R.Martin VIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the gourthouse on September 23, 1965, at 2:00 p.m. Mr.Ernest P.Gates, Comm_. Atty. Mr.Robt. On motion of 11,r.Auperson, seconded by Mr.Goyne, it is resolved that the minutes of September 8, 19o5, be, and they hereby are approved. Nirs. L.M.Chasion comes before the Board seeking a Variance from the Subdivision Ordinance on a one -acre tract of land 252 feet from the Taylor Road, being Rt. 646. Upon consideration whereof, and on motion of Mr.Horner, seconded by Mr.Martin, it is resolved that this Board grant a Variance to Mrs. Cashion, provided the County has no responsibility of ingrees and egress on the right of way to said house. John Thomas comes before the Board seeking a Variance for the construction of a commercial establishment on Lordley Lane, which was reported to be 40-feet wide, 20 feet of which belongs to Mr.Shevel Siff and the remaining 20 feet is owned by Mr.James Stanley. It was cited that the 20 feet belonging toMr.Siff would be dedicated to the County for a public road. Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr.Apperson, it is resolved that this Board grant a Variance from the Subdivision Ordinance to allow to allow the construction of a commercial establishment on the parcel of land immediately south of Bill's Barbecue, provided a deed is executed dedicating the 20-ft. road owned by lair. Siff to the County as a public right of way and that . a deed is drawn for the dedication of the remaining 20 feet by Mr.James Stanley. On motion of Mr. Apperson, seconded by Mr.Goyne, it is resolved that the following erroneous tax claims be and they hereby are approved for payment: Charles Bruning 'Co. It is here noted that Mr.Browning votes "No". On motionof Mr.Britton, seconded by Mr.Goyne, it is resolved that the following street lights be and they hereby are approved: West Bonview Drive and Tudor Lane Chicora Drive and Denton Drive McRae goad and Kenwi n Road Quaker Lane Rodophil Road and Clodfelter Drive Mr. Karl Reidelbach comes before the Board requesting a Variance from the subdivision ordinance on a parcel of land known as 10603 Midlothian Pike for the purpose of constructing a home on a private rodd. Upon consideration whereof, and on motion of Mr.Martin, seconded by Mr.Goyne, it is resolved that a Variance to allow the construction of a home cn said private road be and it hereby is approved. There again appears a delegation of approximately 25 people interested in the improvements to the Hickory Hill landfill. Whereupon Mr. Britton make the following motion, which was seconded by Mr.Martin: Be it Resolved, that this Board in an attempt to satisfy the many objections of the citizens of Chesterfield County concerning the landfill at Hickory Hill, herewith requests the City of Richmond to do the following: 1. Reduce the elevation of the landfill in front of the School to a point that, after settling, will be consistent with the elevation of Bells Road and the rear yardsin the area. This will be from three to six feet in most areas. 2.. To slope and sha ue the sides of the fill along Bells Road south of the School to avoid the abrupt appearance of the end of filling. 3. Since there is considerable pounding of water on the land to the east and since there is great evidence of contamination in this water, we ask that this land be graded to facilitate the drainage of this area. 4. To beautify the area by planting some grass cover and possibly cedar trees along the road side. Mr.Clarence Turner and others state that theywant the operation of the landfill stoppedjgoon as possible, however, agreed to the filling of the remaining area. Ivor. Louis Washer and Mr. Joe Garrett from the Citv of Richmond cite certain possibility of terrible odors resulting from opening the existing landfill to reduce its elevation and that the Citv would compute the amount requested to be removed mpon the proper presentation to the City of the proposed resolution. A vot being taken on the notion, all vote Aye. On motion of Mr.Goyne, seconded bir Mr.Auperson, it is resolved that the "Exhibition Building be rented to the Lumber Manufacturers Association for a lumber school for the proposed five days at a price of $2S.00, provided the premises are cleaned after said school. On motion of Ir.Browning, seconded by Mr.Martin, it is resolved that the Exhibition Building be rented to the Richmond Dog Obedience Club, Inc. at the usual price of! $15.00 per night, provided the premises are thoroughly cleaned after each meeting;; On motion of Mr.Goyne, seconded by Mr.Apperson, it is resolved that the Exhibition Building be rented to theDemocratic Campaign Workers for a barbecue on October 8,;. 1965, for the usual fee of $15.00 per day. On motionof Iv,r.Goyne, seconded by Mr. Martin, it is resolved that the following game claims be and they hereby are approved for payment: Catherine R.Roane Rt.#5-Box 151 Petersburg, Virginia Luther M. Hill Rt.#2,Box 712 Chester, Virginia 5 sheep killed by dogs 100 lbs. each 76 turkeys -10 lbs. each @220 per lb. $75.00 167.20 On motion of Mr.Martin, seconded by iv'ir. Apperson, it is resolved that the Highway Department is hereby requested to take into the Secondary System of rcads certain roads in the Gatewood Subdivision. On motionof "Ir.Browning, seconded by Mr.Goyne, it is resolved that the Common- wealth's Attorney be and he hereby is requested to draft a proposed ordinance to establish a schedule by which all dogs in the County will be confined for periods periodically to coincide with adjoining cities so far as possible, so that a concerted effort may be made to reduce the number of stray dogs in the County. On motionof Mr.Britton, seconded by Ivir.Apperson, it is resolved that the County Right of 'day Engineer be requested to get a right of way of 50 feet on Cofer Road, and ascertain, if possible, the cost of moving utility poles so that this road may be improved by Industrial Access Funds. On motion of Mr.Britt on, seconded by lNr.Apperson, it