This day Mr.0.F.K.ellam2 Resident Engineer: Virginia Department of Highways, stated to the Board that Salom Road at Merchie's Mill could be improved for a distance of .2 of a mile for the price of �750.00. Upon consideration whereof and onmotion of PZr.Britton, seconded by Mr.Goyne, it is resolved that said road be improved, charging sane to the 30 Fond Fund of the County, ;jnd be it further resolved that this road be improved in so far as Mr.Thomas Tyson and other residents of the area have alroed to pay 50% of the cost of this improvement. This day Mr.C.F.Kellnm, Resident Enpinoer, Virginia Department of Highways, reported inwriting that Boyd Street its Bermuda District, could be improved •3 of a mile west oft Osborne Road for a cost of $1045900, Upon consideration whereof one it was ngreed that the Executive Secretary write to Mwq.&rthur Boyd outlying the policies of the Board regarding subdivision roads. On motion of Mr.I3ritton, socccnded by Dr.Gil1j, it is resolved that the Virginia Department of Highways be requested to investigate a request for a "Stop" or "Yield" sign at the intersection of Dorset and Windsor roads, and at the intersection of Tennyson and Whitehead Avenues; the feasibility of putting a 39-WH Speed Limit sign on Warwick :bad, between Rt. 60 and Rt.360; to investigate the request of a "Dead End" sign on Jackson Street in Ettrick and investigate the feasibility of signs on Jackson and Court Streets for parking on one side only. Improvement of Eastern legof Salem Road over a distance of 1055 feet from the center of Belmont Road to comply with minimum state standards. 2. Incorporation of this section of Salem Road into the state road system for future maintaince and improvements. 3. The writer will obtain the necessary increasea right of way from adjoining properties, namely lots B-2, B-4, B-6, B-80 B-13, and C-1 thru C-9 of the Chesterfield developement. 4. The writer agrees to underwrite this improvement to the extent of one-half of the total cost(estimated at $750). It is requested that this matter be brought before the County Supervisors at the earliest possible date. It is further requested that in the event this improvement is approved, the writer be provided with a statement advising of the Supervisors approval, in order that this may be used as evidence in obtaining loans for a number of dwellings to be errected alond Salem Road. The work on these roads is to be paid for from the 3¢ .road .fund. CFK:mlc att. (1) East Road at Merchies Mill. This road is 0.20 miles in length and will have to be graded and bave two lines of pipe installed and covered with crusher run. The estimated cost of this work is -�750.75. I wish to call your attention to the fact that at the end of the road leaving Route 651 there are tT,ro stone posts which are only 171 apart. The present ruling for taking in secondary roads is that they have a 301 unobstructed right-of- way and of course in subdivisions the requirements are a 501 unobstructed right-of-way. There is some doubt in my mind whether this road will be approved with these stone ?posts re- maining in place. (2) Boyd Street in Bermuda District. This road is 0.30 miles in length end serves three houses. This road will have to be graded as one side is considerable higher than the other ani we will have to install 301 of 15" pipe, as well as cover the road with crusher run. The estimated cost on this road is $1045.00. (3) McCaw Avenue in Midlothian District. You will recall that we Trent over McCaw Avenue from the intereection of Route 1721. to Rattlesnake Road. It will be necessary that, this road be lightly graded due to the installation of a water line, as well as the fact that this woad has not been maintained since it was built. It is also estimated that approximately 250 tons of sand will be required to surface this road. We estimate the cost to be A357.50. As ,you know, the engine now in use is an old model whic'n i,,ras previously used by the IvZidlothian Fire Department. The engine is in dire need of extensive repairs which would amount to a fairly large expenditure. Even after these repairs are male, it is felt that the engine is too antiquated for efficient perform- ance in fire fighting. The Engine has a front-end type purrp which freezes during; the winter. This type pump also causes the Engine to over -heat dur- ing the summer due to the restricted flow of air to cool the radiator. Both of these conditions are serious handicaps in answering alarms. The area served by this department consists of 750 homes located in a radius of five miles. During the relatively short time that our department has been in operation, it has been called upon to extinguish sev- eral home and earn fires and numerous brush fires. Welton, Jr. Route 8- Box 454- B Richmond, Virginia Subject: Wagstaff Circle Volunteer Fire Department - Specifications for New Truck - Dear Mr. Welton: With reference to our meeting with the Fire Company on this past Monday night, we have prepared typewritten specifications covering a piece of Fire Apparatus for the Wagstaff Volunteer Fire Department, which is based primarily on the apparatus built last year for the Forrest View Volunteer Fire Department, with a few changes that were covered in our conversation. It is understood that this proposition is based on having the County purchase and deliver to the plant of the Oren -Roanoke