This day the Executive Secretary presented bids for a ohasais for the Wagstaff Circle Fire Department truck, which bids are from both Chevrolet and Ford Motor Companies. Upon consideration whereof and on motion of Mr.Goyne, seconded by Mr.Britton, it is resolved that the low bid of 01967*06 be awarded to the Richmond Motor Company. This day the Executive Secretary presented bids for 1000 5/8" water meters for the County Water Department, and recommended that'the bid of the Badger Meter Company which bid is 022.78, less 2%9 be accepted. Upon consideration whereof and on motion of Mr.Hague, seconded by ltr.Goyne, it is resolved that this bid be awarded to the Badger Meter 0De %his day the bids were submitted for 1000 3/4" corporation stops for the County Water Department. This day the Executive Secretary presented bids for the rehabilitation of the old oil truck at the Dale Volunteer Fire Department. This day the Executive Secretary read a letter from Mrs A.L. Porters President, Loague of Virginia Countiesp stressing the facet that the lodal government officials c6nference would be held this year in Charlottesville on l,ugust 29s 30 and 310 and requested that the Board again approve the Countyts part of'the expenses paid by the Compensation Board not to exceed a total of $40s00 per person, Upon'consideration whereof and on motion of Mr. Haguo, seconded by Mr.Brittong it is resolved that this County approve its share of the expenses of the officials of the County desiring to attend this Conference. This day a letter was presented from the State Corporation Commission, Department of Taxation, which showed that the land value dor public utilities in the County was reduced 090075*00 for the year 1956. This day Mr.J.T.Rose, County assessors presented a report in writing saying'that for the first two quarters of this calendar year about 04j,000:000& in assessments had been added to the assessments of the County. This day the Executive Secretary'presented a letter from M eH.B. Schmitt, and Mrs Herbert Crowderi and others in support'of the practice of constructing homes with oak flooring on no sub -flooring• The Executive Secretary stated that In the Building Code of the surrounding areas,in F.S.A. and VA.'6#0odos, sub -flooring was required and it would seem that good building practices would demand somo sub -flooring. The County Building Inspector stated that in his opinion the lack of sub -flooring would not rn cossarily impair the safety of the house but would certainly detract from the value and usability of the house, Upon consideration whereofg Par. The State Compensation Board has again authorized that expense incurred in attending the forthcoming Local Government Officials' Conference should be consider- ed as a proper expense of office. The State Compensation Board will allow actual necessary expenses not to exceed $40.00 per person. It is, of course, understood that these expenses will be oorne by the State and the locality in the same propor- tion that the regular type of office expenses are shared. Clerks of Courts, with fr exceptions, are fee officers; and allowances made by the State Compensation Board to Clerks of courts for attending the Conference will take the same status as other allowances made by the Board to Clerks for ordinary expenses of office. The design is such that the body and equipment can be removed from the chassis as a unit, with a mini- mum of disassembly and installed on another chassis if the need for such a change becomes apparent. The American-LaFrance standard of quality and workmanship is maintained throughout in the construction and finish of the apparatus. The design provides for a maximum of accessibility to all operating parts and equipment. The center of gravity of the equipment has been lowered to a minimum with the result that the vehicle is not only much safer during road operation, but the driving ease is greatly increased due to proper load distribution. CHASSIS The equipment covered in this specification is designed for a chassis having a load length from the back of the cab to the center of the rear axle of 102 to 104 inches. BODY The entire body which has rounded front corners and presents a very pleasing appearance is built of heavy gauge cold rolled steel. Joints and stanchions are all electrically welded to produce a rigid, sturdy construction. All outside surfaces are ground and polished before painting. These com- partments are of ample size for portable generator in one and portable pump in the other. The door opening size for each compartment is 221/4 inches wide and 241/z inches high. Each compartment is 23 inches deep. An open compartment 211/z inches wide, 241/z inches high and'23 inches deep is pro- vided at the rear, in the center between the two large enclosed compartments. This open compartment provides quick access to the equipment mounted and to the rear towing eye. AUXILIARY COOLING SYSTEM An auxiliary cooler is furnished for use as may be required during pumping. Cold water from the fire pump discharge is circulated through a heat exchanger unit which is inserted in the truck engine cooling system. The auxiliary cooling water is returned from the heat exchanger to the pump suction. Anti -freeze solutions may be used in the truck engine cooling system without loss. A conveniently located valve on the pump control panel provides the pump operator