Evans, Post Engineer of the Richmond Quartermaster Depot, re- garding a bad drainage condition in Rayon Park subdivision. As stated by Capt. Evans, there was a resolution from the Board of Supervisors in 1951 requesting the Federal Government to make certain drainage improvements due to new construction at the Depot. The District Engineer advertised for bids in 1952 and received only one (1) bid, and this ohs was exorbitant. At this stage all bids were rejected. In the early part of 1954 it seems that Mr. Burnett advised Capt. Evans, office that the people in Rayon Park were threatening court action. The information on hand in Capt. Evans' office was forwarded to the Department of the Army for legal review. A survey was then completed by the District Engineer's office at Norfolk with the assistance of the Engineer's office at the Quartermaster Depot. Capt. Evans wished to advise the County that the Depart- ment of the Army has taken exception to any responsibilities in this case. It is their opinion that the condition now at hand existed prior to W new construction at the Depot. Capt. The design is such that the body and equipment can be removed from the chassis as a unit, with a mini- mum of disassembly and installed on another chassis if the need for such a change becomes apparent. The overall height of the vehicle has been kept low (equal to the chassis cab height), thus eliminating any high projections which would require special station doors or excessive overhead clearances. In addition to allowing the vehicle to operate under lower obstacles, this lower silhouette makes the compartments, hose reels and equip- ment more accessible without undue reaching. The center of gravity of the equipment has been lowered to a minimum with the result that the vehicle is not only much safer during road operation, but the driving ease is greatly increased due to improved maneuverability and turning. CHASSIS The equipment covered in this specification is designed for a chassis having a load length from the back of the cab to the center of the rear axle of 102 to 104 inches. One weatherproof compartment is located at the forward end of the body above the pump and is 16 inches deep, 371/2 inches wide by 14 inches high. Three compartments are located at the rear of the body. Two of these compart- ments are constructed so a portable lighting unit can be carried in one and a port- able pump can be located in the other. The center compartment is convenient for storing spanners, tips, couplings, etc. The dimensions of these three compartments are: right and left-243/4 inches deep, 233/4 inches wide by 261/2 inches high; center com- partment, 243/4 inches deep, 22 inches wide by 17 inches high. REAR AND SIDE STEPS The rear step is large with ample space for men and equipment. It is made of heavy gauge steel embossed with a non-skid safety tread. The rear corners are rounded with a large radius and all outer edges are deeply flanged. The side steps are of heavy gauge steel embossed with a non-skid safety tread, and are rigidly supported. These steps are of ample width for mounting required equip- ment and extend forward to the front fenders. All outer edges are deeply flanged. HAND RAMS A chrome plated hand rail 1 % inches diameter, is provided at the rear of the body between the vertical stanchions. Two chrome plated hand rails with chrome plated bronze supports are provided at the rear of the body, one on each side. REAR FENDERS Rear fenders are full crown type of heavy gauge cold rolled steel securely attached to the body, streamline skirts are eliminated to provide a maximum of equipment mount- ing space on the side steps. AUXILIARY COOLING SYSTEM An auxiliary cooler is furnished for use as may be required during pumping. Cold water from the fire pump discharge is circulated through a heat exchanger unit which is inserted in the truck engine cooling system. The auxiliary cooling water is returned from the heat exchanger to the pump suction. Anti -freeze solutions may be used in the truck engine cooling system without loss. A conveniently located valve on the pump control panel provides the pump operator with complete control of the system. Sev- eral features important for dependable fire service are incorporated. The impellers are bronze, mounted on a stainless steel hollow shaft and the impeller assembly is sup- ported at each end by heavy duty ball bearings operating in an oil sealed housing. The impellers are in both static and dynamic balance, one of the exclusive features of the CENTRAFLOW pump. Dynamic balancing of the impellers assures a vibrationless performance, with long life for packings and bearings. The driving shaft is supported by heavy-duty bearings, independent of the impeller support ball bearings. There are no plain, oil -less or water lubricated bearings in the PUMP. Pump discharge capacity is obtained with two impellers discharging in parallel into a common outlet. High pressure is obtained with the two impellers discharging in series, the first impeller discharging into the inlet of the second impeller which then discharges the water into the pump outlet. Bronze sealing rings of the replaceable type are provided in the housing at the inlet of each impeller. The pump housing is fine grain semi -steel and the design is such that any replace- ment of packings or other parts is quickly done without removal of the pump from the chassis. CHANGE -OVER VALVE The change -over valve is manually operated to change the discharge from parallel (capacity) to series (pressure). Discharge pressures from 80 pounds to 175 pounds are obtained in the parallel (capacity) setting and pressures above 175 pounds are obtained with the series (pressure) setting. PACBINGS The pump packings are of the automatic adjustment type and do not requira frequent attention or adjustment by the operator. DISCHARGE GATE VALVES There are two, 21/z inch, discharge gates and outlets located on the left side of the body. Control is by a hand wheel located conveniently for the pump operator. PRIMING SYSTEM A simple and direct priming system of very high efficiency is provided. The priming of the pump is through the operation of an exhaust ejector type unit. All rotating or wearing parts are thus eliminated from the priming system. This priming system in combination with the all ball bearing pump permits the pump to be operating in a dry condition until primed and also permits re -priming with- out shutting down the pump, a very important feature in rural or suburban service where no hydrants are available. OPERATION All controls for the pump are located at a central panel convenient for the oper- ator. The hand throttle control is micrometer and quick acting type to provide exact control over pump pressure. All gauges are lighted for night operation. PUMP TRANSMISSION The pump transmission is an integral unit with the pump. The pump is driven through a single set of silent operating gears connecting to the drive from the engine. The pump operates only when the drive to the rear axle is disconnected by a slid- ing clutch ring in the pump transmission. The pump is placed in operation by a single lever in the driver's compartment without need of priming before engaging the drive. CAPACITY RATING The capacity and pressure ratings are in agreement with the standard requirements of the International Association of Fire Chiefs and the National Board of Fire Underwriters.
