V VIRGINIIA: ..t an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on November 229 19551, at 8:00 p.m. Present: Absent: Der. Irvin G.Horner., Chairman Mr . J.P. hunter Mr. R.J.Britt on Dr.Robt. O.Gill Mr. H.T.Goyne Mr. Stanley R.Hague, Jr. This day Mr. Jennings, owner of the El Patiolt%i staurant, came before the Board seeking a variance from its building restrictions to allow the construction of a building 6 feet from the right of way line on Rt.60. Upon consideration whereof and on motion of Mr.Britton, seconded by Mr.Goyne, it is resolved that the Board be appointed as a Committee to view this matter at the site. On motion of Dr.Gill, seconded by Ur.Britton, it is rase lved that the County Engineer and the Executive Secretary negotiate with the Ecginsering firm of Hayes, Seay,Mattern and Matters as to a fee to be charged for the preparation of working plans on the tie-in of the Ettrick sewerage system with the sewerage system of Petersburg, and report back to this Board the proposed price for this work. This day the Executive Secretary presented nine (9) bids for servicing the County's needs on gasoline, to be delivered to the County Garage. On motion of Dr.Gil.l, seconded by Mr.Hague, it is resolved that the contract be given to the Esso Standard Oil Company, who submitted the lour bid for Esso Premium gasoline at a bid price of 15.11 cts. per gallon. This day the matter of purchasing new cars for the County came before the Board and there were presented three (3) bids from Ford dealers and two (2) bids on Chevrolets. Upon consideration whereof and on motion of Dr,QL119 seconded by Mr.Hague, it is resolved that the County purchase from McCoy Motor Company, who submitted the low bid for Ford cars, the following cars: 6 - Interceptor Fords at a cost of $1639.75 each 1 - hard Ranch Wagon at a cost of approximately $1770.00. 1 - F-100-Panel Truck at a cost of $1520.04. .,nd purchase from the Chevrolet Division of General Motors: 5 - Chevrolets with power -glide for $1433.81 each. This day Mr. Edward Hawks, recently appointed Civil Defense Coordinator for Chesterfield County, appeared before the Board outlining his proposed program for organizing a Civil Defense Project in the County. Upon consideration v&ereof and on motion of Dr. Gill, seconded by Mr.Hegue, it is resolved that the Executive Secretary be authorized to purchase the necessary ow ds and w2— filing cabinet for this project. It was generally agreed that Mr. Hawkes would present a monthly expense account showing the mileage traveldd on necessary visits and that the Executive Secretary reimburse him in the amount of 7V per mile. This day there was presented an annual report of the Welfare Department. Upon consideration whereof and on motion of Dr.Gill, seconded by Mr.Britton, it is resolved that this report be received and filed with the Board's papers. WHEREAS, Chapter 175 of the Acts of 1945 of Virginia, as amended by Chapter 56 of the Acts of 1948 of Virginia, authorizes the Board of Supervisors of the County of Chesterfield to construct, reconstruct, maintain, alter, improve, add to abd operate water supply systems in said County, and the Board of Supervisors desires to construct a new water supply system or new water supply systems and to reconstruct, extend and/or improve existing water supply systems now maintained by the County, in order to provide an adequate supply of water to the County and to its inhabitants, and to finance the cost thereof by contracting a loan and issuing bonds of the County as hereinaftdr provided; and WHEREAS, the County adjoins the City of Richmond which has a population of more than 125,000 according to the last United States census and there is not within the corporate limits of the County any incorporated town operating its own water supply system; and VdMEAS, if bonds are issued as hereinafter provided aggregate amount of all such'bonds issued by said County to finance the cost of constructing, maintaining, and operating, acquiring, reconstructing, extending and/or improving such water supply systems will not exceed eighteen per centum of the assessed value of all real estate in said County subject to local taxation; NOW, THEREFOR:,, be it resolved by the Board of Supervisors of the County of Chesterfield as follows: (1) The Board of Supervisors hereby determines to construct a new water supply system or new water supply systdms and to reconstruct, extend and/or improve, existing water supply systems now maintained by the County, in order to provide an adequate supply of water to the County and to its inhabitants, and to contract a loan and issue bonds of said County of the aggregate principal amount of Dollars($4,000,000.00) to finance the cost of such improvements and, to the extent permitted by law, to refund the principal of and interest on the Dollars ($L.3150000.00) outstanding bonds of the County hereinbefore issued for such purpoues. (2) The Board of Supervisors hereby specifies that the net revenue from the sale of water from any such water supply system or systems will be obligated and appropriated to the payment of such bonds and that thecredit of the County shall not be obligated thereto. (3) The Board