Board of Supervksors of
Chesterfield County, held at
tho Courthouse on January
1755, at 8:00 p.m.

This day the Executive Secretary presented a request from the Virginia
Electric & Power Company for an easement across a 50-ft. right of way
beginning at Rivermant Road and running to Rt. 10, which easement would
be for the purpose of installing power lines to serve the Enon Presbyterian
Church. On motion of Mr. Goyne, seconded by Mr. Gunter, it is resolved
that the requested easement be granted and that the Chairman and Clerk of
the Board of Supervisors be authorized to sign said request.
This day the County Road Engineer in accordance with directions from this
Board made report in writing upon his examination of a road leading westwardly
from the Bells Road across the Atlantic Coast Line overhead bridge, in
Manchester Magisterial District.
Upon consideration whereof and on motion of Mr. Britton, it is resolved that
the road leading westwardly from the Bells Road in Manchester Magisterial
District, be, and the same is hereby established as a public road.
And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary Road System of Chesterfield
County, a road leading westwardly from Bells Road described %s follows:
From a point on Rt. 1641, .07 of a mile south of its intersection with Rt.
161, .1 of a mile westwardly to the overhead bridf~e of the Atlantic Coast
Line RR. Company; thence .3 of a mile west end southwest to a dead end.
This road serves ? houses.
And be it further resolved that the allocation previously set up for the
Reams Road be transferred to finance the ,1 of a mile leading westwardly
from Bells Road to the overhead bridge and the Atlantic Coast Line Railroad
will construct the .3 of a mile west and south of the overhead bridge.
And be it further resolved that the Board of Supervisors of Chesterfield
County guarantees a right of way of not less than 60 feet, .1 of a mile from
Bells Road to the Atlantic Coast Line RR. bridge, and 30 feet .3 of a mile
leading westward].y and southwardly from the bridge.
This day the question of whether the Building Inspector should charge for
building permits for new schools came before the Board, and after due
consideration and on motion of Mr. Goyne, seconded by Mr. Britton, it is
resolved that all public schools in the County of Chesterfield can be
constructed and repaired only hy a building permit, however, there shall
be no cost in connection with this permit.
This day the Executive Secretary read a letter from Judge Joh~ W. Snead,
which letter cited the crowddd eoeditions in the Court room and requested
the Board to improve these conditions. ~here upon the County Engineer and
the Executive Secretary are requested to check on Henrioo and Fairfax
Cou~lties to see how their building program is initiated.
This day Mr. Clyde Jordan and a delegation from nine Voluntee~ Fire
Departments in the County came before the Boa~d requesting that the
Volunteer Fire Departments be granted 15~ of the sale price o~ auto tags
in consideration for selling same, and that all members of each Volunteer
Fire Department be given free tags in consideration for the work done
in the Volunteer Fire Department. Nnmerous facts and figures were rep',erred,
and at the end of said discussion the Chairman pointed out to the various
Oommittees that the Treasurer of the County had sole jurisdiction over
setting the amount received by the Volunteer FiFe Departments for sale of
auto tags in the County.
On motion of ~r. Goyne, seconded by Mr. C~nter, it is resolved that the
Water Department install a fill-pipe at the corner of Eller~s Store and
~t. ~1o.
This day it was reported that Clover Hill Fire Department had raised
$1000.00 for the purchase of a new power wagon to be need in the fi~lhting
of forest fires, and requested some help from the Board of Supervisors in
raising the rest of this money for the purchase of this euxine.
It was generally agreed that the Executive Secretary seek bid~ on a power
wagon and have same ready for the Board meeting on February 8, 1955.
~lis day the 0ounty Engineer and Executive Secretary cited the growing
need for a draftsman to aid in the work of zoning maps, County maps, water
studiesand proposed sewera{le studies, and that said need was getting mo~e
critical as the time passed. The County Engineer presented so.lc seven
applicants for tile ~ob at the ~oard~s direction. On motion of Mr. Gunter,
seconded by Mr. Britton, it is resolved that Mr. W. P. Toney be employed
at a salary Of $3000.00.
