1954-11-30 PacketPresent: Mr. Irvin G.Horner, Chairman Mr. R•T.Britton Mr. H.T.Goyne Mr. Stanley RgHague Dr.Robts O.Gill VrFaINIAe At an adjourned meeting of the Board of Supervisors of Chesterfield County, held'at the Courthouse on November 30, 1954, at 8:00 p.m. Absent: Mr. T.P.Gunter This day Mr. Wetherington and others from the Mood Dale Subdivision came before the Board seeking to ascertain the boundaries of the Town of Chester, for the purpose of establishing a better insurance rate for their • subdivision. Upon consideration whereof and on motion of **Coyne, seconded by Mr. Hague, it is resolved that the Chairman appoint a Committee to investigate this matter and seek the lowering of rates for fire insurance in this areas Whereupon the Chairman appoints Mr. Goyne, the CountyEngineers, and the Szeautive Secretary to serve on this Committee. This day the Edecutive Secretary read for the Board's hearing a letter signed by Mrs T*Gordm Bennett approving the audit of the County of Chesterfield as prepared by the AsZoToler & Company. On motion of Dr.Gill, seconded by Mr.Brittou, it is resolved that the Ztecutive Secretary be and he hereby is authorized to have incluied extended coverage in its insurgnce policy covering the Fair Buildings and garage, said policy being at present with the Farmers' Mutual Association, Inc. This day Mr. Luther Tones and Mr.Abbott came before the Board concerning the matter of vacating a road in the vicinity of Bell Park, and the Oommonweelthts Attorney wised the Board that the proper signatures had not yet been advanced, approving the closing of said road. It was generally agreed that the matter would be deferred until such time as all parties involved shall be approached on the closing of this road* This day Mr, Lux, Maintenance Supervisor of the School Board, came before the Board presenting a resolution from the School Board requesting some aid of the County in the removal of trash and rubbish from Carious schools in the County. On motion of Mr.Goyne, seconded by Mr.Britton, it is resolved that this matter be referred back to the School Board for further study. -2•• on motion of Mr* Horner# seconded by Dr*Mll# it is resolved that this Board request the Virginia Departmdnt of highways to incluie the School driveway at the Winterpock School into the aeconde3y System of Roads. Mils day Mr.LeoWyers came before the Board saying that the fleet policy for County vehicles would elapse as of the 31st day of December, 1954. Upon consideration whereof and on motion of Mr.Britton, seconded by Mr. Hague# it is resolved that the Executive Secretary seek bids for the placing of this insurance policy. This day Mr. H.M.Wilki.nson came before the Board requesting the best solution to the extending of water mains along the Belmont Road from the Brea chts Church area to the new and it was generally agreed that the lines could only be installed under the present County policy of extending the mains. The County Engineer and Executive Secretary were directed to draw up a contract following said policiese, this day the Executive Secretary presented a request from Mr• Tohn W. Owens of McRae St. in Bon Air for a variance in the building restrictions to allow a garage to be built 10 feet from his side line. Presented also was a letter signed by Mr. Wm. H.Tuttle, owner of property immediately adjacent, that he Mr. Tuttle had no objections to this variance, Upon consideration whereof and on motion of Mr.Britton, seconded by Dr.Gillp it is resolved that the requested variance be granted. This day Mr. John E.Ford, Tr: requested a varginee to allow a porch, to be enclosed in the future# placed 12 feet from his property line# said property being at the northwest corner of Sixth Street and McRae Road in Bon Air. Upon consideration whereof and on motion of Dr.(L 11# seconded by Mr.Britton, it is resolved that the requested variance be and the same is hereby granted, This day Dr. Tohn L# Lockett# requested by letter, a t arience on Davies Road in the Ettrick5anitary District, to allow a house to be placed 21-1/2 fte from the property line of Davies Road. Presented also was a letter signed by Dr. and Mrs % Brewer, owning the adjacent land, offering no objections to this variance. Upon consideration whereof and on motion of Dr.Gill# seconded by P.r.Britton, it is resolved that the requested variance be and the some is hereby granted• This day Mr•S•B.Braswell, presented a request to construct a garage within 3 feet of his property, line on Perdue Avenue, Matoeca District# and presented also a signed