1955-09-27 Packet' Present: VIRGINIA: At an adjourned meeting of the Board of Supervisors of Chester- field County, held at the Courthouse on Sept. 279 1955, at 8:00 p.m. Mr. Irvin G. Horner, Chairman Mr. H. T. Goyne Mr. J.P.Gunter Mr. RaT.Britton Dr. Robt. O.Gill Mr.Stanla y R.Hague, Jr, This day a delegation from the Dale Volunteer Fire Department, which delegation was headed by Mr. Dotson, came before the Board requesting a piece of fire apparatus for the Dale Volunteer Fire Department. Mr. Dotson stated that the building was completed, the telephone in place, and the siren installed and all they needed now to begin operation was a fire truck. Upon consideration whereof and on motion of Mo. Hague, seconded by Mr. Goyne, it is resolved that this Board transfer from the Eaon Fire Department to the Dale Volunteer Tilre Department the older ]3ire truck on a loan basis, if said action is agreeable to the Enon Volunteer Fire Department. It is understood that Mr. Goyne, Mr. Hague and the Eiecutiv a Secretary will contact the Eaon Fire Department to ascertain their willingness for such a loan. This day the Finance Board, by resolution, requested the Board of Supervisors to allow the Txaesurer of the County of Chesterfield to borrag a sum not to exceed 02500000.00 for a period not to exceed seventy-five (75) days, Upon consideration whereof, and on motion of Mr -Gunter, seconded by Mr.Britton, it is resolved that this Board authovize the Treesurer of the County of Chesterfield to borrow a sum not to exceed .4&250,000.00 for a period of time not to exceed seventy-five (75) days. This day the matter of a Centralized purchasing ordinance came before the Board. Cane also Mr. Henry Jones, Mr. G.L. Crump, Mr. R. P.Easles, Mr. W.W.Gordon, and ML'. Robt. Ao Lux from the School Board, and Miss Lucy Corr from the Department of Public Welfare, who presented certain ideas about the wtiting of standard specifications for goods purchased for the various departments, and Whereas, it appears that these details can be successfully provided for, and therees, it appears that the setting up of a centralized purchasing department would be for the common good of all County departments, Now, Therefore, Be it Fe:;olved, on motion of Mr.Goyae, seconded by Mr. Gunter, that the Executive Secretary be and he hereby is directed to publish the Purchasing Ordinance, amended so that the County School Board, and the Board of Public Welfare be allowed to establish standard specifications for all materials and commodities purchased for the County School and the County Welfare Board, respectively. M n -2- This day Mr. J.I.Ellis requested in writing a building variance to allow the construction of a garage at 2300 Patsy Ann Drive, Cedar Farms, no closer than 5 feet from the proparty line. Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Gunter, it is resolved that in view of the written consent of the adjacent propsrty owners this Board grant the requested variance of Mr.J.I.Ellis. Ihis day Mr. Don Hodgins requested Hazen and McRae Streets in Bon Air, considexa tion whereod and on motion it is resolved that this Board gran limitation in an R-1 District to al having 14,250 square feet. i building variance on the corner of which lot is 95 by 100 feet* upon of Mr.Gunter, seconded by Mr.Britton, a variance from its 159000 square feet ow Mr.Don Hodgins to build on a lot This day the County Engineer presented a proposal from the Benton Construction Company to install a 4" line on Dundas Avenye, which line does not coincide with the 811 line proposed by the Causey and Weeks Water repay t, and recommended that the County allow Mr. Benton to install the 4" line on Dundas Road. Upon consideration whereof and on motion of Mr.Goyne, seconded by MrXegue, it is resolved that this Board authorize the County Engine er to contract With Mr. Benton for the installation of a 4" line on the Dundas Road. This day the Salary Committee commissioned by this Board to study the salary requestts of various departments, at:the Courthouse, made a report in writing, setting up a salary schedule for Clerks, Clerk -typist, Clerk -stenographers, and Sdcretaries. aso made recommendations on the standard policy of vacation leave, sick leave and holidays. Sic# leave shall be accumulative to a total not exceeding sixty (60) working days. A doctors certificate will be required to certify the employeets sickness after the first weekts absence* Extreme cases requiring more than accumulated sick leave may be reviewed by the Board of Supervisors. SECTION II. VACATION LEAVE Every salaried officer or employee who has been in the Countyts service for a period of twelve (12) months or more shall be allowed vacation leave with pay. Vacation leave with pay shall accrue in accordance with the following schedules ae .After twelve (12) months of continuous service, one (1) weekts vacation will be allowed* be After two (2) years of continuous service, two (2) weeks vacation will be allowed• c. After fifteen (15) years of continuous service, three (3) weeks will be allowed* The following procedure MaI4 be adhered to by the departments: a. If circumstances prevent the taking of a paid vacation within the twelve (12) months period, vacation allowances may be carried over from one vacation period to another with the approval of the department head. Accumulated vacation allowance may not exceed twenty (20) working days. b. Time for vacation leave with pay shall be scheduled and approved by the department head. as Any employee who separates from the County*s service by retirement, resignation in good standing, or 1 ayoffl, shall be entitled to payment for the unused balance of his annual vacation is avd allowance• All other unused balance of leave allowance and under all circumstances shall terminate on the date of separation of any salaried officer or employee from the Countyts service* J u cm SECTION III.