with complete control of the system. BATTERY CHARGING RECEPTACLE A battery charging receptacle is provided to permit convenient connection for sta- tion trickle charger use. The receptacle is located in the rear step to prevent damage to the charger if the apparatus is moved without first disconnecting the charger cable. PUMP The CENTRAFLOW pump is a parallel -series 2-stage type centrifugal pump. Sev- eral features important for dependable fire service are incorporated. The impellers are bronze, mounted on a stainless steel hollow shaft and the impeller assembly is sup- ported at each end by heavy duty ball bearings operating in an oil sealed housing. The impellers are in both static and dynamic balance, one of the exclusive features of the CENTRAFLOW pump. Dynamic balancing of the impellers assures a vibrationless performance, with long life for packings and bearings. The driving shaft is supported by heavy-duty bearings, independent of the impeller support ball bearings. There are no plain, oil -less or water lubricated bearings in the PUMP. Pump discharge capacity is obtained with two impellers discharging in parallel into a common outlet. High pressure is obtained with the two impellers discharging in series, the first impeller discharging into the inlet of the second impeller which then discharges the water into the pump outlet. Bronze sealing rings of the replaceable type are provided in the housing at the inlet of each impeller. The pump housing is fine grain semi -steel and the design is such that any replace- ment of packings or other parts is quickly done without removal of the pump from the chassis. Pump to have high pressure characteristics. CHANGE -OVER VALVE The change -over valve is manually operated to change the discharge from parallel (capacity) to series (pressure). Discharge pressures from 80 pounds to 175 pounds are obtained in the parallel (capacity) setting and pressures above 175 pounds are obtained with the series (pressure) setting. PACKINGS The pump packings are of the automatic adjustment type and do not require frequent attention or adjustment by the operator. DISCHARGE GATE VALVES There are two, 21/z inch, discharge gates and outlets located on the left side of the body. The controls for the discharge gates, bleeder valves, relief valve, primer, auxiliary cooler, water tank and booster hose, with all instruments, are located in one control panel. The discharge gates are bronze fitted, of the latest type, balanced and quick open- h, ing. Pressure lubrication fittings are provided to insure easy operation at all times. Egch discharge outlet is fitted with an airtight, chrome plated, blind cap. 24" x 14" reducers with blind caps will be furnished for each 24" outlet. QUALITY PRODUCTS FOR FIRE PROTECTION a 3v1M CC5H 0 SPECIFICATIONS RELIEF VALVE A relief valve is provided that operates smoothly without pulsation or undue pres- sure rise to control pump pressure when one or more lines may be shut off. Control is by hand wheel located conveniently for the pump operator. PRIMING SYSTEM (Push button priming system will be furnished optional) A simple and direct priming system of very high efficiency is provided. The priming of the pump is through the operation of an exhaust ejector type unit. All rotating or wearing parts are thus eliminated from the priming system. This priming system in combination with the all ball bearing pump permits the pump to be operating in a dry condition until primed and also permits re -priming with- out shutting down the pump, a very important feature in rural or suburban service where no hydrants are available. OPERATION All controls for the pump are located at a central panel convenient for the opera- tor. The hand throttle control is micrometer and quick acting type to provide exact control over pump pressure. All gauges are lighted for night operation. PUMP TRANSMISSION The pump transmission is an integral unit with the pump. The pump is driven through a single set of silent operating gears connecting to the drive from the engine. The pump operates only when the drive to the rear axle is disconnected by a sliding clutch ring in the pump transmission. The pump is placed in operation by a single lever in the driver's compartment without need of priming before engaging the drive. CAPACITY RATING The capacity and pressure ratings are in agreement with the standard requirements of the International Association of Fire Chiefs and the National Board of Fire Underwriters. GEAR SHIFT —Drop forged steel sliding fork with positive lock GENERAL —This pump has been designed primarily for fire department work in connection with motor driven chassis and is admirably suited to this class of work, offering a new range in performance and efficiency. The performance covers a wider range of volumes and pres- sures than has heretofore been possible without a large variation in motor speeds. It offers a continuous non -pulsating flow (this is o extreme importance when wear and tear on hose is considered). There are no reciprocating motions in any part of the drive unit, pump, or priming system. The moving parts of the pump are provided with ample clearances so that wear is practically negligible over long years of service. The pump takes full advantage of every ounce of hydrant pressure that is delivered to it. The pump will handle, from a good hydrant, capacities far above