of Supervisors hereby petitions the Judge of the Circuit Court of the County of Chesterfield to call an election for the purpose of taking the sense of the qualified voters of the County on such loan and bond issue. -3— (4) 1 copy of this resolution, certified by the Clerk of the Board of Supervisors shall be presented to the Judge of the Circuit Court of the County Of Chesterfield for the purpose of petitioning said Judge to call such e3e ction. On motion of Harold T.Goyne,Sr., seconded by Stanley R.Hague, Jr., the foregoing motion was passed at an adjourned meeting of the Board held on November 22, 1955. This day the matter of adopting proposed changes and recommendations on the engineering report submitted by Causey and uueeks came before the Board. On motion of Dr.Gill, seconded bl: Mr.Hague, it is resolved that this Board request the consulting engineers to delete the 611 line on 3eeohwood Street and a 6" line on the street just south of Beechwood, both running westwardly from Harrowgate Road. It is here noted that Mr. GOA votes "No". On motion of Dr.Gill, seconded by Mr.Britton, it is resolved that this Board limit the individual discussions on the following proposed changes to two minutes each: On motion of Dr. Gill, seconded by Mr.Britton, it is resolved that this Board Approve the deletion to the proposed Master Plan of a 6" line in the Ettrick Sanitary District, extending eastwardly on Davies Road from Third 4venue to Charles Street, ncr th along Charles S reet to No rthAvenue and east along NorthStreet to a connection with an existing main. ;fit this point W. On motion of Dr.Gill, seconded by Mr.Britton, it is resolved that this Board request the consulting engineers to study the feasibility of relocating the 150p000 gallon tank onRt.36 to serve better the Village of Matoaca. On motionof Mr. Hague, seconded by Dr.Gill, it is resolved that this Board request the consulting engineers to study the possibility of changing the location of a 6" line at the triangle formed by Oak land Street, Rt. 10 and Curtis Street in Chester. On tiotion of Mr.Hague, seconded by Mr.BrittOn, it is resolved that this Board request the consulting engineers to relocate the 6" line on the Ivey Tract off Harrowgate Road to run from Harrowgate Road east on South Street to an existing line. On motion of Mr.Hague, seconded by Dr.Gill, it is resolved that ,this Board requesting the consulting engineers to extend the 6" line along Rt. 145 to Manor Drive in Centralia Gardens. M M —4r On motion of Mr -Britton, seconded by Mr.Hague, it is resolved that this Board request the consulting engineers to extend a 6" line on Bliley Ro ed, from Westlake Hills to Granite Road, instead of an 8" line, and to extend an 8" line from Tahnke Road across the Powhite Creek at the 250,000 gallon tank in theGravel Hill Subdivision. On motion of Mr -Britton, seconded by Dr.Gill, it is resolved that this Board request the consulting engineers to 5xtend a 6" line along8t.360 to Warwick Road to McGuir. Circle, tying all existing lines in,..) the Woodstock Subdivision* On motion of Mr.Brittoa, seconded by Mr.Hague, it is resolved that this Board request the consulting engineers to change the 10" line to an 8" line on Walmsley Boulevard from Hopkins Road to Rt.10. On motion of Dr.Gill, seconded by Mr.Hague, it is resolved that this Board request the consulting engineers to extend an 8" line southeast along Rt. 10 to Eller's Store. On motion of Dr.Gill, seconded by Mr.Britton, it is resolved that this Board request the Consulting Engineers to extend the 6" line westwardly along Rt.36 to Rt. 6019 On m otion of Mr.Britton, seconded by Dr. Gill, it is resolved that this Board request the consulting engineers to study and give recommendations on the feasibility of installing a line along the Belt Boulevard to Hickory Hill School, thence to the vicinity of the Concrete Pipe and Products Company. This day the m tter of approving the @nAineer's report of Causey & Weeks for the improvement of the Chesterfield County water System came before the Board and upon consideration thereof and on motion of Mr.Britton, seconded by Dr.Gill, it is resolved that this Board approve the report as submitted by Causey &Y3eeks and request the changes be made to the report as outlined, and request further the Engineers to study the three proposed changes as outlined and incorporate the changes and the report of the study, along with a Bond schedule, into a final report. SPEED DIRECTOR, SAFETY DIVISION Relative to your recent inquiry, I am pleased to inform you that the North Carolina State Highway Patrol has been using Ford Interceptor patrol cars in our fleet for the past two years, and we have found them to be eminently well suited for police patrol work. ?Te have an authorized personnel strength of 556 men in the Highway Patrol, and each man has a patrol car assigned to him for solo patrol duty. The reports from the field indicate that the patrolmen are all well pleased with this particular patrol car, and this attitude is reflected in their performance records. :ale have just placed an order for another 300 Ford Interceptor patrol cars, the delivery of which is scheduled to begin next month.
