There arose a discussion of the possibility of attracting a four-year college to Chesterfield County. On motion of Mr. Goyne, seconded by Mt.Martin, it is resolved that this Board seek the aid of the Chesterfield Land and Timber Corporation in locating a college in the northwestern part of the County. On motion of Mr.Apperson, seconded by Mr. Goyne, it is resolved that the minutes of September 1~., 196~ be and they hereby are approved. On motion of Mr. Goyne, seconded by Mr.Britton, it is r'esolved that standard water' contract ^-429 in the amoun~ of ~9,237.23 for the installation of water in Oakhavein ?arms Subdivision, be and it hereby is approved. ,. ii On motion of Mr. Acperson, seconded'by Mr. Britton, it is resolved, that the follov~ng special water contracts be and they hereby are a?prove~: ; ACt428 in the amount of $56&1.50 for the installation of water lines in DuPont Gardens Apartments. A-h30 in the amount of $16,&5~.50 for the installation of water lines in Indian Sorings Subdivision. On motion of Mr. Martin, seconded by Mr. Browning, it is resolved that the recommendation of the County Engineer for water bill of Mrs. Gokey, residing on Elm Road, be reduced to $25.00, be approved. On motion of Mr. Britton, seconded by Mr. Browning, it is resolved that the County ~ Engineer be authorized to install water mains in certain sections of Ampthill Heights Subdivision, provided forty {hO) connections can be obtained, and provided further that the citizens of the area pay one-half the cost of five (5) fire hydra nt s. This action was taken because of the previous history of failing wells in the area due to the drought On motion of Mr.Apperson, seconded by Mr. Britton, the following sewer contracts be and they hereby are approved: S-66-~3D - Meadowbrook, West, Section "A" S-66-&SD - Fawnbrook The Executive Secretary presented a copy of a permit from the Virginia Electric and Power Company to cross the Appomattox River with a 230KV power tranmission line, which permit was ordered received and filed. On motion of F~r. Browning, seconded by Mr.Britton, it is resolved that the County Engineer be requested to expedite the design of the sewer line in the Matoaca area so that a conflict with the installation of the Water Authority water line may be avoided. On motion of Mt.Browning, seconded by Mr. Britton, it is resolved that this Board of Supervisors herewi th gran~s to HiEhway Department the right to use not more than the western 12 feet of a 15 foot easement along the east side of Halloway Avenue for the widening of said road, with the understanding that the County will' not pay now or in the future for work permits on sunh property nor for utility adjustments should same be required for Highway improvements. On motion of Mt. Browning, seconded by Mr.Britton, it is resolved that this Board authorizes the Right of Way Engineer to offer the values suggested by the County Assessor for the purchase of rights of way on the north end of Halloway Avenue. On motion of Mt. Browning, seconded by Mt. It is here noted that a letter was received from Mr.J.M.Kidd, Jr. of Matoaca requesting the ~toaca Signs, which were moved recently from their pre~ous locatd~ns be replaced. Upon consideration whereof, and on motion of ~.Browning, seconded by Mr. ADperson, it is resolved that said letter be received and Mr. Lancaster, Resident Engineer, be requested to explain the reason for moving these signs. There was read a letter from the Highway Department citing the fact that Old Centratia Road could not be w~dened at this time due to the lack of funds in the current budget. A letter was read by the Board from Mr. William D.Evans of Bermuda District, re- questing that steps be taken to give Oak Lane in Chester; surface-treatment. .Upon consideration whereof, and on. motion of Mr. Goyne, seconded by Mt.Browning, 'it is resolved that this request of Mt. Evans be forwarded to Mr.R.V.Lancaster,; III, Resident Engineer, of the Virginia Department of Highways. On motion of Mr. Goyne, seconded by Mr. Martin, it is resolved that this Board requests the Highway Department to take into the State Secondary System, a road constructed by the Walthall Investment Company in the Bermuda District to serve the properties of the Allied Chemical Company, Walthall Investment Company and a station of the Virginia Electric & Power Company. On motion of Mr.Britton, seconded by R~r. Apperson, it is resolved that this Board requests Mr. H.T,Goyne to investigate the advisability of taking into the State Secondary System, a road leading in front of the Old Stage Motel. On motion of Mr.Britton, seconded by Mr. Browning, it is resolved that this Board requests the Highway Department to investigate the possiblity of alleviating the traffic congesDion at the Branch's Shopping Center. Dr. O.W.McClung comes before the Board reque sting 'a building permit on Rt.60 in the Cloverdale Subdivision which would be subject to the installation of sewers serving his proposed site, and it was cited that ad.jscent property, approximately twice as large, had advanced $5,000.00 for the guarantee of' sewer service. Upon consideration whereof, and on motion of Mr.Britton, seconded by Mt. Martin, it is resOlved that this Board authorizes a building permit, provided Dr. i4cClung pumps a septic tank until such time as sewers are available, and provided further that he will advance to the County the s~m of $2600 O0 as his share of paying for this facility. Mr. O.B.Gates, Sheriff of the County, comes before the Board to explain his request for two (2) cars for his Department. It was generally concl~d that he could