Hague This day came Mr. S. T. Wagstaff, requesting that the Board approve an application for the installation of a water meter at the and of a line on the Patterson property in Bon =U r. After due consideration, and on ruling of the Commonweelthts :attorney, it is resolved on motion of Mr. Gunter, seconded by Mr. Goyne that the application of Mr. S.T.Wagstnff for a water meter on the Patterson property in Bon ;iir, be, and the same is hereby authorized. And be it further resolved that a letter be sent to Mrs: Patterson explaining this installation and the accompanying hazards. The Executive Secretary read a report of the allocations on Secondary Roads in the County for the year 1955-t560 which report is received and filed. Bells Road, came before the Board, and it wns cited that two letters ha,? been written to the Atlantic Coast Line RRo requesting them to give some assurance in writing to the Highway Department that slid bridge will be maintained by the Railroad Company, when roads leading to the bridge are taken over by the State Highway Department. Upon consi d3ration whereof and on motion of UreBritton, seconded by Mr.Goyne� it is resolved that the Executive Secretary be, and he hereby is directed to again seek a letter from the Atlantic Cost Line RR. Company giving the Highway Department assurance that the Railroad Company would be responsible for the maintenance of this overhead brJC go. •3- This day the matter of the proposed closing of the grade crossing on Rt. 718 and Rt. 1709 in Bl,n Air, and the proposed opening of "B" Street and Chatsworth Avenue$ was again discussed by the Board. Mr. Gunter, Supervisor from Midlothian Districts presented a petition signed by some twenty-one zitizens in the area requesting that "A" Street be improved on its present right of way rather than "B" Street, the proposed street previously discussed* liz o came Mr. T.H.Waters and Mr* Don Hodgins speaking in behalf of the improvement of "k" Street# Upon consideration whereof and on motion of Mr.Gunter, seconded by Mr. Goyne, it is resolved that this Board request the Virginia Department of Highways to contact the Southern Railroad Company to determine the feasibility of the closing of grade crossings on Rt.718 and Rt. 17099 near the old Bon ,Ur Station, and opening "B" Street and Chatsworth ,venue to intersect with Rt.7189 or as an alternate, to open "A Street from Rt#678 to connect with Rt 718, west of the Southern Railway property. And be it further resolved that the Virginia Department of Highways be requested to ascertain what assistance will be given by the Southern Railroad Company in the matter of improving these streets. This day'Mr. C.F.Kellam, Resident Engineer, Vir inin Department of /Highways, reported to the Board an estimate oY 12630i00 for the / impro7ement of .5 of a mile of Mountelair Roads located in front VVV of the Sunset Memorial Cemetery in Bermuda District, On motion of Mr. Goyne, seconded b7 Mr.Britton, it is resolved that this Board request the Virginia Department of Highways to improve .5 of a mile of Mount Blair Road in Dalewood Subdivisions Bermuda District, charging said cost to the 3¢ Road Fund of the County, said cost not to exceed $2630.00. and be it further resolved that the aforegoiag resolution to Bent to the Highway Department, upon the receipt of one-half of the cost of tmprovement on this road from the citizens of the area. This day there appeared before the 'Board the Friend Brothers, requesting some relief in the condition of a road off of Rt.613, approximately lA of a mile, the right of way for same having already been obtained. On motion of Mr. Goyne, seconded by Mr.Gunter, it is resolved that the aforementioned road be considered in the Rural Road program as of July 1, 1955• The matter of two (2) street lights requested to be installed on Rt.613 was discussed and the Executive Secretary repotted that he had contacted the Virginia Electric & Power Company concerning the insta]lation of these lights and that same had been �n ld up pending the delirej�j of ,::'_':i_Tme�� and materials. M —4w Mr. H.T.Goyne, Supervisor, requested some answer of the Highway Department on the resolution requesting investigation of the intersection of Kingsland Rd. and Rt. #1. Whereupon Mr. Kellam, Resident Engineer, stated that the matter was being studied in the Richmond Highway Office. On motion of Mr.Gunter, sefonded by Mr.Goyne, it is resolved that the Executive Secretary and Commonwealth's Attorney be and they hereby are requested to investigate the status of the old Centralia Road, and report back to this Board. On motion of Ur.Dritton, seconded by rdr.Guater, it is resolved that the Highway