Mullins, Pastor, Chester Methodist Church gives the invocation. On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that the minutes of October 29, 1964 be and they hereby are approved. On motion of Mr. Britton, seconded by Mr.Apperson, it is resolved that the Chairman and Clerk of this Board are authorized to sign an application for crossing the Virginia Electric & Power Co. pany's right of way with a water line to serve the Larus Bros. Tobacco Company. On motion of Mr. Apperson, seconded by Ivir.Britton, it is resolved that sewer contract S-64-4D for the installation of sewers in Falling Creek, Section "E", be and the same is hereby approved. On motion of Mr.Browning, seconded by Mr.Apperson, it is resolved that this Board approves the recommendation of the County Engineer to estimate the liquidated damages against the Laramore Construction Company at $1874.92. On motion of Mr.Niartin, seconded by Mr.Britton, it is resolved that the liquidated damages against N. W. Lawrence, Contractor, be set at $437.65. On motion of Mr.Britton, seconded by 11ir.Horner, it is resolved that the Building Inspeetor be and he hereby is authorized to issue two additional building permits in the subdivision of Lancedale on Lots 1 and 2, Block "C". On motion of Mr. Britton, seconded by Mr.Martin, it is resolved that the plans for the BroadLman Apartments be and the same are approved, subject to $dequate parking. On motionof Mr.Britton, seconded by Mr.Apperson, it is resolved that thisBoard meet as a Committee to view the Hollandale drainage situation in an attempt to establish a method of procedure to eliminate this problem. On motion of Mr.Apperson, seconded by Mr.Britton, it is resolved that the request of the School Board for the transfer of $765.00 from the General Fund of the County as follows: $518.67 to 17b2-134 $246.33 to 17E1-119 And be it further resoled) that the Treasurer of the County be and he hereby is requested to make these transfehs6 On motion of Mr.Britton, seconded by Mr.Apperson, it is resolved that the following sums be appropriated from the unappropriated surplus of the Countyts General Fund: $15, 000.00 to Item 7 - Fire 5,000.00 to Item 13 - Elections. On motion of Mr.Britton, seconded by Mr.Horner, it is resolved that the following appropriations be and the same are hereby made for the month of December, 1964, from the funds and for the functions or purposes indicated in the amount of $1,35$9614.00. On motion of Mr.Goyne, seconded by Mr.Apperson, it is resolved that this Board requests the County Engineer to survey the water needs of the Chester Fire Department and to make recommendations as to the best method of meeting these needs and to the cost of same. On motion of Mr. Apperson, seconded by Mr.Browning, it is resolved that the salary of -George Hancock , presently on sick leave, be continued to January 1, 1965. On motion of Ntr.r,artin, seconded by Mr. Britton, it is resolved that the Executive Secretary submit again a suggested policy for sick leave benefits. On motion of Mr. Apperson, seconded by Mr.Martin, it is resolved that the Ordinance Committee review the present Subdivision Ordinance with the Commonwealth's Attorney. -2.. M M On motion of Mr. Britton, seconded by Mr. Martin, it is resolved that the petition for the improvement of LaSalle Drive in Keaneland Farms be received and the Executive jecretary is requested to notify the signers or action taken in this matter. On motion of AIr.Martin, seconded by Mr.Britton, it is resolved that the recommendation of the County Police officials concerning the speed limit on Rt. 653 be received and the Highway Department is hereby requested to study the speed limit on this road, from Rt. 60 to Rt.36o. WHEREAS, Rt.653 is a connecting road between the two Primary roads, Rt.6L, and Rt.360, and WHERE.aS , for a number of years this County has discussed the possibility of improving Rt . 653 , and WHEREAS, the traffic on this road is increasing at a great rate, Upon consideration whereof, and on motion of Mr. Martin, seconded by Mr.Britton, it is resolved that the Highway Department be requested to extend Rt. 147 southwardly across Rt. 60 to coincide with the present Rt .653 or on a new right of way to Rt . 