Casey Summary of Actions Taken by the Board on October 25, 2017 3:00 P.M. SESSION WORK SESSIONS Interim Chief Dan Kelly shared information with the Board of Supervisors about the county’s Larceny/Heroin Investigative Group, which recently was recognized with NACo and VACo awards. Students who participated in the Model County Government program attended the meeting and were introduced to the Board of Supervisors. A work session was held to update the Board of Supervisors on the Committee on the Future’s 2017 Report, Promoting Future Financial Independence for all Chesterfield Residents. Dr. Casey introduced the county’s new Planning Director, Mr. Andrew Gillies. Mr. Gillies comes to Chesterfield with more than 30 years in planning and community development experience. A work session was held to update the Board of Supervisors regarding the Planning Commission’s Annual Report. A work session was held to update the Board of Supervisors on the ongoing initiatives of the Community Services Board. REPORTS Accepted Report of Planning Commission Substantial Accord Determination for Chesterfield County Public Schools (Case 18PD0126) to Permit an Elementary School in an Agricultural (A) District Located in the Matoaca District (Replacement Matoaca Elementary School). CITIZEN COMMENT PERIOD Mr. Steven Smith addressed the Board regarding the establishment of the Henricus Colledge in 1619 and also shared information about the Virginia Company Charter. 1 6:00 P.M. SESSION The Honorable Dorothy Jaeckle gave the invocation. Eagle Scout Dylan Blanton led the Pledge of Allegiance to the Flag of the United States of America. COUNTY ADMINISTRATION UPDATE Dr. Casey recognized Mr. George Hayes, Mr. Scott Morris, Mr. Jeff McBride and Mr. Scott Hall from the Utilities Department and congratulated them for receiving the Utility of the Future Today award. Mr. Hayes provided an update to the Board of Supervisors regarding the county’s water supply and voluntary water restrictions. Ms. Susan Pollard provided an overview of the county’s annual report to the Board of Supervisors. Ms. Mary Ann Curtin reviewed the proposed 2018 county’s legislation program with the Board of Supervisors. Mr. Jesse Smith provided an update to the Board of Supervisors regarding transportation funding and Smart Scale projects. Ms. Chris Ruth shared information with the Board of Supervisors regarding the upcoming 1917 Courthouse Centennial Celebration. RESOLUTIONS AND SPECIAL RECOGNITIONS Adopted Resolution recognizing Boy Scouts Mr. James Edward Kenimer, Mr. Dylan Ray Blanton, Mr. John Robert Schunder III and Mr. Austin Scott Cramer, upon attaining the rank of Eagle Scout. Approved Transfer of District Improvement Funds from the Clover Hill District Improvement Fund to the Parks and Recreation Department to purchase and install a scoreboard on the athletic field at Swift Creek Middle School. 3 Approved Transfer of District Improvement Funds from the Matoaca District Improvement Fund to the School Board for equipment for a STEAM classroom at Grange Hall Elementary School. Approved Transfer of District Improvement Funds from the Bermuda District Improvement Fund to the Parks and Recreation Department to pay the cost of renting a tent and chairs and providing labor for the annual Veteran’s Day Ceremony at Bensley Park. Ms. Julie Ranson expressed her objections relative to the proposed Matoaca rezoning case, specifically the project’s placement, lack of communication and transparency, potential cost and uncertainty of advertised benefits. Mr. Mike Uzel expressed concerns relative to the lack of county communication and transparency regarding the proposed Matoaca rezoning case.
