Mr.J.K.Timmo~ comes before the Board explaining the proposal for the inst~llin~ of sewers in certain areas around the proposed Robious Shopping Center and states that the residents and developers have committed the a~propriation of ~280,000.00 toward a total cost of ~460,000. After considerable discussion of this matter it was generally agreed that it be investigated further by the County Engineer. On motion of ~'lr. Goyne, seconded by Mr. Britton, it is resolved that Contract S-66-28C be awarded to the English Construction Company in the amount of ~276,O00.O0, which contract is to construct a sewage lagoon on the Jame. s P~iver and said contr'act is awarded subject to certain negotiations on changes in building plans. Mr. J.K.Tinmnons requested the aware] of some of the Consulting Engineering work in the County and explained that he has an organic, orion employing twe!w ~ 5~ ~ and many. other draftsmen, surveyors, etc. and the Board agreed to investigate this matter. On motion of Mr.zritton, seconded by Nr. These roads serve 50 houses. And be it further resolved, that the Board of Supervisora guarantees to the Virginia Department of Highways 50-ft. rights of way for these roads. Plat recorded in Plat Book 13, pages i00 and 101 on June 4, 1964. This day the County Roam Engineer in accordance with directions from this Board made report in writing upon his examination of Banton Street, Space Road, Laudeen Drive and Grahamwood Drive, in Falling Creek Court, Section "D", in Manchester Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said roads be established as public roads. And be it further resolved, that the Virginia Department of Highways he and it hereby is requeste~ to take into the Secondary Road System, Banton Otreet, from the eastern end of maintenance on Hartwe!l Drive, southwardly .05 of a mile to Space Road; Space Road, from a point on ~t.2361, .18 of amile south of its intersection with [~t.2362 weBtwardly .05 of a mile to the intersection of Banton i~ Street, thence .06 of amile westwardlv to the intersection of Laudeen Drive, thenc~ .05 of a mile westerly to a cul-de-saC; Laudeen Drive, from a point on Space Road '.05 of a mile west of its intersection with Banton Street, .10 of amile southwardly to Grahamwood Drive; Grahamwood Drive, from the south end of Laudeen Drive, eastwardly .03 of a n~ile to a cul-de-sac and from same point westerly and northerly '. .11 of a mile to a cul-de-sac. These roads serve 31 houses. And be it further resolved, that the Board of Supervisors guarantees to the ~ Virginia Department of Highways 50-ft. rishts of way for these roads. Plat recorded · in Plat Book' 14, Page 15, on August 12, 196~. There was presented a petition from residents of ~alling Creek Hills requesting more than one entrance and exist to said subdivision. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Britton, it is resolved tha, t this Board requests the Highway Department to construct Cambria Street from Al, lerton Street to Strathmore Road. It is here noted that the Subdivider agrees to pay for that portion of the street within his subdivision. And be it further resolved, that "entworth Street be investigated as to the cost of extending same to Stanwix Lane'.' There was presented a petition signed by 3L families in the Brinkwood Subdivision requesting the paving of a drainage ditch through said subclivision which was .agreed' to originally by the subdivider and under bond for same. Upon consideration whereof, and on motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that this petition be filed with theBoard's papers and the Executiv~ Secretary be requested and authorized to have the ditch so constructed. £,n motion of Mr. Goyne, seconded by Mt. Browning, it is resolved that the Right of ~:i~ay Engineer be and he hereby is requested to acquire a drainage easement lea~ing westwardly from Oak Lane so that said road may b~ taken into the Secondary Road System. ~' - And be it further resolved, that if said right of way c~nnot be purchased at a fair pri~e that condemnaVion proceedings be instituted. On motion of Mr.Britton~ seconded by Nr.Goyne, it is resolved that a petition from the residents of Elkhardt Home Sites and Brookhaven Farms concernin~ certain r~ck~ess driving charges be sent to the ~!ighway Department. There ~,~as discussed briefly the matter of a drainage ditch in iarwick Acres, Worthington Farms and Woodstock Subdivision and it was ~-eneratiy agreed Chat a price be submitted on this wo.