Britton, it is resolved that this Board awards the Contract AC-408 for the installation of a 16" water line on Robious Road, east of Rt. 147, to Lingerfelt and Carpenter, for the sum of $17,187.00,, which involves labor only, and the length of time to complete the contract was voluntarily reduced to 100 days. On motion of Mr.Martin, seconded by l~r. Apperson, it is resolved that the following sewer contracts be and they hereby are approved: $-65-36D _ BonAir Hills S-66-27D _ Shenandoah On motion of Mr. Martin, seconded by Mr.Britton, it is resolved that the CounDy Engineer be authorized to charge the regular house connection fee of $500.00 for connecting the Woodmont Recreation Association Bldg. to theCounty,s sewer system. On motion of Mr. Martin, seconded by Mr. Britton,it is resolved that the report of the County Engineer concerning the installation o£ sewers in the Highland Hills. Section be approved, which report calls for the installation of sewers in ail of Highland Hills, with the exception of a small portion of North Robert Bruce Drive and Greenock Drive, which sections may be served by several ways and Dhe County Engineer is authorized to make a study of the general area to ascertain how the best service can be obtained of this section. On motion of Rh~. Britton, seconded by ~lr. Apperson, it is resolved that the County Engineering Department acquire easements for cirainage for a parcel of land lying generally between Pompey Springs Road, Hopkins Road and the Atlantic Coast Line Railroad. On motion of Mr. Apperson, seconded by Mr.Goyne, it is resolved that a petition signed by some 76 people requesting s~wer service in Centralia Gardens be received and the Utility Department be asked toinvestigate and report on the financial feasibility of such a project. On motion of Mr. Martin, seconded by Mr.Apperson, it is resolved that the Utility Department study the Nottingham area to ascertain what portions could be served by gravity sewer and what the cost would be to serve the sections of Nottingham tbmt are presently experiencing trouble. Dr. C. C.Bell, Minister of Wood's Methodist Church, comes before the Board requesti!n~ the widening of a one-way bridge on Hickory Road and cites the r~ed to support his request. Upon consideration whereof, and on motion of Mt.Browning, seconded bY Mr. Goyne, it is resolved that a resolution from Woodts Church be sent to the Highway Department with the Board's recommendation that the bridge be widened as soon as possible. On motion of Mt.Browning, seconded by Mr. Apperson, it is resolved that this Board requests the Department of Highways to repair the existing sidewaiks in the Ettrick Sanitary District. There was presented a letter from Mr.R.V.Lancaster. III, Resident Engineer, concer~ing the crossing of the Atlantic Coast Line RR. at Dup6y Road. Rt. 1106, which letter · Stated that the~e had been two accidents in 27 years~ 0 on · and on motionof. Mr.B n~ ............... . .... P consideration whereo~, _ row.._.~, o=~u~u~u uy ~r. ~ar~n, ~ ~s resolved that this Boa~ requests Mr. Isbell of the Highway Department to further explain the number of accidents at this location. On motion of Mr.Browning, seconded by Mr. Britton, it is resolved that the Police Department of the County be requested to have stricter enforcement of the speed limit on Hickory Road, from Ettrick to Matoaca High School in accordance with a letter from Mr.R.V.Lancaster, III, Resident Engineer, concerning his observation the traffic problems on this road. Of It is here noted that Mr.Goyne and Mr. ADperson abstained from voting. On motion of Mt. Browning, seconded by ~r.Martin, it is resolved that the Board requests the Highway Department to continue its efforts to improve HatlOway Avenue~' with special emphasis being put on the northern end of said road from Hickory Road tothe Creek. On motion of ~2~.Goyne, seconded by Mr. Aoperson, it is resolved that the Executive Secretary is a'uthorized to write a letter to be sent out by the Highway Department asking for cooperation in an area study of traffic needs in the southern end of the County. On motion of Mr. Apperson, seconded by Mr. Goyne, it is resolved that this Board requests the Highway Department to erect a sign on Route 10, to mark the location of Chesterfield Courtho, se. There was read a letter from the Virginia Department of Highways stating that Lair Drive in Salem Estates had been accepted into the State Secondary System of roads. The Executive Secretary read a letter from the Federal Aviation Agency citinK the fact that $336 , 700. 00 allocated from Federal Funds for the construction of an aiFport had been withdrawn, without prejudice, to the re-submission by the County at a later date. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr.ADperson, it is resolved that this letter be received and filed. with the Board's papers and the Federal Aviation Agency bethanked for their close cooperation and patience in this matter. There was received a request from the John Tyler Technical College f~r the County's one-half share of its capital contribution. Browning, it is resolved that Mr. Howard A. Mayo, Jr. be highly commended for h~s yart in the program of the Virginia Public health Conference which met in Roanoke, Virginia, last week. Browning, iL is resolved that this matter be deferred until the present owners can contact the or~tion purchaser and arrange for a widenins strip and ascertain if ~ounty sewerage is desired. 