ge~ by temporarily with the purchase of one (1) car. Upon consideration'whereof, and on motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that the Purchasing Agent be authorized to seek bids ona low price car with a motor approxi- mately 352-cu. inches in size for the Sheriff's Department. The matter of abandoning certain portions of the road system on Rt.620, Project O620-020-OSO1-Chesterfield County comes before the Board and there was presented a sk.etch dated August ll, 1966 prepared by the Location and Design Division of the Highway Department showing certain changes in the Secondary Road System due to the construction and relocation of Rt.620. Upon consideration w~reof, and on motion of Mr. Goyne, s~conded by Mr.Apperson, it is resolved that this Board requests the following disposition to be made of the sections referred to on the above mentionSd sketch: Section 1 - length 0.09 miles - to be abandoned Section 2 - length O.16 miles - to be retained in the Secondary System. Section 3 - length O.13 miles - to be abandoned Section 4 - length 0.50 miles - new location to be added to secondary system. Section 5 - length Q.O5 miles - connection tobe added On motion of Mt. Browning, seconded by Mt.Martin, it is resolved that this Board requests that the autombbile assigned to ~r. R.E.Phil~ips,Deputy Sheriff, having a speedometer reading ef 48,7C0 miles be sent to the County Gara~.~e for determina_ tion of its Future use. Sheriff O. B.Gates also requests that this Board allow the Macke Vending Machine Company to install several machines in the County Jail. On motion of Mr. Brovming, seconded by Mr.Britton, the request of Mr.O.B.Gates, Sherrif, be and it hereby is approved. On motiOn of M~. Britton, seconded by Mt.Martin, it is resolved that this Board requests the Highway Department to study the advisability of placing t~ffic ~lights at the intersection of Chippenham Parkway and Forest hill Avenue, Cherokee Road and Forest Hill Avenue and Hathaway Road and Forest Hill Avenue, and report the findings of such a study to the Board as soon as possible. On motion of Mr.Martin, seconded by Mr. Britton, it is resolved that this Board requests the State Highway Department to re-study the placing of a traffic light at the intersection of Buford Road and Forest Hill Avenue keeping in mind recent accidents and traffic congestion. Also, this Board requests the Highway Department in light of the exceptionally heavy volume of traffic now existing on Chippenham Parkway and Route 1~? the feasibility of installing a traffic light at the inter- section of these two roads. On motion of )ir.Britton, seconded by Mr. Goyne, it is resolved that the Executive Secretary be and he hereby is authorized to si~n a release and indemnity a~reement · releasing Charles W.Bonner, Jr. andCharles W. Borner, III, from any further responsibility in the damage of a water pump on Jahnke Road. It is here noted that $?03.?0 Was paid for the repair of this pump. The Board received a notice from the Compensation Board that it will meet on Octoh,'er 3, 1966 to set the salaries and expenses of the Constitutional Officers. A petition carrying 40 signatures from residents of Matoaca District was presented to the $oard, requesting one "Stop" sign and two {2) 25-MPH speed sign. Upon consideration whereof and onmotion of Mt. Browning, seconded by Mr.Aoperson, it is resolved that this Board requests the Highway Department to study the advisability of placing a "Stop" sign at the intersection of Dupuy Road and Laurel Branch Road ~d placing two 25-Mile Speed Signs on Laurel Branch Road. On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that bhe request for two street lights in the Laurel Bramch area be referred to the Light Committee. On motion of Mr. Goyne, seconded by Mt. Browning, it is resolved that the sum of ~892.1& be paid to the Forest Fire Warden as the portion of the County's cost for forest fire protection for the current year. On motion of ~r. Goyne, seconded by )~r. Martin, be it rezolved, that a Committee composed of a member of the Board of Supervisors, the Commonwealth's Attorney, and a member of the Chesterfield-'~olonial Heights Bar Association be appointed to study the feasibility of establishing and maintaining a County Law Library at the Courthouse for the judges and lawyers practicing in the Chesterfield Courts. On motion of Mr.Britton, seconded by Mt.Martin, it is resolved that Mt. Fred Gray, Mr. Oliver D.Rudy and Mr. R~.W.Burnett be appointed to the Law Library Committee. Aletter was received from the State Corporation Commission advising the Board of a hearing on fire safety, was received and filed. There was read a letter from Mt. Chris H.Whiteman complimenting the Board on its investigation of noise emanating from large and small motorcycles. The Common- wealth's Attorney reported that there were certain sections under the County Code which could be of some use in controlling this nuisance. