This day the matter of Camp Baker ggain came before the Board and it was
generally agreed that the Commonwealth's attorney would be requested to
draft a proposed a,Articles of Incorporation" and that each member of the
Board would recommend two members from his district to serve on a Board
of Directors which would then be in charge of Camp Baker*
This day it *as reported that the Committee composed of Mr,Brit ton, Urn
Hague and the Executive Secretary had not come to a conclusion as to the
matter of bids on the rehabilitation of an oil truck for the Bale
Volunteer Fire Department, and upon consideration W*0reof and on motion
of Mr, Gunter, seconded by Dr.Gill, it is resolved that this m tter be left
to the discretion of the above named Committee and that they be empowered
to formally accept the bid of their choice concerning the repair of an
oil truck for the ]tale Volunteer Fire Department.
This day the Executive Secretary reported a request from the Volunteer Pyre
Association of the County in the matter of furnishing County auto tags
for the various fire departments so that members of each fire department
could be easily identified4 and the difference to the County for the
manufacture of each tag would be approximately 10V9
Upoft consideration whereof and on motion of Mr.Britton, seconded by Dr,
G11Q it is resolved that the County Treasurer be requested to obtain
auto tags for the various members of the 12 volunteer fire departments,
and the difference in price be borne by the County.
This day the Executive Secretary read a letter from. the Ettrick Volunteer
Fire Department requesting the purchase of 500 feet of -1/2" fire hose,
citing the fact that some of the hose now in use was fourteen years old.
Upon consideration whereof and on motion of Dr. Gill, seconded by Mrs Gunter,
it is resolved that the Executive Secretary be and he hereby is authorized
to purchase 500 feet of 2-1/2" hose for the Ettrick Volunteer Fire Dept.
This day there came before the Board the matter of paying for the advertising
of delinquent tax suits by Judge H.B.Gilliam, and the claims being paid
before said suits were heard in court, which resulted in a loss'to Judge
Gilliam. Upon consideration whereof and on motiosi of Dr.Gill, seconded
by Mr., Goyner it is resolved that the ZXecutive SeT etory pay the
outstanding bills in the amount of 4)56,66.
And be it further resolved that the Executive Sscr9'..cry xe;quest Judge
H.B.Gillism to use the Times Dispatch an a measure of legal advertising
in so fan as possible.
This day a resolution was read from the Board of Supervisors of
Northumberland County which resolution sponsored a State Sales Tax.

Dr. Gill, it is resolved that said resolution be received and filedo

on the proposed extension of WOOT mains in Chesterfield County,
which letters were ordered received and filed,
This day the matter of approval of ,Arsenal Hills" subdivision in
Midlothian District came before the Board, and there was presented
a letter from Idr. C. Merle Luck of Belona Arsenal Farm which letter
-!u,itstod the setting aside of arsenal Drive and arsenal Hills
for a fixture subdivision of the Belona Arsenal Farm, and
Whereasr the subdivision of arsenal Hills which has been proposed
for some 6 months has finally been platted and approved by the City
of Richmond, it was generally agreed that the Executive Secretary would
approve the plat of Arsenal Hills, with its proposed Arsenal Drive
as d:?awu and submittedr and that a letter be sent to Mr. C.Merle Luck
citing the regret of the Board having to take this action.
This day the Executive Secretary prevented a letter from Dr. R.Melhillips
which letter cited the condition of the Chester dump prevailing
a- hhl.s time. 1,'hereupon Mr- Goyne cited the fact that on numerous

Phis nay there arose a discussion as to the Health Department and its
lack of ordinances to control certain existing health hazards.

Health Department which would facilitate the operation of this
Department.
Mr. Gatos also cited the fact that he was working on an ordinance
for the taxing of trailers in the County.
This d1W Mr.Stanley Hague presented the biennial budget for the
Welfare Department. On motion of Mr.Gunter, seconded by Dr*GIll, it is
resolved that said budget be approved as presented.
The matter of the contract with the City of Petersburg 6n the purchase
of water and sewerage treatment facilities was discussed briefly
before the Board and it was generally agreed that maps would be dram
by the County Engineer covering the areas to be served by these services.
The matter of the formal approval of the Health Center came before the
Board and it was generally agreed that the contractor for the County
would send waivers from all sub—oontractors before a resolution of formal
approval was adopted,
Pe Executive Secretary read a list of roads accepted by the state
ighway Department effective August 159 1955, which list is as follows:

grant a building permit to Tinsley and Smith on the Overstreet proly rty.
The matter of a building variance for Mr. W.A.(ireen was held in abeyance
until camplete information can be obtained*

Dear Dr. Gills
As was discussed with you several days ago, this Fire
Department is in need of 500 feet of 2-1/2 inch Double Jacket
Fire Hoses"PETERSBURG THREAD."
This Department is required of the National Board of
Fire Underwriters to have 1000 feet of the 2+" hose on hand at
all times. 500 feet was purchased for the Department in 1953,
prior to that, 500 feet was purchased in 1941. Thb hose purchased
in 1941 is now 14 years old and should be replaced at once. One
section broke during a drill of the Department on Monday, July
25 and several other sections of this hose are in a leaky condition.
We respectfully request that this hose be purchased as
soon as possible. We feel that with the purchase of this hoses
this Department will be in excellent operating condition for some
time to come.