360 and to make said extension a Primary road. On motion of Mr.Britton, seconded by NIr.Apperson, it is resolved that the Tefommendations of the County Police officials concerning the intersection of Rt. 10 and Walmsley Boulevard be received and the Virginia Department of Hihways be requested to study the intersection of Rt. 10 and Walmsley Boulevard with an eye to channelization or traffic lights to alleviate the traffic congestion during certain hours of the day. There was read a letter from Ar.R.V.Lancaster, III, Resident Engineer stating that the request of the County to lower the speed limit from 40 to 35 miles on the Belt Boulevard had been denied. On motion of Mr.!!! artin, seconded by l r.Britton, it is resolved that the roads in Hobby Hills Farm be requested to be taken into the State .secondary Systt-n of roads. On motion of Mr.Goyne, seconded by Mr.Apperson, it is resolved that this Board requests the Highway Department to improve the road to the boat landing and the parking area adjacent thereto. On motion of Mr. Goyne, seconded by Mr.Apperson, it is resolved that the Electoral Board of the 'County be requested to study the voting conditions at the various precincts in the County and to make recommendations to the Board of Supervisors as to the best methods of alleviating the present congestion at some precincts. -3- 64-37. t.r. David Meade White, t,ttorneys representing Mr. Donald A. Hodgins again comes before the Board requesting the rezoning in Piidlothian Magisterial District, from Residential-1 to General Business (C-2) on a 2.38 acre parcel of land of irregular shape, fronting 227 feet on Buford Road and extending westwardly approximately 500 feet, being 409 feet north of Route 60, and presents pictures of the area explaining that the land is of little use for residential purposes. Mrs. McCeney, Mrs. Hubbard and IIrs. Childress all come before the Board stating that the entire area should be planned and zoned accordingly and that no one spot should be zoned for business to the detriment of others. On motion of Mr. Martin, seconded by NIr.Britton, it is resolved that this matter be referred to the Planning Commission and the Supervisor of the District to map out suggested zoning for the entire area. b4-64. Mr. ',T. I. Merritt comes before the Board requesting the rezoning from Agricultural to General -Business (C-2) of a 10-acre parcel of land fronting 280 feet on Hickory Road, Route 628 and extending northwardly 1500 feet, being 1.23 miles west of the intersection of Route 628 and Southlawn Avenue. It was cited that the Planning Commission had recommended that the area be reduced to 100-ft. frontage on Hickory Road and extending 200 feet northwardly and that there be granted a Use Permit for the operation of a Tailor Shop. There appearing no one in opposition to this request, it is on motion of Nlr.Browning, seconded by Mr. Apperson, resolved that the recommendation of the Planning Commission ,e and it hereby is approved and that a Use Permit be granted for the operation of a Tailor Shop on a parcel of land 100 ft x 200 feet. 64-71. Mr. George Sadler, Attorney, representing the Allied Chemical Corporation, comes before the Board requesting the rezoning from General Business (C-2) to Industrial Tivo in Bermuda Magisterial District, of a triangular parcel of land fronting 1052 feet on the south line of the Richmond - Petersburg Turnpike (Rt. 95) and extending southwestwardly 470 feet, being approximately 845 feet south of Route 620 at '',laltha ll Interchange. There appearing no one in opposition to this request and the Planning Commission recommends approval, it is on motion of Nir. Goyne, seconded by Mr.Browning, resolved that the aforedescribed parcel of land be and it hereby is rezoned .for Industrial purposes. On motion of Mr.Goyne, seconded by Mr.Horner, it is resolved that this Board compliment the officials bf the:Allied Chemical Company on their offer of land for the establishment of a Technical School in the area. -4- 64-72 ' Mr. J . H.Ross and Mr. H. N. Cofield requesting the rezoning from Agricultural to Residential-2 of a parcel of land fronting 500 feet on Burgess Street (formerly Kenmore road) and extending northwestwardly 580 feet being approximately 2230 feet east of Route 10 and better known as Lots 2 and 3 in Block 4, lots 1 and 4 in Block 51 Lots 1 and 4 in Block 12, Lots 2 and 3 in Block 13 of Home Acres Subdivision, The Planning Commission recommends approval and there appearing no one in opposition to this request, it is on motion of Mr. Goyne, seconded by Mr.Apperson, resolved that the aforedescribed parcel of land be and it hereby is rezoned for Residential-2 purposes. 64-73. Mr. Jerome P. Plamer comes before the Board requesting the rezoning from Residential-2 to General Business (C-2) of a parcel of land of irregular shape, fronting 56 feet on Brandon Road and extending southwardly 177 feet, being 110 feet south of Belt Blvd. , Rt. 161, and better known as 108 Brandon Road. It was cited that the Planning Commission recommends that the request be reduced to Local Business. Upon consideration whereof and on motion of Mr.Britton, seconded by Mr.Browning, it is resolved that the aforedescribed parcel of land be and it hereby is rezoned for C-1, Local Business purposes. It it here noted that Mr.Palmer agrees to the reduction of this request. 