its rating at reasonable motor speeds. MOTOR COOLING SYSTEM —Latest type cooling system of the Heat Exchanger Type, with control valve on the operator's panel; water from pressure side of pump through copper coils returning to suction side of pump, thus eliminating water mixture with anti -freeze solutions. Page 1 of 3 pages CONTINGENCIES: Company shall not be liable to buyer for any loss or damage suffered by Buyer, directly or indirectly as a result of Company's failure to perform, or delay in performing, any term or condition hereof, where such failure or delay is caused by fires, labor troubles (including strikes and lock- outs), wars, embargoes, Government regulations or restrictions of any and all kinds, expropriation of plant by Federal or State authority, interruption of or delay in transportation, inability to obtain materials and supplies, excess of demand for equipment over the available supply, accidents, explosions, acts of God, or other causes of like or different character beyond Company's con- trol. Futher, the Company shall not be penalized for acts of omission or commission within its own organization when it has acted in good faith and handled its obligations to the Buyer in accordance with Company procedures. WARRANTY: The Company guarantees new apparatus of company manu- facture to be free from defects in material and workmanship for a period of one year from date of delivery to original purchaser. If, upon inspection by the factory, a part (or parts) are found to be defective in material or workman- ship, the Company will, at its option, either repair part (or parts) or furnish a new part (or parts) free of charge, FOB the factory. The Company will not accept any charges for labor and/or parts incident to the removal and re- mounting of parts repaired or replaced under this warranty. The Company shall have the option of requiring the return, transportation charges pre- paid, of all parts claimed to be defective. Components and assemblies not manufactured by the Company, such as truck engine and chassis tires and tubes, batteries, electrical equipment and trade accessories which have been incorporated in or mounted on the apparatus, are guaranteed only to the extent of the original manufacturer's guarantee and subject to his allowance to the Company for material accepted by him as defective. Company in no event shall be held liable for delay or consequential damages in connection with fulfilling any obligation under this warranty. Company shall not be liable to Buyer for loss, damage or injury to persons (including death) or property occasioned by or growing out of the use, main- tenance or repair of said equipment, nor for direct or indirect special or consequential damages of any kind or nature which may be sustained by Buyer as a result of such use, maintenance or repair. Buyer shall indemnify Company on account of any such loss, damage, or injury, and shall defend any suits growing out of such use, maintenance or repair and pay all costs, attorney's fees and judgments resulting from any such suit. All State and/or Federal taxes must be added to quoted price if not in- cluded in the contract quotation. Chassis to have a cab to axle dimension of 102 inches to 105 inches. 2. Heavy duty cooling. 3. Heavy duty generator, 50 amp, minimum recommended. 4. Tire size not larger than 10:00 x 20, 12 ply. 5. Cab of chassis to be painted. Cabs received in prime must be painted inside at extra charge to customer not included in this contract price. 6. Customer to advise John Bean as to make and model of chassis, model of engine and make and model of transmission, prior to placing final order for chassis. As it is impossible to obtain proper operating speed for the high pressure pump through power take -off application to some transmission, clearance from our Engineering Department is required. Chassis received without clearance and with improper gears will require a gear change at customer's expense. 7. The net horsepower of the engine at a given R. P. M. determines whether the volume pump will deliver Class "A" or "B" performance. To pro- tect the customer and assure proper performance of the pump over a period of years, John Bean reserves the right to indicate horsepower required to meet customers pump capacity and pressure specifications. NOTE: Particular attention is directed to item 6. SPECIFICATIONS High Pressure Pump: Bean Royal 55-F is designed and built in the John Bean factory. It is a horizontal model, all -enclosed with all drive parts running in oil bath. It is a positive displacement type with three plungers, each driving a bell shaped molded rubber and fabric plunger cub inside a porcelain lined cylinder. The normal operating pressure is 850 pounds at the pump, supplying 650 to 700 pounds at the guns. The .eccentric type crankshaft is made from one piece of steel with three eccentric throws tocco hardened and ground. Connecting rods are equipped with steel back, babbit lined, precision built, replaceable bearings. The eccentric and countershaft have large New Departure ball bearings operating in an oil bath. Valves are ball type. Valves and valve seats are stainless steel. Valve seats are tapered so as to seal without the use of valve seat gaskets. Valve covers are threadless and held in place by steal clamps. Pump cylinders are made of stainless steel tubing and porcelain lines. Normal