This day Mr. Mark Smiths from the FqW* Craigie Company, canna before tho
Board to discuss the financial situation pertaining to the proposed water
bond Issue* Mr. Smith stated that the outstanding bonds could not be
called before 1958, that the County could sell bonds which would actually
be a third lien but would be bid as a first lieu, if an amount was borrcwaG
to set up an escrow fund to pay oft the present indebtedness when said
bonds could be calleds
Mrs Smith stated further that in his opinion the interest rate of a
bond issue by an Authority would not be higher than a bond Issue of a
third lien nature sold by the Board of Supervisors.
After much consideration,, Mr. Gunter stated th^t if an Authority were
formed the Board of Supervisors would havo more time to spend on other
Important matters, that there is now a grave doubt as to the passage
of a Revenue Bond Issues and with these statements as a preface, novas
to instruct the Commonwealth0a Attorney to draw up tho nocossary
resolution to procood in tho croation of tho Chostorfiold Sanitary
Authority, which authority would ozcludo tho Ettrick Sanitary Districts
Mrs Britton stated that in his opinion tho ,authority was tho boat
mothod of procooding at this timos and soconds tho motion.
A voto boing takon tho motion passod unanimously
On motion of Mr. Hoguo,'socondod by Mr. Ountbr, it is rosolvod that tho
Commonwoolth'a Attornoy, tho County Enginoor, and tho Esocutivo Socrotary
bo authorized to go to New York City to consult with the Bonding Attorneys,
Reid, Hoyt and Washburn and othorsy if nocossary, to obtain all iawtormatioa
possible on the logal aspocts of financing a sanitary facility*
On motion, the mooting is ad journod until Soptonber 27,19157,.at