I received your letter of July 18th, 1955, requesting further
data in regard to orders of publication, etc., in various tax suits
brought by me on behalf of the County of Chi_,sterfield for the sale
of lands for delinquent taxes unpaid thereon.
1. The suit of County of Chesterfield v. Heirs of Clara E. Giddings
was never completed, as the land could not be located. No fees or costs
were collected in this suit. C�>py of the bill for the order of publica-
tion is enclosed in the sum of y1;7.66.
2. The suit of County of Chesterfield v. Heirs of W. A. Dudley was
never completed, as the land could not be located, but the error was
not detected until the property had been aftertised for sale. No fees
or costs were collected in said suit. Copy of bill for the order of
publication in the sum of $9.18 and copy of bill for printing hand bills
in the sum of $4.50 are enclosed herewith.
3. The suit of County of Chesterfield v. Heirs of William Patterson
and Mary Roach was never completed, as the land could not be located.
No fees or costs were collected in this suit. Copy of bill for order of
publication in the sum of $5.56 is enclosed.
4. In the suit of County of Chesterfield v. Un1known heirs of John
Porter, �r. some one went to the Clerk's Office and paid the taxes in
the sum of `U 9.83 without my knowledge, and the person in the Clerk's

the sale of the land. Therefore, no fees or costs were collected in this

5. In the suit of County of Chesterfield V. Heirs of Randolph Scott
the land could not be located. No fees or costs were collected in this
suit. Copy of bill for order of publication in the sum of $5.60 is en-
closed herewith.
6. In the suit of County of Chesterfield v. Ann Green the property
was advertised for sale and sold, but the sale was never completed as
some question arose as to the legality of the assessment of the taxes.
In the meantime, some one paid the taxes -)n the property amounting to
over �60.00 without my knowledge. Therefore, no fees or costs of Court
were collected in said suit. Copy of bill for order of publication in
the sum of 05.32 and copy of bill for printing hand bills advertising
the sale n the sum of `p6.00 are enclosed herewith.

7. In the suit of County of Chesterfield v. Anthony Walker the
property could not be located. No fees or costs were collected in
this suit. Copy of bill for order of publication in the sum
of ?5.68 is enclosed herewith.
As set out above, I have received no fees and make no charge
for my services in any of the suits listed above.
There are several more bills due the Southside Virginia News
in other tax suits brought by me for Chesterfield County, but I have
not had the opportunity to go through the papers in these suits.
However, I feel that, if I can collect the bills referred to in the
above seven items, the indebtedness to the Southside Virginia News
has been considerably reduced.

increasing costs of the maintenance and operation of the public
schools of this State will require the raising of considerable
add it ions 1 re ve nue ; and
Whereas, the Board being , of the further opinion that a
State retail sales tat would be the most equitable tax for the
raising of such needed additional revenue!
Therefore, be it resolved by the Board of SupervisoJ�s
of Northumberland County, Virginia, in regular meeting assembled,
that it favors the imposition of a State retail sales tax in
Virginia by the General Assembly of Virginia, at their next
session, the revenue to be raised therefrom to be used exclus-
ively to cover the costs of the maintenance and operation of
the public schools in Virginia.
It is ordered that copies hereof be made and mailed to
Senator -elect Blake T. Newton, W. Tayloe Murphy member of the
House of De le ga to s , the State Chamber of Commerce, the League
of Virginia Counties and to the Boards of Supervisors of each
County in Virginia.

Gentlemen:

We understand from the newspapers that a survey is being made
for the Board of Supervisors of Chesterfield County to determine
the future needs of further expanding the county water system.
This volunteer fire department representing a good number of
the citizens of this area desire to be on record requesting that
the Enon-Rivermont area be included in any survey that may be made.
There is a great need in this area for an adequate water supply
due to the increase being made in the school facilities, the ex-
panding residential and industrial growth, and the uncertainty of
the present well, supplying this area.
Due to the proximity of this area to the city of Hopewell
we would suggest the possibility of securing an adequate supply
of good water from this source be explored.
We trust this area of the county will be considered in any
further expansion of the county's water facilities.

Approxi-kately two miles east of Bellona
Arsenal on "Old Gun Road" they are developing a very
small Sub -division, I notibed that they have put up
signs naming the sub -division "ARSENAL HILLS" sad the
road going through the property "ARSENAL DRIVE;
Col.Hancock Reed and my self object seriously to both
of these names being used as it is mis-leading "FOUNDRY
coming to Bellona Arsenal or either Col.Reedts 'FOUNDRY
PLACE seeing all of these signd stating Arsenal Hills
naturally would thin$ that the above named places would
be in that location instead of two miles further down
the road.
I have never put up signs to the effect but
we have always considered the road leading into Bellona
Arsenal as ARSENAL DRIVE and had expected to use this
road some day as a�# State road through the property for
a sub-divisioh-.,development.
Anything that your Board can do to prohibit
the above from using the name ARSENAL DRIVE will be
