This day it was repor•ed that the present policy of collecting water bills
was causing somo concern'to County citizens. Upon consideration whereof
and on motion of Dr,oGill. seconded by Mr.Dritton, it is resolved that the
policy for handling; delinquent wotur bills be and the same is hereby set
as follows:
A polite letter be sent to the water custom: r as soon as possible
after the bill has become delinquent o On the loth 'of the
following month if the bill remains unp?id, a follow—up letter
will be sent which lettox would cite the fact that water service
would be discontinued in ten (10) days unless the bill is'paid in
full. If the bill is not paid at the end of this period, a
representative of the Water Department will knock on the customers
door and attempt to notify her thrit he is cutting off the water
service; if the customer offers to pay the total bill, plus $2*50
for the service call, said representative is authorized to accept
the money and give a receipt for same. If the customer is not at
home, the Water Dep-irtment's representative is authorized to
discontinue the water service at that time.
And be it further resolved that the Water Department representative doing
this work is to be sufficiently bonded.
This day the Executive Secretary read tentative allocations for Primary
roads in Chesterfield County, which report is received and filed.
This doy the Executive Secretary notified the Board that certain advertising
is being done by the Virginia Electric do Power Company, which advertising
showed the advantage of industrial sites in Chesterfield County.
This day the Executive Secretary read o letter from Mr,C.E.Pigg, Engineer
and Superintendent of the Petersburg Hopewell Gas Company, requesting the
County's approval of the installation of certain gas lines in 3ermuda
District* It was generally agreed that this matter be delayed until the
next meeting and the Executive Secretary is askoa to request Ir.Pigg to
contact Mr.Goyne, Supervisor of said District.

This day the Richmond Quartermaster Depo4 requested by writing the County"a
approval for the improvement of Third Avenue in Pattern Park Subdivision
so that said Depot could gain access to its future sewerage treatment
plant east of said location, said improvement to be the installation
of adequate culverts and graveled two inches to a width of 12 feet, and
Whereas* the Highway Department has been requested to improve .2 of a
mile on Third Avenue,
Now$ Therefore, Be it Resolved on motion of Mr.Goyne, seconded by
Dr.Gills that this Board request the Highway Department to improve
.3 of a mile on Third ,Avenue to meet the specifications of the
Highway Departments provided interested parties will pay their
proportionate part and some is charged to the 3¢ Road Fund of the County.
On motion of Mr.Britton, seconded by Mr.Gunters it is resolved that
the resolution dated March 29, 1955s concerning Mro Lewis Martin's
proposal to install sewerage from the City of Richmond to his property
in McGuire Circle, be and the same is hereby rescinded.
On motion of Mr.Britton, seconded by Mr.Gunters it is resolved that the
twoutive Secretary be requested to write a letter to the City, of
Richmond giving the County's approval of allowing Mr+ Lewis Martin
and the City of Richmond permission to constru5t a sewer line from
the corporate limits of the City to property located on the north side
of McGuire Circle, which letter shall include Section 3, Paragraph 0-
Sub-Paragraph 1 (a), of a resolution Number 51-SR64, adopted by the
Richmond City Council September 240 1951, which Section reads as follows:
*(a) The applicant shall s e cure from the governing body
of the County into which the watef or sewer service
is to be extended a written statement to the effect
that (i) the County does not desire to make such
extensions; (11) the County authorize the construction
of such extension, and (III) the Cotaty authorizes the
City or the grantee to maintain such extension.'
which lettef should be approved by the Commonwealth's Attorney.
Oa motion of Mr-Goyne, seconded by Mr,Brittonf it is resolved that this
Board request the Police Shief of the County of Chesterfield to
cooperate with the State Police Department to check all foreign tags
and in particular all trailers in the C.ouaty -of, Chesterfield+

would like to lay approximately 52001 of 611 Gas Paain on the East side
of State Highway No. 102 approximately 14001 of 411 Gas 11fain on the South
side of Rt. 7242 approximately 32001 of 411 Gas 'Main on the East side of
Rt. 7263 approximately 16001 of 211 Gas Main on the South side of Rt. 619
and approximately 30001 of 211 Gas ',:lain on the East side of Rt. 823. A few
days ago when I was at the Court House I went over the locations of these
lines with "Ir. Shropshire and I thin?-, these are the locations he thought
would be desirable.
Enclosed you z^rill find a shetch showing the proposed Gas
`Iains in these Routes. In each case -the lines trill be laid as close to the
property line as it is feasible to `v{ork equipment, such as ditching machines,
back —fillers, and tamping machines. Also, enclosed -;you will find a set of
specifications to :rhich the contractors rust adhere in laying Gas Mains for
The Petersburg c Hopewell Gas Co,rpany.
I have gone over this i:rork wit'i ilr. Kellam of the State
Ighway Department and re are going to obtain a State Highway Permit for
this work. If your Engineering Department thinks there should be any changes