plunger speed to deliver 60 gallons per minute at 850 p. s. i. is 165 R. P. M. and requires approximately 35 horsepower. Pump is tested to Underwriters' Laboratories static pressure test of 2, 200 pounds per square inch. High Pressure Piping: All discharge pipe and fittings are extra heavy and in accordance with Underwriters' Laboratories specifications. Automatic Pressure Regulator: A dependable and positive pressure relief valve designed and built by John Bean is used for regulating and relieving the 850 pound pressure for intermittent water discharge. It is connected to the pump and by-passes into the tank. It is subjected to Underwriters' Laboratories static pressure test of over 2, 000 p. s. i. Power Take -Off: Power take -off driven from truck transmission through a side mounted power take -off unit, coupled so that pump can be operated while the truck is in motion, either forward or reverse. Power to drive the pump is transmitted through six V-belts operating on the proper size sheaves. A large adjusting screw provides for correct belt tension. Necessary fittings are provided for convenient lubrication of the take -off assembly. Control lever for engaging the power take -off drive is located in the truck cab for convenient operation by driver. - c - Page SPECIFICATIONS 4 TANK FILLER: A high speed filler, that operates through the regular suction line, is provided for filling the tank from draft or hydrant. It is operated by a separate control valve. (Note: this type filler not furnished on high pressure pump when used in conjunction with volume pump on HPV or combination models. See tank filler under Volume Pump Specifications. ) SUCTION HOSE: Two 2 1/2" x 10' lengths of smooth bore hard suction hose with pin lug male and long handle female (chrome plated) couplings are furnished. On straight high pressure or HPF models, it is carried on full length steel troughs on left side of apparatus. On combination HPV models, it is carried inside the 4 1 / 2" hard suction. INSTRUMENTS -AND CONTROLS: Conveniently mounted on left side of the truck are the hose reel valves, pressure release valve, electric tachometer for indicating engine R. P. M. , micrometer type quickacting throttle, 1, 000 pound pressure gauge, engine oil pressure gauge, engine water temperature gauge, water tank gauge, tank valve, suction control valve and filler valve. FIRE SCHOOL TRAINING: John Bean will conduct a two day fire school to be attended by two to five members of the purchaser's department for the purpose of instruction on the assembly, operation and service of the truck. In addition, they will be instructed in the principle of high pressure fog, dis- cuss its use, review your local fire problems and finally, actually fight Class "A" and Class "B" fires at our proving ground. There is no charge for this school. Transportation to and from Lansing and the living expenses of your men while in Lansing will be paid by the purchaser. me Page General Construction: The apparatus is constructed with due regard and con- sideration of the nature and distribution of the load to be sustained and the gen- eral character of the service to which the apparatus is to be subjected when placed in service. The general design and construction is in accord with the best fire apparatus practice, is of the latest type, engineered and designed to perform the service herein specified. All materials, workmanship and finish entering into the construction of the apparatus and its mount conform to the character of the apparatus and the purpose for which it is intended. Body Construction: The hose body, pump compartment, rear body panels, side compartments and rear platform are constructed in such a way that they can be removed or replaced without damage or disturbing other parts. All sheet metal "Bonderized" and primed before assembly. All equipment or appurtenances housed or enclosed or space occupied by component parts is accessible. Side running boards, rear platform and walkway on top of side com- partments are constructed of approved non-skid treadplate material. The body panels are constructed of 12 gauge steel. All hand rails are full length, chrome plated and mounted with sufficient brackets to make a permanent and sub- stantial installation. Hose compartment has capacity for feet of 2 1/2" cotton double jacket fire hose and feet of 1 1/211 cotton double jacket fire hose. It has a slatted, two section hardwood removable wood floor rack for pro- per ventilation. Interior of hose bed smooth and free from any projections that would snag hose. Water Tank: The tank has 500 gallon capacity, baffled laterally and longitudin- ally to withstand rough service or rural operation. It is constructed of 10 gauge steel. A large fill hopper is provided for bucket or hose filling. Large tank vent and overflow permits rapid filling. Cl-eanout drain is provided in bottom of tank. Two tank covers are removable for inspection and cleaning. Tank and cover "Bonderized" and inside treated with a corrosion -resistant material for long tank life. Tank mounted with a low center of gravity and correct load distribution. Tank can be removed without disturbing side panels. Tank Shut -Off: A quick -acting valve shut-off is installed between the tank and pump with outside hand control. Rear Platform: Wide treadplate rear platform has ample room for three men. Platform supported