Department be requested to improve the Grove Road in Sunny Dell Acres, leading southw72rdly from Rt.60, .3 of a mile, charging same to the 3¢ Road Fund of the County. And be it further resolved that the aforegoing resolution be presented to the Highway Department upon assurance of all the above costs will be paid by citizens of the area. On motion of Dr.Gill, seconded by Mr.Gunters the Virginia Department of Highways is requested to cons ialer ' Lee Street in Matoaco District in the Rural Road additions as of July ly 1955, This day the Executive Secretary rend a list of suggested roads to be included into the Rural Road Program July 1, 1955, and it was generally agreed that Pdr. C.F.Kellam, Resident Engineer, Virginia Dept. of Highways and the County Road Engineer be requested to got prices on the improvement of these roads, came This doy/Mr. M.H.Omohundro, requesting building permits on certain lots focing the old Cogbill Road, which road is unimproved and not in the State Secondary System, and said lots are not recorded as a subdivision; and stating further that he had applied for building permits and said applications hid been denied by the Building Inspector. Upon consideration whereof and on motion of Mr.Goyne, seconded by Mr.Britton, it is resolved that the request of Mr. Omohundro for issuance of building permits to construct houses on that portion of Cogbill Road, which is unimproved, be, and the same is hereby denied. This day the Executive Secretary read a letter signed by Mr. D.O.Rose, requesting the withdrawal of his zoning application on the Cherokee Golf Course. Upon consideration whereof and on motion of Mr.Drittono seconded by Mr.Goyne, it is resolved that the withdrawal of the zoning application be and the some is hereby granted and the application is hereby withdrawn* Whereas, Mr.H.Gordon Bower was unable to attend the March 8th mooting, of the Board of Supervisors due to illness, and Whereas' his application for rezoning was heard, and Whexaas, there appeared no opposition Now, ThereiBore, Be it Resolved on motion of Mr.Goyne, seconded by Mr.Britton, that the following described parcel of land be and the same is rezoned from ,Agriculture to Genera 1 Business: Ih Bermuda Megisterial District, a parcel of land fronting on'Dorsey Road 250 foot and extending eastwardly approximately 350 feet, said -5� parcel being 900 feet south of the intersection with Kingsland Road. This day the Petersburg Television Corporation requested through its counsel Wr.D.Wellurphey, a Use Permit to erect a television tower on the following described parcel of 1-And: In 3ermuda Magisterial District, a 35-acre parcel of land fronting 1155'feet on Rt.618 and extending southwardly 1335 feet more or less, said parcel being approximately 5600 feet east of Rt•619 on which a Use Permit to erect a television tower is requested. And there appearing no one to oppose the granting of this Use Permit, on motion of Mr. Goyne, seconded by Mr.Dritton, it is resolved that a Use Permit for the erection of a Television Tower on the aforedescribed parcel of land be and the same is hereby granted. This day Mr. O.K. Porkinson, appeared before the Board requesting the rezoning from igriculture to General 3usiness on the following described parcel of lend: In 3ermude Magisterial District, a parcel of land fronting 180 feet on the Enon Church Road and extending westwardly 280 feet more or less, said parcel being 2000 feet north of Rt. 10• Came also Mr. Dallas Coons and Mr. T,A.Keck, Tr., who doubted the desirability of a business in this area. Upon consider$tion whereof and on motion of Mr.Goyne, seconded by Dr. Gills it is resolved that in view of no opposition from the Church located in this area, that the eforegoing parcel of land be and the same is hereby zoned from ,Agriculture to Gonernl Business. This day came Mr. Fred Crowder, representing Mr. D. MacHolder, requesting the rezoning; from ,Agriculture to General :Business on the following described parcel of land: In Midlothian Magisterial District, n parcel of land fronting 425 feet on Rt.60 and extending northwnrdly 500 feet, said parcel being 950 feet west of Rt•678a Came also Mr. and Mrs. H.R.Hartless, Mr.E„J.Peters, and Mr. Barthurst and others opposing the request, saying that a Trailer Court or ..61,. Came also Mr. John M. Carter and Mr. James R. Fox opposing this request, stating that a grill located in this vicinity would be a detriment to their way of life• Upon consideration whereof and on motion of Mr. Tfritton, seconded by Mr. Goyfte v it is resolved that this request be and the same is hereby denied, without prejudice. This day there came Mr. Jcnkins, representing the