Summary of Actions Taken by the Board on January 25, 2017
3:00 P.M. SESSION
WORK SESSIONS
Dr. Casey introduced Mr. Gregory N. Koontz, President of Koontz-Bryant, a civil
engineering, surveying and design consulting firm, headquartered in Richmond. He
thanked the county and Community Development staff for their great work and customer
service provided on some recent projects.
A Work Session was held to update the Board of Supervisors on the proposed FY2018-2022
Capital Improvement Program.
A Work Session was held to update the Board of Supervisors on the status of several bills before
the General Assembly and from the county’s legislative program.
A Work Session was held to brief the Board of Supervisors on an upcoming bond refunding.
A Work Session was held to brief the Board of Supervisors on the upcoming Government
Citizen’s Academy.
REPORTS
Accepted Report on Developer Water and Sewer Contracts.
Accepted Report of Planning Commission Substantial Accord Determination for
Chesterfield County Public School (Case 17PD0153) to Permit a Public
Elementary School (Enon Elementary) in a Residential (R-7) District.

Eagle Scout Joseph Cramer led the Pledge of Allegiance to the Flag of the United States of
America.

COUNTY ADMINISTRATION UPDATE
Dr. James Worsley, Parks and Recreation Director, introduced and shared special news about an
award received by Dr. Clinton V. Turner, and alumnus and former Associate Vice President for
Agriculture and Extension at Virginia State University.
Dr. Casey congratulated School Superintendent Dr. James Lane who recently received
the Virginia Association of Supervision and Curriculum Development (VASCD) 2016
Impact Award in recognition of his work on CodeRVA, a collaborative effort made up of
13 school systems to design a high school of the future focused on coding and computer
science.
Dr. Casey announced the Chesterfield County Police Department was recently on the
cover of the Air Force and Army Times Newspaper and noted as the Best for Vets Law
Enforcement Agencies 2017.
Dr. Casey shared a story regarding a situation which resulted in proper safety protocols
involving regional partners, the Virginia State Police, and Virginia Department of
Transportation to promote safety on roadways even under treacherous driving conditions.
RESOLUTIONS AND SPECIAL RECOGNITIONS
Adopted Resolution recognizing Boy Scout Mr. Joseph Alexander Cramer upon
attaining the rank of Eagle Scout.
Adopted Resolution recognizing the James River High School Boys Varsity
Volleyball Team for its outstanding representation of Chesterfield
County.
Adopted Resolution recognizing the Monacan High School Boys Varsity
Volleyball Team for its outstanding representation of Chesterfield
County.
Adopted Resolution recognizing the 100 th Anniversary of Chesterfield County’s
Historic 1917 Courthouse.
Adopted Resolution recognizing Major Kevin L. Smith, Police Department, upon
his retirement.

Approved Appointment/reappointment of Ms. Karen Bell, Ms. Talisha McAuley-

serve on the Chesterfield Community Services Board.

Approved Acceptance of grant and appropriation of funds from the Virginia
Department of Environmental Quality and award of construction
contract for the James River High School BMP retrofits.
Approved Award of contract for correctional nursing services for the Sheriff’s
Office.
Approved Request to quitclaim a portion of a twenty-foot and variable width
drainage and sewer easement across properties of Beverly R. Kirby, Jr.,
Edward J. Thomas and Lemell Jackson.
Approved Disbursement of the T. F. Jeffress Memorial Fund which benefits Camp
Baker.
Approved Authorized the receipt and appropriation of grant funds from the
financial assistance for Emergency Medical Services Grant Program.

Approved Streetlight cost approval in the Windy Creek Subdivision and transfer of

by her neighbor’s 70+ cats.
Mr. Keith Scott expressed concerns relative to the obtrusive odor and health hazards created by
his neighbor’s cats in Hidden Valley Estates.
