VIRGINIA: At an adjourndd meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on November 29, 1SB 5, at Ss00 p.m• Present: Mr. Irvin G.Horner, Chairman Mr. H,T.Goy" Mr. J.P.Gunter Dr, Robt. O.Gill Mr. Stanley R.Hague, Jr. Mr. R.J.Britton This day Mr. Eldridge Spain, representing Mr. M.L• Bolton, tarns before the Board seeking the vacation of a right of way 300 Beet long, extending from Cozy Lane northwardly to the property of Mrs. Ellis, which right of way web dedicated by plat of record in 1946. od it was pointed out that the vaeation of this road might not be in the interest of good policy; upon consideration whereof and on motion of Mr. Britton, seconded by Mr. Hague, it is resolved that this Board view the problem on the site and delay a decision in the matter until December 13, 19 55. This day Mr. Norman Bowen, representing Mr. F.D. Utley and *9 W•H•Caldwell, Presented a petition for the vacation of an easement on the Powhits Creek and requestdd that this be placed on the agenda for the next meeting of the Board, This day the matter of the passage of a proposed ordinance providing for a license tax on the operation of trailer camps and trailer parks cam before the Board the same having been duly advertised according to law* There came also Mr. D.W.Murphey, Jr., representing Messrs* Davis, Gilliam, Dodd, R,eynolds,Bimmone and Wiley, Trailer Court Operators, and other trailer court operators to oppose the imposing of the pw posed tax on trailers in the County. Mr. Murphey stated that the $20.00 per lot is approximately 39% of the net profit derived from trailer court operations. Mr. Vernon Maxwell, the operator of the Broaden Trailer Court stated that the tax was unfair and that his court was losing money on its present operation* There appeared also some forty persons connected with trailer courts offering observations to the effect that such a proposed tax would be too high. Mr.Gunter stated that the County faced serious problems of growth and that the proposed tax was not designed to run businessout of the County but to partially pay for the services and costs of County governmento l&r.Goyne stated that the County needs the additional revenue to help finance the cost of education of the many school children coming from trailer courts. Upon consideration whereof and on motion of Mr. Gunter, seconded by,** Goyne, V -2- it is resolved that the following ordinance be and it hereby is adopted . (Copy Ordinance into minutes). This day the matter of securing an additional right of way on Reems Road, leading eastwardly from the V-ihitehead :-,:oad came before the Board and it was cited that the necessary right of way could not be obtained from the present property owner. Upon consideration whereof and on motion of Mr.Britton, seconded by Dr. Gill, it is resolved that the Executive Secretary obtain a survey on the existing right of way and said survey to show an ultimate width of 40 feet from which the Board can ascertain the right of way which must be condemned. This day the matter of draingge in Green Acres, leadinv to the west side of Rt. 161, came before the Boara and prices from the Highway Department indicated that the cheapest solution to the problem would co at approximately 01500900. Upon consideration whereof,.it was generally agreed that this matter would be deferred until the next regular meeting of this Board. This day there was read a list of roads which the State Highway Department had accepted into the State Secondary System of roads, which is as follows:(Copy into minutes). This day the Executive Secretary read a bill from the Highway Department in the amount of $110726.17 for work done by the State forces on County roads, and it was generally agreed that this bill was in order and had been previously passed. This day the matter of renewing the insurance on the Volunteer Firemen in the County was discussed and it was generally agreed that bids be received for this policy. This day the County Engineer reported that work was to begin on December 5, 1955, on the improvement of Rt. 161, which improvement would call for the relocation of 3175 feet of water line on said road, and the moving of 57 water meters. He recommended that a 611 line be installed in the center of said road and that tha existing 411 and 311 water lines be salvaged. Upon consideration whereof, anJ on motion of Mr.Goyne, seconded by Dr.Gill, it is resolved that the matter of the responsibility of paying for this proposed construction be referred to the Commonwealthls Attorney since part of the water line to be relocated is on property dedicated for public use and not presently under Highway control. On motion of *,Gunter, seconded by Mr.Brit ton, it is resolved that this Board authorize the County Engineer to install a 6" line for 4165 feet on Rt. 161 to replace the axisting 4" and 311 lines now in place,since there is an emergency existing due to an improvement by the Highway Department of this road* On motion of Mr.Goyne, seconded by Mr. Hague, it is resolved that this meeting be adjourned .until 3:30 December 6, 1955, at which time the Board will view several zoning cases deferred from the last meeting. Bolton and wife and others, for the purpose of vacating a certain portion of an unopened road as therein described, with the request that you put the matter on the docket of the Board of Supervisors for its next meeting in accordance with Section 15-766.1. I have the original of the executed copy and do not wish to record it until the Board of Supervisors has passed upon this matter as I would like to make a note on the original of the date it is approved by the Board, assuming that it is approved. Please let me know when the next meeting of the Board will be as I would like to be present if you think it necessary. I am also sending an unexecuted copy of the agreement to Ernest Gates, and I am returning to him certain papers he was kind enough to lend me for the purpose of preparing this agreement.