statement from Mr. Russell M. Simmons, saying that the adjacent property owner offered no objections. Upon consideration whereof and on motion of Mr Britton# seconded by Mr,.H.egue# it is resolved that the variance be granted to allow Mrs Braswell to construct a garage no less than 5 feet from his property li.nee A brief discussion wf the proposed new building code was held and it was agreed that this matter be delayed until a further meeting. It was generally agreed oaths advice of the Commonwealthts Attorney that the firm of R-Tacker Canton did not necessarily have a contract for the drawing of the School Board office wing to be added to the new health building, and the Executive Secretary is authorized to seek bids from various architects in the area. Burnett, Executive Secretary Chesterfield Courthouse Chesterfield, Virginia Dear Mr. Burnett: Chester, Virginia November 23, 1954 Ae, the undersigned, all residents of the nevr `Nooddale Road, and Old Centralia Road in Bermuda District, are uncertain as to the legally defined boundaries of the village of Chester. A positive definition of these boundaries has become necessary. The need has become of extreme importance since the Virginia Insurance Rating Bureau has rated our residences at rural fire insurance risks and has claimed that we do not come under the protection of the Chester volunteer fire department. We are unable to understand the nosi_tion that Virginia Insurance Rating Bureau has taken since ,;,e are much closer to the center of Chester than other fringe subdivisions which vvre know enjoy the benefits of "Protected Surburban Rates". The ratings ap-,ear to be particularly inequitable as the subdivisions of the fringe areas are of ap,�roximately the same building density. This matter has been discussed T^rith our suDervisor for Bermuda District, Mr. H. T. Goyne, Sr. He agrees :^rith us that: (1) Chester is growing; (2) its boundaries have not been defined for some time and (3) he concurs in our opinion that vre are a part of the village. At his suggestion we are requesting you to bring this matter before the Board of Supervisors and ask the board to direct the County Engineer to define the present limits of Chester. Further, when the survey is complete, direct the County Engineer to make avail- able to us a map showing the village boundaries along 1,vi_th reasonably identifiable landmarks. We will annreeia.te presentation and action on the problem nresen.ted herein at the next scheduled meeting of the Chesterfield County Board of Supervisors. Burnett, Executive Secretary Chesterfield County Board of Supervisors Chesterfield Court House, Virginia Reference: Architectural Services for School Board Offices Dear Sir: • As per my conversation with you as of 12 November 1954 regarding the agreement covering our services for the School Board Office wing, the contract dated 27 August 1953 covers our services for the one-story masonry building for use as a Public Health Clinic, including certain furture additions thereto. At the time this contract was entered into, it was agreed and understood that the complete working drawings and specifications for that part of the building to be used as a Health Clinic were to be done and bids obtained thereon because of the financial tie-in with the State and Federal Agencies. Then upon comple- tion of the Health Clinic and final approval by the State and Federal Agencies, that the School Board wing would be the next construction step subject to the availability of funds. The Welfare Board wing was to follow at a later date. The preliminary plans were drawn with the overall picture in mind and after a number of sketches had been submitted and con- ferences held regarding requirements of the various authorities concerned, a final preliminary plan covering the Health Clinic, School Board and Welfare Board wings was submitted and approved by the Board on 18 December 1953. The design of the section now under construction was predicated on the additions and all mechanical services were designed in sufficient capacities to carry the added loads. With these facts before you, our request to proceed with the working drawings and specifications for the School Board wing would appear to be in order. The request is made to enable us to prepare these documents in sufficient time to provide proper bidding time and start of construction as soon as the Clinic building is completed and final approval received thereon. -2- Trusting that you will grant our request and thanking you for your cooperation, I remain, Yours very truly, E.