~k by t?.'e Highway Department in line with the maintenanceof easements policy of the Highway Department. On motion of Mr. Browming, seconded by ~',~r.Martin, it is resolved +'~.~ ' ~ ~at cor~truction of the north end of ~ ~ n~l_oway Avenue be started without delay and the County is authorized to acquire the necessary widening strip on t~:is section of Hal!oway Avenue. ~ On motion of I'~h~.Goyne, seconded by P~r. Browning, it is resolved that this Board requests the Highway Department to improve Shields Avenue, from Route ~! westwardly to Oak Lane and charges same to the 3~ Road Fund of the County. On motion of Mr. Goyne, secooded by Nr. Browning, it is resolved that this Board requests the Highway Department to submit an estimate on the cost of improving Gill Street, east of the Atlantic Coast Line RR., in Chester and give an estimate on the cost of improving Daniel Street, between Winfree and Petersburg Street in Chester, Virginia. On motion of iV[r. Hornet, seconded by Mr.Britton, it is resolved that the Highway Department be requested to s~rface treat as much of ~t.693 as possiOle and to bill the County's 3¢ i!oad Fund for a sum not to exceed .$2000.O0. On motion of N~r.Martin, seconded by M~.Britton, it is resolved that this Board agrees to the discontinuance of State maintenance on a portion of Rt.66~ according to the ,'~greement made with the Highway Department on October 13, 1965, lying withi~ the boundaries of the Swift Creek Reservoir. ~ On moti~on of I'dr. Govne, seconded by Nr.Britton, it is resolved that this Board requests the Highway Department t~ maintain that section of Rt.66~ on which the State has discontinued maintenance, due to the section of road being within the boundaries of the Swift Creek Reservoir and to maintain same in a comparable manner as the ~.oads in the adjacent are~, charging sa.id maintenance to the County of Ghesterfield. On motion cf Mr. Britton, seconded by Mt. Browning, it is resolved that this ~ter be again deferred until the owners can ascertain t[~e availability of w~denin~ strips on Turner Road. 66-6U. Mrs. Mary B.Stratton comes before the Be'etd requesting a Use Fermit remove gravel for a period of two years from a .75 acre and ~ 2.6 acre parcel of land being located approximately 550 feet south of Fallihg Creek; entrance to which is a 50-foot.right of way extending approximately 13OO feet westward:.ly from Route 10, being 1~00 feet north of Cascade Drive; both parcels being contiguous to former excavation in Dale Magisterial District and cites a letter filed with the application which sets out a method of kperation and states that no building¢ no blasting and no construdtion of ro~ds will be necessary. Mr. Fred Gray, Attorney for Mr. Lyttle, Mr. White and others review the history of this matter and states that this action will dmnage I~,rs. Stratton's own property much more than the return on the sale of gravel, that the proposed property will soon have sewer service and presents a petition sien~i by 95 people in opposition, all within a one-half mile radius. Mrs. Starton states that she can use the road to Route #10 until the Highway takes over this right of way for the construction of Rt.892. Mrs. St~atton states that she plans to reclaim the land as cited in the plan of procedure and eventually Rt.892 ~ill cut off access with Route ~10. Mr. R.F. Morris, Engineer with the Highway Department, states that he is neither for nor against but cites the necessity of the Highway Department to spend additional money for the cost of landscaping in many cases of this kind. That the Highway Department has ne, option to take soil from this area at this time. On motion of Mr. Apperson, seconded by Mt. Browning, it is resolved that a Use Permit to mine gravel on the aforedescribed parcel of land be and it hereby is granted. It is here noted that Mr. Britton votes Nay. Mr. Horner abstains from voting. 