Britton, seconded by Mr. Browning, it is resolved that this Board accepts a new 16-ft. easement from the Parke Building Corporation on E.Belt Boulevard and abandonx a 16-ft. easement to the same Corporation, said easement shifted at the request of the County Ensineering Department and according to an agreement filed with the ~Board's papers. The tentative budget for the County of Chesterfield for the fiscal year ending June 30, 1966 was advertised in the Richmond Times-Dispatch on May 29~ 1965 and June 15, 1965 was set as the date for a public hearing on said budget. The Board met on June 15 and adjourned to June 21, 1965 and again to June 24, 1965. After a discussion of the County budget and on motion of Mr. Apperson, seconded by Mr.Browning~ i~ is resolved that this Board of Supervisors of Chesterfield County, Virginia, held public hearings in accordance with the resolution heretofore passed ~ on May 27, 1965 for informative purposes, on the contemplated budget for the' fiscal year 1965-'66. This budget was for informative and fisoal planning purposes and was not approved, adopted or ratified by the BoaJd of Supervisors. Ail vote aye. Mr.Britton does not vote. ~n motion of R1r. Goyne, seconded by Mr. Britton, it is resolved that the Executive Secretary be requested to write a letter of appreciation to the Retail Merc~an6s Association of Richmond for their assistzance and especially for the legal talent provided in our consideration of the Vendors Tax. On motion of Mr. Britton, seconded by Mr.Aoperson, it is resolved theft this Board accepts a deed to certain rights of way on ?[orthington Road. Pm. Goyne makes the following motion: That the County of Chesterfield offers the sum of $17,500.00 to ~.?~.R.Winn for his property on the Petersburg Pike to be acquired in conjunction with the Technical College and give M~.Winn permission to sell a strip of land 25-ft. wide and 300 feet deep to ~he adjacent property owners. Mr. Goyne votes Aye. ~ir. Aoperson, R~r. Britton, Mr. Browning and Mr. Martin vote Nay. On motion of Mt.Martin, seconded by ~'~r. Britton, it is resolved that the two street lights on Westfield Drive in Midlothian recommended by the Executive Secretary be and they ~ereby are approved. There was read a letter from Mr.5?.C.Shears in Chester, Virginia, requesting stree% lights on Percival Street. On motion of Mr. Britton, seconded by Mt. Browning, it is resolved that the Executive Secretary view this location with the Supervisor of the District and make recommendations to the Board doncerning the necessity of street lights in this area. There was read a letter from the Commonwea~lth's Attorney setting forth the title examination on t~e property owned by Mr. Lee Gordon and others, which the County wishes to purchase. On motion of Mr.Aoperson, seconded by Mr. Goyne, it is resolved that when the deed is drawn for this ~roperty that the stipulated amount be paid and title accepted. Mr. Thomas J.Martin comes before the Board requesting a Variance to cor~truct a dwelling on an extension of Onnies Drive. On motion of Mr. Apperson, seconded by Mr. Britton, it is resolved that a Variance be granted to Mt.Martin, provided a deed for a 5C-ft. right of way for a public road be signed by the owrers of the 2-sxres on which the dwelling is to be built. Mr. and Mrs. W.T.Henshaw come before the Board seeking a Variance from the subdivision ordinance to build a dwelling on a private road off the Harrowgate Road. On motion of Mr. Goyne, seconded by Mr. Apperson, it is resolved that a Variance be granted to Mr. and Mrs. Henshaw, provided the Planning Commission' grants ~entative approval of the proposed subdivision and '~.~'ith the further unde?standing that should any additional property be sold that said subdivision would then be recorded. On motion of Mr.Apperson, seconded by Mr. Goyne, it is resolved that~since the County received no bids on ohe proposed sale of timber at the Swiftoreek Reservoir, that the Engineering Department be authorized to bare the timber cut in the best possible way and sell same to the local mills. On motion of Mr.Goyne, seconded by ~r. Apperson, it is resolved that Sewer Contract S-65-22D for the installation of sewers in Parke-Lee Apartments #3, be and it hereby is approved. On motion of Mt. Browning, seconded by Mr. Britton, it is resolved that the agreement with the City of Colonial Hei.[hts for the treatment of sewerage from ~he area generally bounded by Dupuy Road, the Atlantic Coast Line Rr. and the Sanitary Distr~ict District of Ettrick for the sum of 14¢ per 1000 gallons of sewerage to be measured by an acceptable meter be a~nd it hereby is approved, provided ~ounty Engineers, the subdivider, and the contractor have a clear understanding as to the responsibilities of each party and that no building [~ermit is to be issued until such an agreement iS reached. On motion of ~'h~.Britton, seconded by l~ir.Martin, it is resolved ~hat after this date ~ shy existing home owner with a septic tank wishing to connect to the sewer main for the sum of ~500.00 can 'do soby paying ~20.00 down.and ~2©.O0 per month with no interest charges. i The State Highway Department notified ?~he County that the f'ollowing r~ds were accepted into the State Secondary System: Eve Lake ~Oad - In Kingsland Gardens Subd., Erhardt Road in Revere Estates, ~andall Drive an4 Castlebury Drive in Castlebury Hills S~bdivision, and Jacobs Road. There was received a co~unication from the Southampton Citizens ~[ssociation requesting Stop and Go lights at the intersection of Cher6kee i~oad and Rt. 147, and at the intersection of Cherokee Road ~nd Forest Hill avenue, which letter cited the need for traffic lights at these locations. On motion of Mr.Britton,seconded by Mr. Apperson, it is resolved that this Board requests the ~]igh~,,my Department to study the traffic conditions at said intersections and to install traffic lights at~ these two intersections if poss&ble. On motion of Mr.Britton, seconded by M~r. Amperson, it is resolved that the request of the Southampton Citizens Association, the Highway Department be and it hereby is requested to clean the road ditches in the Southampton area, to provide better drainage and eliminate 'the many problems which poor drainage causes. On motion of Mr.Britton, seconde~, by Mrl Apperson, it is resolved that the Treasurm.r of the County be and he hereby is requested to transfer }lO00.O0~from the unap~,~ropr~J-ated surplus of the General Fund to Item 14-Buildings and Grounds in the County budget.. There was presented a Court Order approving the election of the :¢10,000,000 Bond Issue and authori~,ing the Board of Supervisors to proceed to sell'said bonds.