Manchester Rescue Squad, seeking a Use Permit to operate a reneue squad from the following described parcel of land: In Manchester Magisterial District, a parcel of land fronting 102 Peet' on Old nroad Rock Road and extending southwardly 670 feet! said parcel be ing 1500 feet west of Rt. #10, on which a Use Permit is requested. And there appeatng no opposition, upon consideration whereof and on motion of Mr.Dritton, seconded by Dr.Gill, it is resolved that a Use Permit for the operation of a Rescue Squad be and the same is hereby granted on the aforedescribed parcel of land. Gravatt, Secretary of Gralove, Inc.,came before the card seeking the rezoning from ,!agriculture to General -.Business on the following descriVed parcel of land: In Manchester Magisterial District, a parcel of land fronting 183 feet on Rt.360 and extending nouthwardly a distance of 200 feet, said parcel being 300 feet east of the Reams Road, to be rezoned from iagrieulture to General business on an application of Mr. W.M. Upon consideration whereof and on motion of Mr.Goyne, seconded by Dr4Gill, it is resolved that Mr. Theodore _&.Keek,Tr., be and he hereby is appointed a number of the County Planning Commission. This day again the matter of the maintenance of the overhead bridge westwardly from Bells Road, came before the Boar:', and it wzs cited that two letters had been written to the Atlant',e Coast Line RR# requesting them to give some assurance in writing to the Highway Department that said bridge will be maintained by the Railroad Company, when roads leading to the bridge are t aken over by the State Highway Department. Unon consideration whereof and on motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that the Executive Secretary be and he hereby is directed to again seek a letter from the Atlantic Co^st Line RR. Company giving the Highway Department assurance that the Railroad Company would be responsible for the maintenance of this cverhead bridge. -3_ This day the matter of the proposed closing of the grade crossing on Rt. 718 and Rt. 1709 in B(,n Air, and the proposed oepaing of "B" Street and Chatsworth Avenues was again discussed by the Bbarde Mr, Gunter, Supervisor from Midlothian Districts presented a petition signed by some twenty-one zitizens in the area requesting that "A" Street be improved on its present right of way rather than "B" street, the proposed street previously discussed. Also came Mr. TeH.Waters and Mr. Don Hodgins speaking in behalf of the improvement of "A" Street* Upon consideration whereof and on motion of Mr.Gunter, seconded by Mr. Goyne, it is resolved that this Board request the Virginia Department of Highways to contact the Southern Railroad Company to determine tho feasibility of the closing of grade crossings on Rt.718 and Rt. 17099 near the old Bon JUr Station, and opening "B" Street and Chatsworth .venue to intersect with Rt.7189 or as an alternate, to open "A Street from Rt.678 to connect with Rt 718s west of the Southern Railway property. And be it further resolved that the Virginia Department of Highways be requested to ascertain what assistance will be given by the Southern Railroad Company in the matter of improving these streets. This day'Mr. C.F.Kellam, Resident Engineers Virginia Department of Highways, reported to the Board an estimate of 02630#00 for the improvement of ,5 of a mile of Mountelair Road, located in front of the Sunset Memorial Cemetery in Bermuda District. On motion of Mr, Goyne, seconded by Mr.Brittons it is resolved that this Board request the Virginia Department of Highways to improve .5 of a mile of Mount Blair Road in Dalewood Subdivision, Bermuda District, charging said cost to the 3¢ Road Fund of the County, said cost not to exceed $2630.00. and be it further resolved that the aforegoing resolution to laent to the Highway Department, upon the receipt of one-half of the cost of Improvement on this road from the citizens of the area. This day there appeared before the Board the Friend Brothers, requesting some relief in the condition of a road off of Rt.613, approximately 1/4 of a mile, the right of wny for same having already been obtained. 