Corporation at Roanoke, Virginia, a chassis of suitable capacity and horsepower to carry the load and drive the Pump. As you recall, the County has been purchasing the Ford F-600 Chassis which are satisfactory for this type of equipment. We are sending you three copies of these specifications, so that you may pre- sent this matter to the Board of Supervisors, have a copy for your own Super- visor, and a copy for your file. You understand that due to the uncertainty as to the time of purchase of this equipment by the County, that we could not possibly guarantee prices, but as of this date, the equipment as covered by the detailed specifications --produce a price of $7,859.87. This price, of course, is subject to change, but can be quickly refigured at any time the Board is interested in getting a definite figure with the intentions of making the purchase. If there is anything about these specifications that you do not understand, or if there are any final changes to be made at the last minute, please communicate with the writer, and we will give you revised figures and information. We might add that since the truck was built for the Forrest View Fire Depart- ment that the Hale Company has come out with an improvement on the Pump, which incorporates the Push Button Priming that was not available at the time the last trucks were built for the County. This simplifies the priming of the Pump when drafting water, and is the very latest improvement in a Fire Pump. Respectfully, 4 Chairman WEW: ds Enclosure En M 1954 A N N U A L R E P O R T of THE RICHMOND-PETERSBURG TURNPIKE AUTHORITY The Richmond -Petersburg Turnpike Authority was created by Chapter 705 of the Acts of the Assembly of Virginia approved April 8, 1954, and which became effective June 30, 1954. The following individuals were appointed by the Governor of Virginia on June 30, 1954, to serve as Directors of the Authority for the terms indicated: For a term of one year: D. W. Murphey S. W. Rawls from Chesterfield County from the State at Large For a term of two years: Lunsford Butterworth from Dinwiddie County Hardin K. Bache, Jr. from Henrico County For a term of three years: T. Merrille Winfree from the City of Colonial Heights Albert Suttle from the City of Petersburg For a term of four years: William E. Wood from the City of Richmond The persons appointed met with the Governor in his office on July 6, 1954, were administered the oath of office, and elected officers to serve for the first year. The officers elected were: William E. Wood Chairman Albert Suttle Vice Chairman D. W. Murphey Secretary -Treasurer Subject to working out a mutually acceptable agreement as to compensation, the Authority employed Williams, Mullen, Pollard & I%W Rogers as General Counsel. The firm of Mitchell & Pershing was employed as Special Bond Counsel. The Authority engaged the firm of A. M. Pullen & Company as its auditors and accounting consultants. On August 2, 1954, the Authority opened its offices in the Southern States Building, Seventh and Main Streets, Richmond, Virginia. At that time, an office manager and secretary were employed, and these two persons are presently the only employees of the Authority. Arrangements were made for the Authority to borrow up to $200,000 at 2% interest from a group of local banks to provide funds for the expenses to be incurred prior to the issue of bonds. While it appears that additional funds will be required, it is anticipated that these funds will be made available through loans from banks. After consultation with the State Highway Department and others, a group of nationally recognized consulting engineers were invited by letter of August 11, 1954, to submit proposals for traffic and earnings and civil engineering work. Thereafter, several additional firms were invited to submit proposals. All firms were requested to submit their proposals within thirty days of the date of the original invitation. Proposals were submitted by all of the firms to whom invitations were sent. The proposals, together with an analysis of each, made by the Authority office, were submitted to the Directors at a meeting held on September 23, 1954. On October 14, 1954, the Authority, after full consideration, selected two nationally known engineering -2- En M firms, namely: Coverdale and Colpitts, of New York, were employed as Traffic and Earnings Consultants; and Parsons, Brinckerhoff, Hall and Macdonald, of New York, were employed as Civil Engineering Consultants. On October 25, 1954, the firm of Parsons, Brinckerhoff, Hall and Macdonald began their civil engineering studies on the job; and on November 8, 1954, the firm of Coverdale and Colpitts began their traffic and earnings studies on the job. The Authority has proceeded with the study of the methods of handling right-of-way acquisition, the procedures to be followed in the issue and sale of its bonds, and the employment of a qualified General Manager. However, definitive action on these matters is awaiting favorable reports from the firms of engineers. 