This day a general discussion of the zoning procedures was held and it was generally agreed that our present method of notification was according to the Virginia lawn Write usual resolutions on Boyd Street, and Sheffield Roads Sunburry, Catalina, Kinsley Avenue, Kingswood Street and Clarkson Road in the subdivision of McGuire Manor, for inclusion into the State Secondary System. Whereas q it was brought to the Board's attentioa that with the present ordinance for the sale of automobile tags in the County of Chesterfield Indicated that by April 10t all care should have a County tag, and Whereas$ this would cause a distinct hardship in that it dons not eoncus with the State'licensing periodw Nowt Thereforey Be it Resolved., that vehicles and trailers requirad to be licenser under the provisions of the Motor Vehicle License Ordinance of Chesterfield County may be operated within the County of Chesterfield without license during the first fifteen (15) days of the current license year and the owner of said vehicle or trailer will incur no penalty for failure to have the vehicle or trailer licensed, during this period. On motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that this Board grant Mr. W.T• Parsons of 202 Yorkshire Drive in Co alter Court, a variance of our building restrictions to allow the construction of a garage not less than five (5) feet from the side property line. It is here noted that the adjacent property owner consents to this variance in writing. This day Mr.Goyne brought to the attention of the Board the fact that the old Marquis tank in Cheater wara in very bad state of repair: and stated further that the site of said tank would possibly :be the location of a new tank to serve the Cheater area sometime in the future and for this reason the County should not abandon the use of the property* Whereupon, Mr.Goyne made the following motion which died for the wanly of a second: Be it Resolved that the County Engineer be requerW to tear down the wooden tank only, leaving the iron tower intact, since the wood was deteriorating and creating a hazardous condition. '02� This day Mr. Goyne requested some investigation into the County's responsibility of putting lights on the Dutch Gap Water Tank, which matter was deferred for further study. On motion of Mr.Britton, seconded by I1r.Gunter, it is resolved that this Board grant to Mr. John F. McXenney a variance of its building restrictions to allow the construction of a dwelling on Lot 119 Section A of Stratford Hills, the side corner of which dwelling would be only fifteen (15) feet from the east side line.. It is bare noted that adjaoent property owners give their consent in writing-6 On motion of Mr.Britton, seconded by Mr.Gunter, it is resolved that this Board grant to Mr. M.L.Harris of 1808 Scottview Drives a variance of its building restrictions to allow the construction of a green house 12-1/2 feet from either stde line, provided that written consent be obtained from the adjacent property owners. On motion of Mr*Britton, seconded by Mrs Hague, it is resolved that this Board grant to Mr.T.W,Payne, who lives on the Elkhardt Road, a variance of its building restrictions to allow the addition of a room to his house, the side set back of said addition being not less than 3-1/2 feet from his side line, it being understood that the adjacent property owner has consented in writing to this variance and that some re -arrangement of the common side line will be effected to the mutual benefit of both parties• This day the Executive Secretary recorded the fact that the County had received a check in the amount of $53s53 from the League of Virginia Counties, which sun is a refund in the recent C&P Telephone Company rate case. This day Mr. W*P. Leonard presented a request in writing, requesting the Board's approval of the construction of a water system in P000shock Heights in Midlothian District, with provisions for deeding same to the County. It was generally agreed that the Commormealth's Attorney and the County Engineer be requested to draw up a contract incorporating the general policies of the Board heretofore expresseds On motion of Mr.Britton, seconded by Mr* Gunter, it is resolved that the Executive Secretary be requested to write a letter to the City of Richmond giving the County's approval of allowing Mrs Leads Martin and others permission to construct a sewer line from the corporate limits of the City to property located on the north side of McGuire Circle, which letter should be approved by the Commonwealth's Attorney* On motion of Mr•Britton, seconded by Mr. Gunter, it is resolved that the matter of the location of a trailer on property owned by Mrs Vaden in Chesterfield Gardens be again referred to the Ebalth Department for investigations On motion, the meeting is adjourned to March 31,1935, at 7*30 p.ms n M Vehicles and Trailers required to be licensed under the provisions of the Motor Vehicle License Ordinance of Chesterfield County may be operated within the County of Chesterfield without license during the first fifteen (15) days of the current license year and the owner of said vehicle or trailer will incur no penalty for failure to have the vehicle or trailer licensed, duri this period. This refund represents your County's proportionate part of the balance of funds rerlaining after paying all expenses and by action of the Committee of the two Leagues, $300.00 was retained and set aside in a fund to be used for expert advice as regarding possible intervention in a future rate case of the Chesapeake & Potomac Telephone Company. DALE DIs'iRICT The ➢oard of Supervisors Chesterfield County Chesterfield, Virginia Gentlemen: Regarding the construction of a water system in the subdivision of Pocoshock Heights, Midlothian District of Chesterfield County, I wish to make the following requests: 1. That the Board of Supervisors allow me to install a water system in Pocoshock Heights and to deed same to the County upon its completion. 2. It is understood that all lines will meet County specifications as far as size, quality and installation procedures are concerned. 3. That the well shall have an adequate supply of water to serve at least 88 homes and the water will pass tests set forth by the State Health Department. 4. A pump house will be constructed to house the pump and pneumatic tank of suitable size to cover the subdivision. The pump will be of standard make and of sufficient size to insure an adequate quantity of crater at all times. 5. That the County reimburse me $100,00 for each and every connection made to this system outside of Pocoshock Heights where no line extensions are required. At the present rates this would mean a $170.00 connection fee for subject connection. 6. In the event the County should revise its water line ex- tension policy in the future to allow any refunds bn systems and extensions, then this system would automatically become a part of the new policy. 7. That I be allowed to install the system by sections and to deed each section to the County as it is completed for operation, maintenance and administration. *i M M I expect to begin construction immediately upon approval of the water system plans and hope for your favorable reply in the near future. Burnett Executive Secretary Chesterfield County Chesterfield, Virginia Dear Melvin: February 17, 1955 You are familar with the request which my clients have made to the City of Richmond for extending a sewer west on Hull Street (Route #360) from the corporate limits to property located between the corporate limits and McGuire Circle on the north side of said Hull Street. The city has asked that I supply them with a written statement from Chesterfield County in accordance with Resolution No. 51-SR64 adopted by the City Council September 24th, 1951, Section 3 Paragraph C Sub -Paragraph 1 (e), which is quoted as follows: LOANS INSURANCE II(e) The applicant shall secure from the governing body of the County into which the water or sewer service is to be extended a written statement to the effect that (i) the County does not desire to make such extension; (ii) the County authorize the construction of such ex- tension, and (iii) the County authorizes the City or the grantee to maintain such extension." The properties to be served by this sewerage line are owned by C. E. Davis (2 acres adjoining the corporate line on the north side of Hull Street) and by John H. Martin and others (approx- imately 5 acres immediately adjoining the above described land on the west and running to McGuire Circle, Mr. Davis operates a trailer camp on his land and is unable to extend his operation because septic tank facilities are limited. Mr. Martin proposes to construct a shopping center on his land and is unable to do so because septic tanks are not permitted by county authorities.