66-25. ~v~r. R.P.Sowers, representing Mr. ~{elvin reed, comes before the Board requesting the rezoning from Residential.2 to LocalBusiness (C-i) on a rectangular shaped parcel of land ~ronting 157 feet along the southern line of Route 10, and extending 268 feet along the southwestern line of Planfield Road to a frontage of 170 feet on the northern line of Columbine Road, and cites the fact that the applicant wishes t~ change the request from a use that, would allow a service stati~n to a professional building. }4r. Leslie Saunders, speaking for Branch's Church and Riir.Walter Huff man, s~eaking for the Methodist Church asree that such a use would not be detrimental to the Churches in the area. Mrs. Jean Childs questions the School bus route in relation to the additional business zoning in the area. ~irs. Spalding and Mt. Alfred Hirshberg express apprehension over the kind of building to he constructed. Upon consideration whereof, and on motion of Mr.Britton, seconded by Mr. Govne, it is reSolved that the aforedeacribed parcel of land be and it hereby is rez~ned to C-1 Local Business, provided the use of such land be limited to a professional~, buildJ, ng only, exclusive of Veterinarians and that the plans, specifications and layout to be amproved by the Board of Supervisors. It is here noted that the applicant aKrees to these restrictions. 66-27. Mr. C.D.Pease, comes before the Board requestin~ the rezonin f Residential-2 to General Business (C-2)of a rectangulargl rg ~°om y shaped pa ce f land fronting 125 feet on the southeastern line of Broad Rock Road (Rte. !0) and also fronting 150 feet on the northeastern line of Leaka Avenue, being lots 14 and 15 of the subdivision of Rolando, in Manchester Magisterial District, and states that he wishes to sell his land for business purposes and presents a p~.tition signed by some 20 people in favor of this request. Mr. ~harles Moore and Mrs. Butler present petitions signed by 37 people opposing this request. There was presented a petition from the Church of God opposing this request and it was cited that the Planning Commission recommended disapproval. Mr. J.K.Timmons, representing Mt. David Grandis, comes before the Board requesting the re~.oning from Agricultural to Residential-2 on an 87-acre parcel of land of irregular shape having a broken frontage of !792 feet along East Prestonwood Road and Hopkins Road, its western boundary extending northwardly from East Prestonwood Road 3300 feet along Garland Heights~Subdivision to the Falling Creek Reservoir, its northern boundary being 1500 ~eet alont the southern line of Falling Creek, and its eastern bouJdary being approximately 2599 feet alongi the Fallin~ Creek School property; said parcel being northwest of the intersection. of Hopkins Road and Edgemere Boulevard in Dale Magisterial District. Dr. Lodge and others asked many cuestions concerning the possibility of guaranteeing construction cost by zoning, and it was cited that the Planning Commission recommended appro va 1. Rir. J.K.Timmons,representing the Shenandoah Corporation comes before the ~oard requesting the rezoning from General Business (C-2) to Local Business (C-i) of a 9-acre parcel of land fronting 564 feet onRoute 66 and extending southwardly 630 feet being 200 feet west of North Arch Road (Rte. 672) in Midlothian Magisterial District. , Mrs. Johnston appears to request a buffer zone of 50-feet between the adjoining row of lots and the proposed business zoning. Mr. Ronald L,Benedict and Mr. John R. Sexton send letters requesting a' 50-ft'. bu f~er strip. Mr. Timmons states that this is up-grading the area, that no plans have been formulated for a shopping center at this time and that when the plans are finalized Shat the adjoining property owners will be well screened from the business area. After considerable discussion on the merits of C-1 and C-2 the Board recognizes the letter filed with the papers of the Board, in which the applicant seeks to restrict the use of the land in question, and it is on motion of Mr. Martin, seconded by Mr. Goyne, resolved that the aforedescribed parcel of land be and it hereby is rezoned to C-l,provided there is a minimum of a 20-ft. buffer strip and an adequate screening within the limits of same. 66~33. Mr. Eugene Glenn, representing Mt. Robert L.Schutte, comes before the Board requesting the re~,oning from Residential-2 to General Business (C-2) on a 5.5 acre parcel of land fronting 366 feet on the north line of Route 60 and also fronting 520 feet on the western line of Covington Road, its northern boundary being 326 feet along Reedy Creek in Manchester Magisterial District. There appearing no one in opposition to this request, and the Planning Commission having recommended approval, it is on motion of Mr. Britton, seconded by Mr. Apperson, resolved that the aforedescribed parcel of land be and it' hereby is rezoned to 66-34. The request of Arlene L.Speeks was duly advertised to be heard at this time, which request is as follows: In Midlothian Magisterial Di~rict, Arlene L.Speeks requests the rezoning from Agricultural to Residential-2 of a 75-acre parcel of land of rectangular shape, fronting 1850 feet along the eastern line of South Arch Road, (Rte. 672) and also fronting 1200 feet along the northeastern line of Reams Road (Rte. 6/+7) being east of the intersection Of South Arch Road and Reams Road.