000",: An audit report by A. M. Gentlemen: We have made an examination of the financial records of THE RICHMOND-PETERSBURG'TURNPM AUTHORITY, RICHMOND, VIRGINIA for the period from effective date of origin, June 30, 1954, through December 31, 1954, and submit herewith our report consisting of the accompanying statement of cash receipts and disbursements and related comments. r The only cash transactions of the Authority have been the borrowing of money and the payment of bills for purposes enumerated in the annexed statement. Until financial activities have progressed beyond the organizational stage, the records are being confined to cash transactions which later will be incorporated in a full accounting system. The Board of Directors"oh`August 6, 1954, approved the borrowing of $200,000.00 to be evidenbed by eight $25,000.00 notes having a nine -month maturity with 'interest at two per cent per annum. Two notes each were authorized with State -Planters Bank and Trust Company, First and Merchants National Bahr, The Central National Bank and The Bank of Virginia. At December 31, 1954, only one note with each of the four above -mentioned balks has been executed and no interest has been paid thereon. Recorded cash receipts were traced to deposit in bank and cash disbursements were supported .by cancelled checks and also by paid vouchers. Balances on deposit and loans were confirmed directly with banks. The petty cash fund was counted. In either case, however, our equipment meets the full requirements of your specification, regardless of which chassis you decide to use. Customer to advise John Bean as to make and model of chassis, model of engine and make and model of transmission, prior to placing final order for chassis. As it is impossible to obtain proper operating speed for the high pressure pump through power take -off application to some transmission, clearance from our Engineering Department is required. Chassis received without clearance and with improper gears will require a gear change at customer's expense. 7. The net horsepower of the engine at a given R. P. M. determines whether the volume pump will deliver Class "A" or "B" performance. To pro- tect the customer and assure proper performance of the pump over a period of years, John Bean reserves the right to indicate horsepower required to meet customers pump capacity and pressure specifications. NOTE: Particular attention is directed to item 6. V SPECIFICATIONS Volume pump; The John Bean-F. M. C. () G. P. M. midship mounted, two stage, series -parallel, centrifugal volume pump has been designed for efficient, vibrationless performance and long service under gruelling con- ditions. Pump Case; The solid pump case design insures long life and trouble free service as the impeller shaft, impellers and all bearings are held in true alignment even under the roughest rural operating conditions. Entire pump case can be removed from underneath the truck without disturbing any of the piping or panels or driveshaft. Impellers and Impeller Shaft; Two phosphor -bronze impellers, balanced statically and dynamically, are keyed to a hardened stainless steel shaft of 1 1/4 inch diameter at its smallest diameter. Pump Transmission; All gears are of the involute type to reduce friction, heat build-up and wear. Efficient lubrication is assured by gears operating in an oil bath. Correct operating temperature of the lubricant is maintained by water cooling the gear case. The case is sealed to keep out dust and other abrasives. When pump transmission is in pumping gear, the drive to the rear wheels is completely disengaged. Positive locks are provided to lock both truck and pump transmissions in proper gear. Gear case can be removed underneath the truck without disturbing any piping, panels or pump, Pump Bearings; Longer pump life is .assured by using a four bearing im- peller shaft. Two end bearings in the gear case are ball bearing type. In- ternal bearings in the pump case are "Graphitar." Graphitar is a bearing material which under water pressure increases its load carrying capacity ten times. All bearings are oversize. Change -Over Valve; The change from parallel to series operation or vice - versa, is easily accomplished by a special turning chamber that replaces out- moded "clapper valves" in the suction and discharge manifolds. This turning chamber smoothly channels the water through the pump with a minimum of friction loss. Sharp right angle corners that create turbulance and friction are eliminated. This means high pumping efficiency under all conditions. See cut -away photo for flow of water through pump. -a- Page SPECIFICATIONS Volume Put11p r'- iiier: The primer system is engineered sous to eliminate gear shifting into the primer pump and then shifting gears from the primer Pump to the volume pump. Primer is automatic. That is, the primer is automatically shut off and the primer valve automatically closed when the Operator releases the primer control. Primer pump is of the positive dis- placement type. It is a separate and independent unit used for no other pur- se. Pump Packing: '11iree rings of square packing on each side of a lantern ring are used, six in all.All packing rings are lubricated by water under pres- sure. Frequent ad listing is not required. Relief Valve: A :Nand adjusted relief valve is an integral part of the pump. It can be readily adjusted when changing from volume to pressure operation. It provides pressure control from 50 to 350 pounds. Once set, the operation is automatic. The hand setting merely determines the pressure at which the relief valve will function. Relief valve does not effect motor speed. Instruments: 1'i:, ioli,wiiie instruments and controls are conveniently