from chassis frame. RunningBoards: Made of heavy non-skid treadplate, shaped to the body and run- ning full length between fender and side compartments. Strongly supported with outside edges turned down. Steps: Adequate steps provided where needed for easy access to the hose body. - e - Page �W SPECIFICATIONS 1"0 Railings: The railings are 1 1/4" chrome plated and extend the full length of the body. Rear grab rails provided. Gross rail for mounting lights and pro- viding handhold for firemen connects the side rails. All rails mounted with heavy duty removable supports. Ladder Brackets: Ladder brackets and locks for one set of our standard wood or aluminum ladders furnished. Special brackets for extra length or customers ladders furnished at extra cost. Storage Compartments: Full width side compartments provide one compart- ment approximately 12" deep x 2811 wide x 27" high aheadof each rear wheel and one large compartment approximately 22" wide x 23" deep x 27" high be- hind each rear wheel. One smaller compartment is between the side panels at rear of truck for the storage of smaller fire department accessories and equipment. All compartments are lighted. Flush type stop and tail lights are fitted in rear of each side compartment:. Equipment: Equipment is provided as follows and is of the best quality in workmanship and materials of its class, suitable to the fire service. All high pressure equipment referred to in these specifications has been approved by Underwriters' Laboratories, Inc., of Chicago, Illinois. Hose Reels: Two drum type hose reels with a capacity of 200' of 3/4" high pressure hose per reel are provided. 'The reels have a collapsible hub and expand endways under pressure. Reels are equipped with brakes, cranks for rewinding and Barco hose swivels. No packing glands are used. Roller guides for hose on each side. Electric rewinds, available at additional cost, are to be listed on accessory page if desired. High Pressure Hose: Two 100' lengths of 3/4" I. D. high pressure hose fur- nished on each reel, 400' in all. Hose is fitted with 1" couplings of proper design for pressure to be used. The hose and couplings conform to Under- writers' Laboratories static burst test average of 3, 200 pounds. High Pressure Fog Guns: One high pressure fog gun is supplied on each line and on HPV and HPF models one spare. Straight volume pumpers have two guns only. The fog guns are built to give 30 gallons discharge per minute per gun at 850 P. S. I. pump pressure. They have a complete range of adjustment from full fog to straight stream. The gun is designed for two hand operation with the hands in normal operating position, that is, one hand to operate the trigger and the other to make adjustments of ;the fog pattern or face protect- ing spray. The adjustments remain constcAnt after being set, not dependent on grip of the hand to keep shape of fog needed. Shut-off control is separate from fog adjustment and can be locked open and unlatched quickly. In normal oper- ation the gun shuts off instantly if dropped or knocked out of fireman's hand; a desirable safety feature. This gun withstands the Underwriters' Laboratories static pressure test of 2, 000 pounds. -f - Page SPECIFICATIONS High Pressure Hose Swivels: A swivel is furnished between hose line and fog gun to eliminate hose twist and assure smooth, free handling of the fire lines. Protection Against Freezing: A sheet metal housing is provided under- neath the truck to collect exhaust and muffler heat. Wood - City Planning Commission, Secretary The ('Suggested Priority of Highway Projects" submitted with the minutes of the meeting of May 18th, 1955 was discussed. It was generally agreed that U. S. 250 W and a new Aces bridge connection to the toll road should be'conside red as one unit, and should be considered as first priority for any interstate funds available. Next in importance on the Inter State System was U. S. 60 E which happens to be in the C ity's improvement program for the fiscal years 1956-57 and 1957-58. No crange was suggested in this timing. The extension of Bellemeade Road to connect with U. S. 360-W and E 60 W should, in the opinion of the Committee be made a part of the ry system and should be built with Federal aid at the same time that oll road is constructed. It was generally agreed that Chesterfield y Board of Supervisors would be requested to ask the State Highway tment to construct the extension to Route 60 W when the toll road mpleted, and that it be constructed to limited access standards. The possibility of a parkway along the Chickahominy River connect- ing U.S. 1-N and U.S. 60-E was discussed and the lack of circumferenti.als in the northeast quardant of the trafficways plan was noted. It was suggested that the Henrico County and the City study streets in this area. The meeting adjourned at 11:30 A.M. This day the Eutive Secretary presented bids for a Chassis for the Wagstaff Circle Fire Department truck, which bids are from both Chevrolet and Ford Motor Companies, Upon consideration whereof and on motion of Mr.Goyne, seconded by Mr.Britton, it is resolved that the low bid of $1967,06 be awarded to the Richmond Motor Company. The County Building Inspector stated that in his opinion the lack of sub -flooring would not ne cessarily impair the safety of the house but would certainly detract from the value and usability of the houso.
