consulting engineers to make the needod expansion to the County Water System. This day the County Engineer reported that there existed a deficiency in the Construction Fund of tbe ?�Iater Department of the County and that certain funds could be transferred from'the Operating Fund of the Water Department. Whereupon$ Mr.Goynev made the following motionz Be it resolved that.the sum of 035#000 00 be transferred from the Operating Fund of the Water Departments to the Construction Fund of the Water Department in order to expedite the completion of the Master Plane, which motion died for the want of a second. Goo come before the Board, stating that the. freight station at Chester will become a non -agency station and that a hearing will be held at the State Corporation Commission in the near future. Came also Mr. D.W. Murphey, representing Mr -Stone and others, seeking to oppose the closing of this station. Upon consideration whereof, :s. Goyne made the following motion: Be it Resolved that this Boord notify the State Corporation Commission that the Board of Supervisors of Chesterfield County oppose the closing of the agency station in Cheater, Virginia. This motion died for the want of a second. On motion of Mr -Gunter, seconded by Mr.Britton, it is resolved that the Executive Secretary be requested to invite Mr. Jesse Reynolds, Director of Recreation and Parks of the City of Richmond, to speak to the Board of iMpervisors on the subject of recreation in the County of Ohesterf ield. This day Mr.Goyno, Chairman of the Water Committee, reported to the Board of Supervisors that this Committee had studied the question of furnishing water to Mr.Cobaugh under the Gregory contract, and it vas the majority opinion of the Plater Committee that the Board of Supervisors should take a stand and deny the request of Mr. Cobaugh. Upon consideration whereof, and on motion of Mr -Gunter, seconded by Mr.Goyne, it is resolved that the Executive Secretary be authorized to notify Mr.Cobaugh and his Attorneys Mr. Hizolle, that the County expects them to conform to the present policies of the Water Departmda t as they pertain to the extension of water mime. It is here noted that Hr.Britton voted "No". On motion of UT*Hague, seconded by Dr.Gill, it is resolved that the BzecutiveSecretary be authorized to purchase radiator covers and to furnish additional heat to two locations at the Courthouse. This day MT.Goyne st^ted that the Board should hold a public meeting concerning the proposed ordinance for the twUng of automobiles in the County of Chesterfield; and upon consideration whereof ltr.Goyne made the following motion: Be it Resolved that a public hearing on the new proposed autmobile and trailer license ordinance be held at the Courthouse or elsewhere in the County, before the next regular meeting of this Board. I learned this when I called Mr. Burnett to inquire about possibilities of following up on our request for such lights on Dupuy Avenue b etween the Seaboard Railway tracks and the Mill and on Oak- land Avenue. Upon b eing informed that such a sury ey is now under way, I asked that you be reminded to include us in your considerations. I certainly hope you will take a look at our area and consider us in your report. We feel that we merit consideration not only because of our proved intest through unpaid services to the County and by the fact that the area under e o nsideration is inhabited by several dozen law abiding and community minded people, but also b ecause: 1. The thoroughfares mentioned are devoid of street lights 2. Dupuy Avenue is heavily traveled and pedestrians cannot be seen easily at night. 3. Oakland Avenue is used by no less than an average of three hundred people per month- some of whom are traveling from Dupuy to North Avenue in spite of bad roads to escape tra- ffic lights on the Highway No. 1 as they tray el into and from Colonial Heights.( After activities at the park the number is extremely high and lights would help these citizens) 4. The a b senc a of lights in the Oakland Avenue area is en- couraging to parkers who are b ecoming nuisances almost throughout some nights. 5. Scores of persons who must visit my home to transact busi- ness pertaining to their and my regular jobs and concerning Selectiv a Service activities will certainly be helped by mor$ light and additional persons who find it necessary or desirable to visit other residences on the avenue will be served. W. Smith, Chief of Police, was present. Having been only two months since the last inspection was made commitments for the past two months were as follows: August 70 September 60 Full-time supervision is provided with police dispatchers and officers on duty in an office immediately under the lockup at all hours. BUILDI NG : The building is as described in the last inspection report and is being kept in good EQUIPMENT: No change has been made in the equipment. Does Chesterfield County at present have any program or activities in this field? e 2. If the answer is yes, will you describe the activities in detail? 3. Does Chesterfield County contemplate the initiation or the expansion o of activities in this field? 4. Does the SPCA now provide services which are deemed important by Chester- field County in terms of animal protection, humane destruction of animals, or abate- ment of animal nuisance? 5. Would Chesterfield County be adversely affected if the SPCA were to cur- tail or abolish any of its activities? We shall appreciate deeply your answers to these questions as well as any additional information or thinking which you feel may be pertinent to our study. Dear Dr. Gill: We, the members of the Ettrick Volunteer Fire Department do hereby respectfully request that the attached specifications be submitted to the Board of Supervisors of Chesterfield County for new Fire Equipment for this Department. Since the Board granted permission to this Department sometime ago to obtain specifications on new fire equipment, we have been in contact with three apparatus manufacturers who handle the type of equipment required,by the National Board of Fire Under- writers for this Department, We have received specifications from the American - Lei France Foamite Corporation the Howe Fire Apparatus Company and the Oren - Roahoke Corporation. We have given careful consideration to these specificat- ion, thoroughly discussing them in open meetings of this Depart - men , visiting cities in which trucks of this type are located and having this equipment demonstrated to the members of this Department. The members of this Department were most impressed with An American - La France truck owned by Albr.rmarle County and stationed at Charlottesville, Virginia. We were given a thorough demonstration of this equipment by members of the Charlottesville Fire Department and the factory representative from Le France, Mr. Ingram. May we take this opportunity to recommend that when prices are obtained, if at all possible, this equipment be purchased from the American - LaFrance Foamite Corporation. For more titan 100 years this Corporation has been one of the biggest builders of fire equip- ment in the world. Also the estimated price of this equipment is low- er than estimates received from the other manufacturers. We have obtained information from the Ford Motor Company that any chassis other than the F-750 would cause an overloaded condition of the truck of this type. Such conditions as received are attached and are made a part of these specifications. We are of the opinion that it would be very dangerous to operate a piece of Emergency Equipment such as a Fire Truck where overloaded conditions exist. There would always be a con- stant strain of the engine, braking power would be such less and could cause an accident or injury to Volunteer personnel. Also, please note that we are requesting only the two stage or semi -high pressure pump equipment instead ofthe three stage or high pressure equipment. It has been recommended and demonstrated that with the use of the proper nozzles, fires may be easily extin- guished with lower pressures and less damage would result from the force of high-pressure streams. It is our firm belief, that the specifications attached, are the minimum requirements to maintain a class "A" piece of equipment at this Department.