and symmetrically located on the left side or operators side of the truck. Com- pound gauge, pressure gauge, engine oil pressure gauge, engine water tem- perature gauge, water tank gauge, electric tachometer for indicating engine R. P.M., micrometer type quick acting throttle, hose reel valves, primer control, pressure control, tank control valve, tank refiller valve, 2 1/2 and 4 1/2 inch suction intakes. Both of the pump pressure gauges are marked in five pound increments and lighted. All control valves and gauges are pro- tected from freezing by mounting inside heated pump compartment. Entire panel well lighted. Suction Equipment: Suction inlets on each side of apparatus are provided with air tight, long handle suction caps, chrome plated. Screen in each suction in- let. sections of 4 1/2 inch x 10 foot, smooth bore hard suction and hy- drant hose furnished. Hose carried in full length steel troughs on left side of apparatus and held in place securely by quick -acting clamps. Hose has pin lug male handle fernnle chrome plated couplings. Discharge Gates: There are discharge, 2 1/2" national standard thread gates furnished. on the left side and on right. The valves are of the quick -acting, ball type that turn easily under all operating pressures. They will not leak at pressure or suction. They are not sensitive to dirty water, are easily serviced and do not require grinding in. A slight twist of the handle locks valve in any position, giving positive control over all lines. Gates are inside heated compartment to prevent freezing. Volume Pump Equipment: Large basket type strainer, one 4 1/2" x large hy- drant opening double female hydrant adapter, one 4 1/2" x 2 1/2" double female hydrant adapter, one. 2 1/211 x 2 1/2" double female adapter, two 2 1/2" span- ner wrenches, and one universal hydrant wrench are furnished as base equip- ment. Adapters chrome plated. Additional accessories are listed, on accessory page of this contract. -b - Page General Construction: The apparatus is constructed with due regard and con- sideration of the nature and distribution of the load to be sustained and the gen- eral character of the service to which the apparatus is to be subjected when placed, in service. The general design and construction is in accord with the best fire apparatus practice, is of the latest type, engineered and designed to perform the service herein specified. All materials, workmanship and finish entering into the construction of the apparatus and its mount conform to the character of the apparatus and the purpose for which it is intended. Body Construction: The hose body, pump compartment, rear body panels, side compartments and rear platform are constructed in such a way that they can be removed or replaced without damage or disturbing other parts. All sheet metal "Bonderized" and primed before assembly. All equipment or appurtenances housed or enclosed or space occupied by component parts is accessible. Side running boards, rear platform and walkway on top of side com- partments are constructed of approved non-skid treadplate material. The body panels are constructed of 12 gauge steel. All hand rails are full length, chrome plated and mounted with sufficient brackets to make a permanent and sub- stantial installation. Hose compartment has capacity for o cj feet of 2 1/2" cotton double jacket fire hose and -S'Cb feet of 1 1/2" cotton double jacket fire hose. It has a slatted, two section hardwood removable wood floor rack for pro- per ventilation. Interior of hose bed smooth and free from any projections that would snag hose. Water Tank: The tank has 500 gallon capacity, baffled laterally and longitudin- ally to withstand rough service or rural operation. It is constructed of 10 gauge steel. A large fill hopper is provided for bucket or hose filling. Large tank vent and overflow permits rapid filling. Cl eariout drain is provided in bottom of tank. Two tank covers are removable for inspection and cleaning. Tank and cover "Bonderized" and 'inside treated with a corrosion -resistant material for long tank life. Tank mounted with a low center of gravity and correct load distribution. Tank can be removed without disturbing side panels. Tank Shut -Off: A quick -acting valve shut-off is installed between the tank and pump with outside hand control. Rear Platform: Wide treadplate rear platform has ample room for three men. Platform supported from chassis frame. RunningBoards: Made of heavy non-skid treadplate, shaped to the body and run- ning full length between fender and side compartments. Strongly supported with outside edges turned down. Steps: Adequate steps provided where needed for easy access to the hose body. - e - Page Railings: The railings are 1 1/4" chrome plated and extend the full length of the body. Rear grab rails provided. Cross rail for mounting lights and pro- viding handhold for firemen connects the side rails. All rails mounted with heavy duty removable supports. Ladder Brackets : Ladder brackets and locks for one set of our standard wood or aluminum ladders furnished. Special brackets for extra length or customers ladders furnished at extra cost. Storage Compartments: Full width side compartments provide one compart- ment approximately 12" deep x 28" wide x 27" high ahead of each rear wheel and one large compartment approximately 22" wide x 23" deep x 27" high be- hind each rear