Martin, it is resolved that this Board requests the Commonwealth's Attorney to prepare the proper resolution to call for a Referendum for improvements to the 5'later System which will cost ~g, OOO,OOO and at the same time .%8Referendum on the improvements and extensions to the Sewer System costing ,500,000; the suggested date for such Referenda being set at May !0, 1966. All vote Aye. WHEilEa5 the Board of Supervisors of Chesterfield County has undertaken negotiations toacauire by purchase, the p~perty of Mrs. Alice L. Cogbitl, containing .7.of ~n acre, more or less adjacent to the Courthouse p~r~perty, and the Board doth dtermine that it is necessary and expedient tic acquire said property by purchase, for County purposes, NOW, T~E~EFORE, BE IT i~ESOLYED, that the Board of Supervisors of Chesterfield County doth authorize the Executive Secretary of this Board to offer to Mrs. Alice L.Cogbill, the sum o~ ~20,000.00 for said property, and should said offer be refused and the County School Board be una21e to acquire other propez~ty, the Commonwealth's Attorney is"authorized to institute condemnation proceedings to' acquire said property in fee simple and to exercise the right of eminent domain. And be it further resolved, that the Chairman and the Executive Secretary ~nd all other o~ficials of the County are authorized to do a].l acts necessary and proper to carry out, in effect, the terms of this resolution. On motion of R'ir.ADperson, seconded by Mr. Britton, it is resolved t~at a Notice from t~e State Corporation Commission citing the fact that the Maitland Bros. Bus Line, Inc. has made application for a Certificate for a common carrier through parts of' Chesterfield County% which application ba received and filed with the Boarm' s papers. On motion of ~Mr.~iartin, seconded by Mr. Ap~erson, it is resolved that letters from Mc.and Mrs. Wallace Neilson and ~Mr.Charles ~ Johnson, in support of an increased appropriation to the Richmond Psychiatric Clinic, be and the same are received and filed with the Board's papers. On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that the Purchasing Clerk ba authorized to purchase certain furniture for the Commonwealth's Attorney~s offices to the extent of approximately ~750.OO4 It ie here noted that ~ir.Browning votes "No" because he feels all offices should be equipped with substantially the same typ~. of furniture. E.L.Knight, President of the Chester S~¢ior Woman's Club, comes before the Board in behalf of the construction of a sidewalk on Old Centralia Road, from Route ~10 to the Thomas Dale High School, and presents Miss Pat Blake, head of the Student Safety Council, who cit8s'certain statistics which emphasized the need for a sidewalk in this area and presents many letters in support of this project. Upon consideration whereof, amd on motion of ~tr.Goyne, seconded by ~lr. Aoperson, it is resolved that the sidewalk on Old Centralia Road and the request for a sidewalk on Dorset Rca8 for the new Broad Rock School be added to the list of sidewalk projects proposed and that other areas be added when requests are feasible. On motion of [',,r. Goyne seconded by ~,r.~rztton, it is resolved that tine Police Department of the County in conjunction with the Hig?way Deoartment view the various sidewalk requests and set up a priority as to ~he need for construction and make recommendations to the Board of Supervisors ab soon as possible. There was read a letter from Mr.M.S.Jones, Supt.Atlantic Coast Line RR. stating that consideration would.be given to a study of the Dupmy ~oad Railroad crossing. ~¢~nereu~on, ~¢.r. Lancaster, Resident Engineer, states that the study has been completed and apparently further signalling devices are warranted, however, a more complete report will be made at a later date. The marten of the ivy Mil!Road was again · discussed and Mr. Lancaster, Real.dent FT~ngzne.?r, stated that the improvement of this road would be considered in ohe next yeart s budget. ~4r.R.V.Lancaster, Resident Engineer, stages that the highway Department is still studying the Tb, ird ,,venue drainage problem and will make a rmcommendation in the very near future. Mr. Lancaster states that the plans for Hal!oway Avenue have been completed and are available and requested a public meeting in that area on the ~gth of March,1966, The Rev. T. R.Edwards, along with Mr. James B.?riend, Sr. come before the Board requesting some impro,~ements to the north end of Jean Drive, and Whereas, Mr. Lancaster Resident Engineer, Virginia Department of Hxgh~ays, states that he will consider hard-surfacing Jean Drive durins the coming summer, and ~,¥hereas, the developer Mr. .~mes~B:~r~end, ~r. and the Builder, Mr. James B. Friend seem tohave the responsibilxny o~ zmpr6~ing this road, it is on motion of Mr_G . ,Jr., seconded by Mm. Britton, resolved that in view of a letter written in Decemb~r,°[~ by the ~,xecutive Secretary requesting 1.,'ir. games B.Friend, Jr. to condition the northern en~ of Jean Drive, the Board requests the developer and his son to remove the debris on public property in front of Lots 9 and 10 and to improve Jean Drive through Lot 10 to a standard acceptable to the Highway Department within the next thirty (30) days, and that appropriate action betaken if this request is not carried out. On motion of Mr.~ritton, seconded b'.r I"lr.Martin, it is resolved that this Board requests the Highway Department to ~'llow the closing of Rt.oog to facilitate the raising of bridges on said road due to the Swift Creek impoundment. Mr, Brownin~ a~ain discussed the possibility of improving the intersection of Hickory Roa~' with Rt.36 and reguests the Highway Department to confi~e the travelway to the 30-ft. right of way. ~ On motion of lm.Ap~erson, seconded by Mr. Britton, it is resolved that a petition from citizens of Kedleston Avenue concerning the improvement of said ~venue be filed with the papers of this Board. iVir.'&.R.Thomas comes before the Board requesting a Variance to attach a garage to an existing t~ailer on Parcel 12-~, Maps 92 and 93~ which parcel lies on the east side of Rt.653, one mile north of Rt.65~~. Upon consideration whereof, and on motion of Mr Apperson, seconded by Mr ~ ' .uoyne, it is resolved that a Variance be granted to I~'ir.Thomas for the construction of an attached room to his trailer. kr. and Mrs. E.R.Blackwell come before the Board requesting a Variance to construc.t a dwelling on Parcel 9, Map ~0-5 and state that they will pro~ide their own entrance from Rt.360. Ernest L.Belvin comes before the Board requesting_ the rezoning from Agricultural a.mlResidential_2 to General Business (~-2) of an irregular shaped parcel of land fronting 60 feet on Forest Hill Avenue (Route 683) and extending southwardly 607 feet, being 550 feet west of Cherokee Road, and states that he would like to be permitted to build aontrary to the Planning Commission's recommendation to the extent that one side of the proposed building be cinder block.