66-29C$. M~. Stephen D.Keene comes before the Board requesting the rezoning from Residential-2 to Local Business (C-i) of a rectangularly shaped ~arcet of land fronting 100 feet on Goolsby Avenue and extending southwardly 125 feet, being 220 feet west of Tyrone Street in Manchester Magisterial District. There appearing no one in opposition to this request and the Planning Commission having recommended approval, it is on motion of Mr. Britton, seconded by Apperson, resolved that the aforedescribed parcel of land be and it hereby is rezoned to Local Business. 66-31CS. Mr. Ersa Knighton comes before the Board requesting the rezoning in Bermuda Magisterial District from Residential-2 to General Business of a parcel of land of irregular shape, fronting 250 .feet along the northern line of Swineford Road (Rte. 641) and extending northwardly 455 feet at its furtherest point, being 320 feet west of Route 1 and 301. There appearing no one in opposition to this recuest and the Planning Commission having recommended approval, subject to certain conditions. Upomconsideration whereof, and on motion of Mr. Goyne, seconded by ~,'[r. Apperson, it is resolved that the aforedescribed property be and it hereby is rezoned to General Business, provided, (1) the area not shown as a trailer site on a plat filed with the Board's papers not be used for parking or storing trailers, (2) trailers around shop must be moved and (3) area to the north of present court must be filled and graded. 66-36. No one appeared in behalf of the request for the Humble Oil and t(efining Company, who had reouested the rezoning from Agricultural to General Busirsss {c-2) of a 2.03 acr~ parcel of land fronting 214 feet on Robious Road (Rte.711) and extending 494 feet in a southwestwardly direction, its rear boundary line being 42 feet in len; th~ being 720 feet west of Cranbeck Road (Rte.67g) in Midlothian Magisterial District. Several people appeared to oppose this reeuest. }~'2r. Hundley, Mr. Paul Jacobs and others appear to oppose ~his request. The Planning Commission recommended disapproval. Mr. Copley comes before the Board, representing Ceco Corporation, requesting the rezoning from Agricultural to Industrial of a 19.3 acre parcel of land of irregular s~ape fronting 1061 feet along the western line of the Richmond- Petersburg Turnpike and also fronting 1050 feet along'the northern line of Pinehurs~ Street extended, being 130 feet east of Ramona Avenue, said parcel having a wester~i boundary of Halfway House Heights Subdivision, and being parcel k of Tax Map 98-1. There appearing no one in opposition to this request and the Planning Commission having recommended approval with several provisions, it is on motion of Mr. Goyne, . seconded by Mt. Browning, it is resolvec[ that'the aforedes~ribed property be and it hereby is rezoned for Industrial purpQses, provided a 50-ft. buffer of pines or other suitable plantings be left on the west side and that the property is not to Be used as a junk yard~ dump site, trailer court or trucking terminal and that plans, sPecifications and the layout be approved by the Planning Office of the County befoire any construction is started. ' 66-39c8. Fir. Richard Cox,, representing Mir. Wal~ce H.LaPrade, comeebefore the Boar~ requesting the rezoning from Agricultural to Residential-1 of 81.5 acre parcel of land of irregular shape fronting approximately 1000 feet on Providence Road (Rte. 6?8) and extending south wa rdl y 1750 feet along its western boundary, ' Beaver Pond creek,' to the proposed Lake George Hamlet Subdivision, said parcel located approximately 1700 feet southwest of Hicks Road and being parcel 2 of Tax Map 39-5. There appearing no one in opposition to this request and the Planning Commission having recommended approval, it is on motion of Mr. Britton, seconded by Mr. Goyne~ resolved that the aforedescribed parcel of land be and it hereby is rezoned to Residentia 1-!. 66-~0CS. ~'lr.R. Pinkney Sowers, representing Mr.Edward M.Ciejek, comes before the. Board requesting the rezoning from Agriculture to General Business (C-2) of a parcel of land of irregular shape fronting 252 feet on Route 60 and extending southwardly 1083 feet, along a proposed road, said parcel being 1550 feet east of North Courthouse Road (Rte. 653}, and states that the land is to be used for a commercial subdivision. Mr.J.K.Timmons appears to oppose the request, stating that such zoning would affect the appearance of Rt.60 which was basically a residential area. On motion of Mt.
