Board of Supervisors of Chester-
field County, -held at the Courthouse
on October 27, 19559 at 8:00 p.m.
Chairman
seconded by Mr.Goyne, it is resolved that the Executive
to purchase ten (10) books on "Virginia's Government"
Chamber of Commerce.
This day Mr.Goyne reported to the Board that Mr.A.M.Toler had offered to appaar
before the Board to explain the audit of the Water Department. Upon consideration
whereof Mroco-.rne made the following motion, which was seconded by Mr Zague:
Zhat this Board of Supervisors invite Mr. Toler to explain the audit of the
Water Department. A vote being taken, Mr. Coyne and Mr. Hague vote "Yes".
Mr. Britton, Mr. Gunter and Mr. Horner vote "No".
7his day again the matter of financing new water bonds was discussed at length.
Mr -Ernest Gates, Commonwealth's Attorney, explained the report from fir. Lester
Washburn, Bonding Attorney, which answ5red some seventeen questions relative
to the financial and legal status of a proposed bond issue. After much
consideration and on motion of Mr. Gunter, seconded by Mr.Britton, it is resolved
that this Board proceed with the necessary papers to form an Authcrity
A vote being taken, Mr. Guater, Mr.Britton and Mr. Horner vote:. "Yes",
Mr. Goyne, Mr. Hague and Dr -Gill vote, . "No"e
On motion of M-re Gunter, seconded by Mr -Britton, it is resolved that this Board
rescind the prev-'ous motion in order that other business may be enacted.
This day the Executive Secretary presented a request from Mr. Hcr ace Conyers
for a variance in the building restrictions to allow improvements on his property
on SUop Street in Chester, which improvement would extend within 6 feet of
Buchinghem Street, Upon consideration whereof Mr. Goyne made the following
motion: That the requested variance of Mrs Horace Conyers be referred to a
Committee of Mr. Goyne and the Executive Secretary.
Whereupon, Dr.Gill made a substitute motion, which was seconded by Mr. Gunter,
Be it resolved that Mr. Goyne and the Executive Secretary investigate the
requested variance and report back to this Board, uhich subatituts motion passed
unanimously,

On motion of Mr.Britton, seconded by Dr. Gill, it is resolved that this Board
grant Bar. Be G. Goins a variance in the building restrictions to allow the
construction of a building off Hicks Road on a 30 foot right of way.
On motion of Mr.Gunter, seconded by Mr.C�oyne, it is resolved that this Board
donate $50.00 to the Virginia World War"II Memorial for shrubbery.
This day a letter of resignation from Mr. D.W.Murphey, resigning the position
of Coordinator of Civil Defense of Chesterfield County was presented*
On motion of Mr.Goyne, seconded by Mr.Hague, it is resolved that this resignation
be accepted with regret, and the Executive Secretary is directed to write a
letter thanking The Murphey for his services.
On motion of Mr.Gunter, seconded by Mr.Goyne, it is resolved that this Board
approve the purchase of a Photo —Flo: photographing equipment for the Clerk's
Office, at a price not to exceed $7200900, which cost is to be paid from the
excess fees of the Clerk's Office.
On motion of Mr.Hague, seconded by Mr.Goyne, it is resolved that the Street
Light Committee consider the feasibility of installing street lights in front of
all (,0bunty Schools.
On motion of Mr.Britton, seconded by Dr. Gill, it is resolvedthat the Street
Light Committee review 55th, 56th, 59th and Cliff Road in the Woodstock
subdivision for possible street light locations.
On motion, the meeting is adjourned until November 9, 19559 at 10:00 a.m.

Sometime ago the Board may have received a letter from Mr.
John J. Wicker, Jr., Chairman, World War II Memorial, inviting our
County, among others in the State, to donate one or more trees or
shrubs to decorate the grounds of the World War II Memorial, which
is now under process of construction in Richmond. At the dedication
of the Memorial, each County or City that donates shrubs will parti-
cipate in the dedication by unveiling a small but appropriate marker
indicating that the particular tree or shrubs were given by a par-
ticular locality.
I am advising you of this in order that the Board may take
appropriate action in the event that they see fit to do so. The
contribution can be made either in cash or in kind. If in kind,
they should be delivered about the first of the year at a time and
place which will be designated. Many of the localities have donated
$25.00 to $50.00 in cash with instructions for the Commission to
select such trees and shrubbery as may be needed.

It is with regret that I submit to the Board of Supervisors
of Chesterfield County my resignation as Coordinator of Civil
Defense for the County.
I feel that this is an important job and that it should be
filled by someone who can devote more time to it than I am able
to give. My work with the Turnpike Authority is demanding an
increasing amount of my time and there is no indication of any
let up in the near future.
I am not unmindfull of the honor of the office and I am
sincerely sorry that I find myself in the position of being unable
to find time to properly carry on this work. Let me assure you
that I will be glad to co-operate fully with my successor when
appointed.