64-74. Mr.J.J.Jewett, representing Mr.Earl Northern and Mr.G.T.SimLuons comes before the Board requesting the rezoning in Midlothian Magisterial District, from Agricultural to General Business (C-2) of a parcel of land of irregular shape fronting 520 feet on Route 147 and Extending southeastwardly A55 feet, being approximately 1100 feet southwest of Robious Road• and cites the fact that there is no opposition to this request from the adjacent landownersi. 14hereupon Mr. Northern presents a drawing of a proposed group of stores to be constructed. Mr.Paul Jacobs states that he is neither for nor against the requested rezoning but raises several questions as to sewage and surface drainage. It was cited that the Planning Commission recommends disapproval of this request. Upon consideration whereof, and on motion of Mr.Martin,seconded by NIr.Britton, it is resolved that this matter be referred to the Planning Commission and the Supervisort of the District for a study and report in approximately 60 days. 64-75 Mr. John Proffitt, Attorney, representing Mr. Pulley, the Purchaser, and Mr. Harold Cole seller of the land in question comes before the Board requesting the rezoning from Agricultural to General Business (C-2) of a parcel of land of irregular shape ,fronting 594 feet on Route 60 and extending southwardly 458 feet, being 2431 feet east of Courthouse Road, Rt.653 . , and it was cited that the Planning Commission recommends that there be a zoning limitation for a furniture store only. Mrs. Bennett raises questions concerning heavy business and other commercial uses. Upon consideration whereof, -5- iW 1*0 and on motion of Mr. Martin, seconded by Nir.Horner, it is resolved that the aforedescribed parcel of land beand it hereby is rezoned for General Business purposes with the provision that only a furniture store can be constructed on this land. 64-76. Mr. E.M. Cie jek comes before the Board requesting the rezoning in Midlothian Magisterial District from Agricultural to Residential-1 of approximately 148 acres of land of irregular shappe, being 400 feet west of the intersection of Robious Road and Route 60 and 250 feet south of Route 60, said parcel extending 2900 feet westwardly and 3750 feet southwardly. There appearing no one in opposition to this request, and it was cited that the Planing Commission recommends approval, it is on motion of Mr:Martinf seconded by lvir.Britton, resolved that the aforedescribed parcel of land be and it hereby is rezoned to Residential-1. 64-77. Mr.J.W.Trent comes before the Board requesting the rezoning from Agricultural to Local Business {C-1 ) in Manchester Magisterial District of a parcel of land of irregular shape, fronting 245 f eet on the north line of Walmsley Boulevard and 120 feet on the west line of Turner Road. It was cited that the Planning Commission recommended denial of this request and upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Martin, it is resolved that this request be and it hereby is denied. On motion of Mr.Horner, seconded by Mr.Britton, it is resolved that this Board requests the Highway Department to proceed with the planning of the intersection of Walmsley Blvd. and Turner Road and to offer some plan for the development of a roadway system in this area to the County. 64-78. The Ukrop Realty Corporation, represented by 1,-kr. John L.Coukos, requesting a Use Permit in Manchester Magisterial District, to construct and operate a cleaning and pressing establishment on a parcel of land e of irregular shape, fronting 145 feet on the south line of Tlmsley Blvd., 396 feet on the southeast line of Rt. 10 and 470 feet on the west line of Cottrell Road. There appearing no one in opposition to this request, it is on motion of Mr.Britton, seconded by Mr.Browning resolved that on the of oredescribed parcel Establishment. flandbe issued a � se Permit to operate a Cleaning and Pressing There appeared a number of people to support the County Library System. Upon invitation of the Chairman, Mrs. Maguigan stated that the dead line for State Library commitipents is in April. Mrs. Middleburg speaks for the Meadowbrook Civic Association, stating that the Meadowbrook area is solidly behind the County Library System and Mrs. D.W.Mur})bey presented a letter from Mrs. Paul Jacobs offering land in the Bon Air area for a Library. The Chairman then stated that certain facts have yet to be ascertained before a Library Board can be formally appointed and states further that the Board does not wish to delay the appointing of this Board but that this information not at hand must be obtained before final action is taken. 