is resolved that standard water contract 588-A for the extension of water lines in Trampling Farms in the amount of $6LO.00 be and it hereby is approved. On motion of Mr.Goyne, seconded by I°1r.Apperson, it is resolved that the following' water contracts be and the same are hereby approved: A-388 - Perlock Road $2300.00 A-389 - College Park 16629.16 A-539-E-Brighton Green,Sect. 6 9672.20 On motion of ivir.Goyne, seconded by Ivir.Martin, it is resolved that the road projects four improving and raising the rGEIs due to the Swift CreekDam bee advertised for bias. It w as generally agreed that the County Engineer be authorized to sell the timber on the Hancock and Furman properties En the :Swift Creek Reservoir in the best possible manner. On motionof Nir.R:artin, seconded by Ylr.Goyne, it is resolved that the following sewer contracts be and they hereby are approved: 5-65-26D - Brighton Green,Section 6 S-66-4D - Jefferson Village Apartments On motion of Mr.Apperson, seconded by Mr.Goyne, it is resolved that an Engineer from the Engineering Department be authorized to attend the Water Pollution Control Conference in Atlantic City. Mr. Henry A. Gunn comes before theBoard requesting a Variance from the Subdivision Ord inanc,e to allow the installation of a septic tank on a plat of a recorded subdivision indicating public sewerage. Upon consideration whereof and on motion of Mr.Apperson, seconded by Mr. Goyne, it is resolved that Mr.Gunn be allowed to construct a home on Lot 7-G-Beechwood,Section"C", with a private septic tank. ,1r. Hayes from the Enon Fire Department again comes before the Board on behalf of his request for a new pumper fort his sire Department. ?11hereupon Mr.Apperson reports that the Fire Committee recommended that new fire trucks be purchased fur Enon and Manchester Fire Departments. Upon consideration whereof, and on motion of Mr.ADperson, seconded by Mr.Govne, it is resolved that bids be received for the purchase of these two pieces of fire equipment. On motion of Mr.Appersor4 seconded by Mr.Goyne, it is resolved that the fire truck forthe Forest View Fire Department be re -submitted for bids sincethe bids received seemed inordinately high. On motionof Mr.ADperson,'seconded by Mr.Goyne, it is resolved that the Treasurer of the County be and he hereby is requested to transfer from the unappropriated surplus of the County's General Fund the sum of $1000.00,tto Item 3E in the budget and the sum of $2,000.00 to Item 14 in the County's budget. The Board was notified by the Compensation Board that the salaries and expenses of the Constitutional officers would be considered by the Compensation Board in the month of October, 1965. On motion of Mr.Goyne, seconded by Mr.ADperson, be it resolved, that the 1964 Delinquent List of Real Estate, Personal Property, Machinery and Tools and Local Capitation Tax was received from the Office of the Treasurer and the Board having considered the matter does riot deem it advisable to publish same as required by Section 58-990 of the Code. On motion of Mr.Goyne, seconded by Mr.Browning, it is resolved that the request of the Treasurer for the purchase of a new check protectowraph be and it hereby iG approved. There was read a resolution from theBoard of Supervisors of Prince George County in hearty support of a State -Wide Sales Tax, which resolution was received and filed for further consideration. It this day came to the attention of the Board that the contract between the Board and Mr. and Mrs. CecilChappelle which was duthorized by the Board by resolution dated AuLrust 13, 1957, had never been executed but that Mr. and Mrs. Chappelle had quit the raising of chickens at their home on Butte Road and had raxed all of the buildings on said property as required by said prior resolution. It was further brought to the attention of the Board that Mr.Chappelle is now deceased and Mrs. Chappelle is the sole owner of said property on Butte Road. Upom consideration whereof, and on motion of Mr. Martin, seconded by Mr.Anperson, it is resolved that in consideration of the above named acts by the Chappelles, th= said Mrs. Cecil Chappelle is hereby granted a Variance from the subdivision restrictions to allow the division of the Chappelle property into four lots, the rear two of which will be on a private road according to the resolution of this Board dated August 13. 1957. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Newell Road, 'il'estower Road, Huntland Road and Spruance Road, in the subdivision of Claremont and Claremont Annex, Manchester Magisterial District, which shows that in the opinion of the County Road Engineer, it is expedient that said roads be established as public roads. Upon consideration whereof, and on motion of Mr.Britton, it is resolved that Newell Road, 1,11estower Drive, Huntland Road and Spruance Road, in the subdivision of Claremont and Claremont Subdivision, in Ranchester District, be, and they hereby are established as public roads. And be it further resolved, that the Virginia Department of Highways be and tt hereby is requested to take into the Secondary Road System, Newell Road, beginning at the intersection of Rts. 1944 and Rte. 1915 and extending northeastwardly .05 miles to the property line; Westower Drive, beginning at the intersection of Rts.1949 and 1952 and 4xtending eastwardly .01 miles to the present property line; Huntland Road, beginning at the intersection of Rts. 1944 and 1915 and extending eastwardly .11 miles to Spruance Road; Spruance Road, beginning at the intersection of Rte.686 andRte. 1917 and extending northwardly .13 miles to the property line. These roads serve 8 houses. And be it further resolved, that the Board of Supervisors of Chesterfield County guarantees to the Virginia Department of Highways, a 60-ft. right of way on Newell Road and 50-ft. right of way on `.'estower Drive, Huntland Road and Spruance Road. Subdivision recorded in Plat Books 10, page 45, and Plat Book 14, Page 1, on August 6, 1957 and June 16, 1964, respectively.