0n motion of Mr. Goyne, seconded by Mr.Gunter, it is resolved that the aforementioned road be considered in the Rural Road program as of July 19 1955• The matter of two (2) street lights requested to be installed on Rt.613 was discussed and the Executive Secretary repotted that he had contacted the Virginia Electric & power Company concerning the installation of these lights and that samo had been Yn ld up pending the delivery of ,-cn, pment rind materials. On motion of Mr.Gunter, seconded by Mr.Gcyne, it is resolved that the Executive Secretary and Comronweilth's Attorney be and they hereby are requested to investigate the status of the old Centralia Road, and report back to this Board. In order to close said grade crossing, it will be necessary to reroute traffic. It is again rumored that to do this an attempt will be made to add to the secondary system and, develop what are shown on the plats of Bon Air as "A" and "B" Streets. Neither "A" nor "B" Streets are in the present public road system, although "B" Street was recently used as a detour while a bridge on Buford Road was under construction. The purpose of this letter is to formally advise the Board that the writer and several other affected citizens respect- fully request an opportunity to appear before the Board and express our views should the above matter be presented to the Board. S. Wheelwright before the Board of Superviso4a of Chesterfield County at�r rezoning hearing April 12, 1955 on a petition by the David M. sea Co, Inc. Mr. Chairman, members of the board: As a secondary party to the petition of the David M. Lea Co. seeking rezoning of certain real estate in the County of Chesterfield from agriculture to industry, I respectfully submit the following viewpoint for your consideration. I was born and reared upon part of the property in question and therefore have a lifetime experience with its productive capabilities. So far as I knew, it has never yielded enough either in farm products or timber to carry itself or meet the taxes over the years. In 1945 I initiated a soil conservation program in co-operation with the Soil Conservation Service on my portion of the property Lades" consideration. This program called for a complete survey of the sail which showed there were only approximately 10 acres of arable land in the entire tract of around 90 acres and this 10 acres was inferior dor general cropping. The remainder was recommended for intensive soil conservation practices, namely, reforestation. Accordingly the owner spent more than $2,000 in establishing fire lanes, culverts, fencing, clearing etc. u/4der this plan. A consultation was held with the state forest service who recommended that the area, which had been damaged by a forest fire be relief out of undergrowth where young pine trees were reestablishing themselves and that the larger trees be left for 10 years to ascertain the extent of damage to them. Some relief cutting was done in the area and a good stand of young pines is growing where this was done. From core samples taken last summer, the larger trees which survived the fire had gained no appreciable height and ha4 gained only an -2- � tip fX average of half an inch in nine years. These trees now are being removed. Meanwhile, construction of a high tension power line across the property removed the possibility of reforesting approximately 15 acres. The cost of rehabilitating this right of way as pasture, the only possible alternative, is too high for the return which might be realized. The owner,therefore' reels that as an individual he no longer can justify expenditure of additional capital in the development of the property along the lines previously pursued. The lay of the land which is bisected,by the aforementioned power line together with its proximity to the railroad make the possibility of using it for desirable home sites out of the question. The railroad and power line, howe or! together with the creek, springs and other sources of water and its pecessability to maim highways along with other factors render the property desirable for Industrial use. Should a new industry be established, it should bring abiut a considerable increase in the taxable resources of the county as* well as providing additional income for individual citizens by increasing employment in the factory itself as well as providing a ready market for timber owners.etm. In this connection, the Govern- ment desires to utilise Third Street between U. S. Route 1 and the Seaboard Air Line right of way as an access road to the Sewage Treatment Plant. It is the understanding of this office that Third Streets is a dedicated street but has not been accepted by the Virginia Department of Highways as a State road, and that Chesterfield County only can grant the necessary right in Third Street authorizing the Goverment to improve the same. The Gover- ment proposes to grade and surface the entire length of Third Street between U. S. Route 1 and the Seaboard Air Line right of way, in accordance with the details of inclosed Sheets 1 and 2 of Drawing No. 11-0430. This will include the construction of two culverts at Points 1 and 2 which are indicated in red on Sheet 2 of said drawing.