10 n n Mr.Fred Thompson comes before the Board presenting a letter from the School Board stating that present estimates indicate that the School Board will have approximately a $35,000 deficit in 17bl- ' I�Wtruction and that this figure may go higher or may be somewhat lower at the end of the fiscal year. Upon consideration whereof, and on motion of NIr.Browning, seconded by P'r.Britton, it is resolved that the School Board's letter be received and f iled with the Board's papers. On motion of Mr.Britton seconded by Nr.Apperson, it is resolved that the water contract A-35� in the amount of $1642.00 and the sewer contract 5-65-5D both for the Ukrop Realty Corporation be and the same are hereby approved. On motion of Mr.Britton, seconded by Mr. Horner, it is resolved that the water contract for the Shenandoah Corporation be and the same is hereby approved. Mr. Grigg of Grigg and Kornblau, and his httorney Mr. R.P.Sowers, with the County Engineer present a proposed contract involving the construction of a 1211 water line by the Corporation from the Iti7eadowbrook Club to Fieldbluff Road and to rough grade said road southwardly to Beulah Road, and the Corporation agrees to pay for the installation of a 811 water line along said road when development occurs. On motion of Mr.Apperson, seconded by Mr.Britton, it is resolved that this agreement be approved. On motion of Ivir.Britton, seconded by Mr.Browning, it is resolved that the County agrees to allow Mr. Atthur L.Jordan of Acca Temple, to store an antique fire engine under certain conditions on the Fair grounds until further notice. On motion of Nir.Britton, seconded by Mr.Browning, it is resolved that this meeting be adjourned at 5:25 p.m. until November 24, 1964, at 2:00 p.m. VIRGINIA: At the regular meeting of the Chesterfield County School Board held October 28, 1964, in the County Court- room, at 8:00 p. m. KOCH CAPTAIN OF POLICE C O U N T Y O F C H E S T E R F I E L D CHESTERFIELD, VIRGINIA POLICE D EPARTM ENT November 4, 1964 Honorable Board of Supervisors Chesterfield, Virginia Dear Sirs: It is respectfully requested that consideration be given to the traffic problem at the intersection of State Route 10 and Walmsley Blvd., which in our opinion, is a very dangerous intersection between the hours of 7:00 a.m. and 9:00 a.m., and 3:00 p.m. and 7:00 p.m. Our opinion was reached after surveys were made, showing the following results: (This survey was conducted on October 20, 1964.) From 7:00 a.m. until 9:00 a.m., there were 1,362 vehicles using Route 10. 355 autos were headed South, and continued straight. 251 autos made a left turn into Walmsley Blvd., and 31 autos made a right turn into Walmsley Blvd. 613 autos headed North, continued straight. 26 make a left turn into Walmsley Blvd., and 86 autos made a right turn into Walmsley Blvd. 545 autos used Walmsley Blvd during this time, with 72 headed East, continued straight, 60 autos making a left turn into Route 10 and 186 making a right turn into Route 10. 149 autos traveled West, continued straight, with 47 autos making a left turn into Route 10, and 31 making a right turn into Route 10. From 3:00 p.m. until 7:00 p.m., there were 2,281 vehicles using Route 10. 1,059 autos headed South, continued straight. 278 autos made a left turn into Walmsley Blvd and 71 made a right turn into Walmsley Blvd. 775 autos headed North, continued straight, with 26 autos making a left turn into Walmsley, and 72 making a right turn into Walmsley. During this same period, there were 861 autos using Walmsley Blvd. 182 autos headed East, continued straight. 379 made a right turn into Route 10, and 156 made a left turn into Route 10. 81 autos headed West, continued straight, 62 made left turns into Route 10 and 11 autos made right turns into Route 10. This department feels that this intersection should be channeled,and signalized during the above mentioned hours, due to the fact that this intersection is heavily used at these times and causing traffic to back up considerably, thereby causing motorists to become impatient, and take un-necessary chances. The speed limit is 55 m.p.h. and this department feels that it should be reduced to 45 m.p.h. Our opinion was reached after studies indicated that this is a very narrow, winding, and hilly road, and very poor sight distance. There are several blind inter -sections and leading from sub -divisions, with traffic continually entering into this road at times. Also, we have had several near -accidents involving school buses, and Thomahawk Acadamy, a private school, is located in this area.