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Browning, it is resolved that the Police Department be requested to put special emphasis on Sections 6-23, 7-11, 7-13 of the County Code in an attempt to effectively control the violations of these sections of the law. On motion; of Mr. Apperson, seconded by Mr.Goyne, it is resolved that in considera- tion of the termination of the present lease by ~'~r. John B. Trueheart of the store owned by the ~County at the Courthouse, within a 6-months period beginning Sept. 1, 1966 that the County will allow him to remain in said store, rent free for this 6-months period of time. And be it further resolved, that the Commonwealth's Attorney be requested to draw a release agreement between Mr. Trueheart and the County of Chesterfield. On motion of Mr. Apperson, seconded by Mr. Goyne, it is resolved t~at this Board req~ests the Treasurer, Mr. George ,V.Moore, Jr. to turn over to tBe Delinquent Tax 'Collector the Personal Property bills for the year 1963-'6~. And be it further resolved, that on July 1 of each year or as soon thereafter as possible, the s~bsequent year's delincuent Personal Property tax bills be turned over to the Delinquent Ta~ Collector. An audit for the fiscal year ending June 30, 1966 from the Richmond Regional Planning Commission was received and f~led. On motion of Mt. Browning, seconded by Mr. Britton, it is resolved that this Board receives and files the request of Mrs. William R. Trigg, Jr.on behalf of a donation to the Ricb~nond Symphony, Inc. On motion of Mr. Mmrtin~ seconded by Mt.Browning, it is resolved that this Board approves the request of Dr. W. P.Morrissette for the payment of ~2.O0 being a charge for treatment of an indigent child bitten by a dog which could not be teste~i for rabies. On motion of Mr. Martin, seconded by Mr. Goyne, it is resolved that this Board approves an increase in salary for Mrs. Doris Grantham to $2.50 per hour. On motion of Mr. Homer, seconded by Mr.Britton, Mr. Nicholas Allen Vaughan is hereby appointed to th~ Chesterfield Planning Commission to fill the unexpired term of Mr. David Walker. On motion of Mr. ADperson, seconded by Mr. Goyne, it is resolved that the following Ordinance be and it hereby is introduced for proposed passage on October 27,1966 at 2:00 p.m.: AN ORDINA, NCE to amend the Code of the County of Chesterfield,Virginia, Section 3-9, to provide for Compensated Trash and Garbage Collectors to maintain an office and telephone within the County and to provide for a bond to be given with proper surety before a licenee to collect Garbage and Trash is issued. On motion of Mr.Goyne, seconded by Mt.Browning, it isresolved that this Board refers to the Light Committee the following street light requests: One street light in Bruce Farms - Cool Springs Drive Two lights in Castlebury Hills One light in Locust Grove, adjacent to the store One light on Treely Road One light at the intersection of Gill Street and Petersburg Street in Chester One light at Greenvale Court There was discussed the need for some restrictive ordinance on the housing of animals, particularly in the built-up areas of the County, however, no action was taken on the matter at this time. On motion of Mr. Browning, seconded by Mr. Goyne, it is resolved that this Board employ the firm of LaPrade Bros., to survey the Cemetery Road in Ettrick, and to show the necessary widening strip acceptable ~o the Highway Department for the improvement of this road by s~id Department. Thim day the County Roa~ Engineer in accordance with directions from this Board made report in writing upon his examination of Rattlesnake Road in Brookwood Subdivision, Section "B", Nlidlothian District, which shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof, and on motion of Mr. Martin, it is resolved that Rattlesnake Road in Brookwood Subdivision, Section "B", Midlothian District, be and it here~y is established as a public road. And be it further resolved, that the Virginia Department of Highways be and it hereby is requested tn take into the Secondary Road System, Rattlesnake Road, from the intersection of Rt. 1728 and Rt. 1731 eastwardly .12 of a mile to the intersection of Rt. 1731 eastwardly .12 of a mile to the intersection of Rt.1713 and Rt. 1716. This road serves 3 houses. And be it further resolved that the Board of Supervisors guarantees to the Virginia Department of Highways a 50-ft. right of way for this road. Plat recorded in Plat Book 8, pages 180 and 181 on June 28, 1951. This day the County Road Engineer in accordance with directions from this Board made report in writing upon his examination of Folkstone Drive in the Land O'Pines Subdivision, Section "A" in Dale Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said road be established as a public road. Upon consideration whereof~ and on motion ~f Mr. Anperson, it is resolved that Folkstone Drive in the Land O'Pines Subdivision, Section "A",Dale District, be and it hereby is established as a public road. And be it further resolved~ that the Virginia Department of Highways be and it hereby is requested to take into the Secondary Road System, Folkstone Drive, from a point on Rt. 2130, .13 of a mile east of the intersection of Rt.651,southwardlF .07 of a mile to the intersection of Frankfort Road, thence southwardly .10 of a mile to a cul-de-sac. This road serves 7 houses. And be it further resolved that the Board of Supervisors guarantees to the Virginia Department of Highways a 50-ft. right of way for this road. Plat recorded in Plat Book 10~ pages 25-28, on April 1, 1957. This day the County Road Engineer in accordancewith directions from this Board made report in writing upon his examination of Delano Street in the subdivision of Cherry Gardens, in Manchester Magisterial District, which shows that in the opinion of the County Road Engineer it is expedient that said road be establishedl as a public road. Upon consideration whereof, and on motion Of Mr. Britton, it is resolved that Delano Street in the subdivision of Chrry Gardens in Manchester M~isterial District, be and it hereby is established as a public road. Thia road serves 1 house. And be it further resolved~ that the Board of~Supervisors guara[~tmes to the Virginia Department of Highways a 50-ft. right of way for this road.