wheel. One smaller compartment is between the side panels at rear of truck for the storage of smaller fire department accessories and equipment. All compartments are lighted. Flush type stop and tail lights are fitted in rear of each side compartment. Equipment: Equipment is provided as follows and is of the best quality in workmanship and materials of its class, suitable to the fire service. All high pressure equipment referred to in these specifications has been approved by Underwriters' Laboratories, Inc. , of Chicago, Illinois. Hose Reels: Two drum type hose reels with a capacity of 200' of 3/4" high pressure hose per reel are provided. The reels have collapsible spring centers, hose roller guides, reel brakes, Barco non -packing gland type rfel swivels. High Pressure Fog Guns: One high pressure fog gun is supplied on each line and on HPV and HPF models one spare. Straight volume pumpers have two guns only. The fog guns are built to give 30 gallons discharge per minute per gun at 850 P. S. I. pump pressure. They have a complete range of adjustment from full fog to straight stream. The gun is designed for two hand operation with the hands in normal operating position, that is, one hand to operate the trigger and the other to make adjustments of the fog pattern or face protect- ing spray. The adjustments remain constant after being set, not dependent on grip of the hand to keep shape of fog needed. EXTRA EQUIPMENT OFFERED OVER AND ABOVE PRICE PROPOSED ON COVER PAGE: (9) ORT ROANOKE CORPOITION ROANOKE, VIRGINIA This contract is taken contingent upon strikes, accidents and other causes beyond our control FIRE -FIGHTING APPARATUS CONTRACT THIS AGREEMENT, Made in duplicate by and between OREN ROANOKE CORPORATION, party of the first part, and -.CHESTERFIELD COUNTY0 VIRGINIA by its authorized representatives, party of the second part. WITNESSETH: That the party of the first part agrees to sell, upon the conditions herein set forth, the apparatus heretofore described, which shall be in accordance with the specifications and guarantees hereto attached and made a part of this contract. The said apparatus shall be delivered to the party of the second part_ _ At Ettrick, Virginia within approximately Sixty (60) Days after receipt of chassis by the party of the first part, strikes, delays in obtaining materials, equipment or from other causes beyond its control not preventing. A competent demonstrator shall be furnished by the party of the first part for a reasonable period to demonstrate said apparatus for the party of the second part, and to give its Fire Department the necessary instructions in the operations and handling of the apparatus. In case the party of the second part desires to test the apparatus before payment is made, such test shall be made upon arrival at destination. The party of the second part agrees to purchase and pay for the aforesaid apparatus, delivered as above set forth, the sum ($), to be paid to the OREN ROANOKE CORPORATION or its authorized agent in the manner stated below. No payments to be made to agents except on presentation in writing of an express power of attorney to accept payment. (10) In case of any default in*payment by party of the second part, the en ire balance may be declared due and payable at the option of the holder thereof, whether due according to its face or not, and the party of the second part shall on demand of the holder of notes or encumbrances, forthwith deliver the apparatus and chassis to the holder in as good condition as when received from the party of the first part, ordinary wear and tear excepted. The holder may, at his option, by collection, suit or otherwise, enforce payment of said notes or en- cumbrances and no suits or legal proceedings with respect thereto shall, however, be deemed any waiver of said right of holder to take possession on default or breach of aforesaid. If the holder shall take posses- sion of the goods and upon sale thereof the proceeds are insufficient to cover the sum or sums remaining un- paid and the expense caused by such repossession, removal, reparation, storage, liens, attorney's fee, and sale, the party of the second part agrees to pay any deficiency that may result; otherwise any amount derived from said sale in excess of the amount necessary to cover said encumbrances shall be paid to the party of the second part. All prices are subject to increase from time to time to compensate for any tax, excise or levy imposed upon the goods sold, or upon the manufacture, sale or delivery thereof, or whenever any tax, excise, levy, law or Governmental regulation shall have the effect directly or indirectly of increasing the cost of manu- facture, sale or delivery of such goods as stipulated herein. All contracts are taken subject to the written acceptance by a duly authorized officer of the party of the first part. Any provisions or conditions herein contrary to the law of the State in which this contract is made shall not invalidate any part of this contract. Party of the second part acknowledges receipt from the party of the first part of a true copy of this contract. The price set forth herein subject to change without notice if not accepted within 30• - days. When requested, the party of the second part will furnish to the party of the first part a copy of the last posted financial statement of the party of the second part.
