Summary of Actions Taken by the Board on October 23, 2013
3:00 P.M. SESSION
COUNTY ADMINISTRATOR’S COMMENTS
?
Mr. Stegmaier congratulated Ms. Janice Blakley, Clerk to the Board of Supervisors, for
fulfilling all the requirements of the Master Municipal Clerk (MMC) Program of the
International Institute of Municipal Clerks (IIMC) and for earning her Master
Municipal Clerk designation.
Mr. Jack Berry from Richmond Region Tourism provided a brief update to the Board, as it
pertains to the County.

Mr. Stegmaier reported that staff continues to be very active in the community
providing information on the upcoming Bond Referendums & Meals Tax. In the last
two weeks staff has had close to 40 meetings in the community, including many public
community meetings.
Students from county high schools who were participating in Model County Government Day
introduced themselves and provided the name of the county official they shadowed. Faculty
advisors also participated in the introductions.
BOARD MEMBER REPORTS
Mr. Holland announced the Dale District will hold a community meeting regarding the bond
and meals tax referendum on October 24 at 7:00 p.m. at Meadowbrook High School.
Mr. Elswick announced the Matoaca District will hold community meetings regarding the bond
and meals tax referendum on October 28 at 7:00 p.m. at Ettrick Elementary School and on
October 29 at 1:00 p.m. at Swift Creek Baptist Church.
Mr. Warren announced the Clover Hill District will hold a community meeting regarding the
bond and meals tax referendum on October 28 at 7:00 p.m. at Monacan High School.
Ms. Jaeckle announced the Bermuda District will hold a community meeting regarding the
bond and meals tax referendum on October 30 at 7:00 p.m. at Thomas Dale High School.

WORK SESSIONS
A Work Session was held regarding the proposed 2014 Legislative Program.
A Work Session was held to update the Board on the activities of the Chesterfield-Colonial
Heights Department of Social Services.
APPOINTMENTS
Approved Nomination/appointment of Mr. Shivan Shah to serve on the Youth
Services Citizen Board.
Approved Nomination/appointment of Ms. Peggy Morris to serve on the
Community Policy and Management Team.
CONSENT ITEMS
Adopted Resolution recognizing Logistics Supervisor Charles W. Mitchell, Fire
and Emergency Medical Services Department, upon his retirement.
Adopted Resolution recognizing Firefighter II David L. Powell, Fire and
Emergency Medical Services Department, upon his retirement.
Adopted Resolution recognizing Firefighter I John C. Green, Fire and Emergency
Medical Services Department, upon his retirement.
Adopted Resolution recognizing Lieutenant Matthew A. Botset, Police
Department, upon his retirement.
Approved Change order to L and M Electric and Plumbing, LLC, additional
approval authority to the County Administrator for future change orders
on the Bon Air Library Renovations Project, and appropriation of
additional funds.
Approved Mutual and Automatic Aid Agreement between Chesterfield County
Fire and Emergency Medical Services, Amelia County and Amelia
County Fire Department.
Approved Request for permission from Brookcreek C Investment, LLC for a
proposed concrete driveway to encroach within a sixteen-foot drainage
easement across Lot 32, Brookcreek Crossing, Section C.
Approved Request for permission from Jerry Manton for an existing concrete
driveway to encroach within a sixteen-foot drainage easement and a
sixteen-foot sewer easement across Lot 22, Tarrington, Section 9.
Approved Acceptance of a parcel of land north of Hull Street Road from 6801
Woolridge Road-Moseley LP.

Approved Acceptance of a parcel of land along West Hundred Road from DDR
Bermuda Square LLC.
Approved Request from Bryan W. Floyd for an exception to the use of public
water for a new residential structure located on Ivey Mill Road.
Approved Authorized the award of a construction contract and change orders for
the Cogbill Road (Howell Drive to Meadowbrook High School)
Sidewalk Project.

Reverend Marc Roberts, New Direction Evangelistic Church, gave the invocation.
Eagle Scout Matthew Boys led the Pledge of Allegiance to the Flag of the United States of
America.
RESOLUTIONS
Adopted Resolution recognizing Boy Scouts Mr. Matthew Charles Boys, Mr.
Noah Gabriel Strickler, Mr. John Benjamin Ward and Mr. Mitchell
Louis Teefey upon attaining the rank of Eagle Scout.
Adopted Resolution recognizing Mr. Eldridge F. Coles for his contributions to
Chesterfield County.
CITIZEN COMMENT PERIOD
Ms. Sandy Brasili urged the Board to provide an online searchable budget document relative to
county expenditures.
Ms. Julie Ranson expressed concerns relative to the imposition of a meals tax.
Mr. Ralph Carter expressed concerns relative to the imposition of a meals tax.
Mr. George Eliades expressed his support for the proposed school bond referendum.
Mr. Doug Horton expressed his support for the proposed school bond referendum and meals
tax.
