04-13-1955 MinutesVIRGINIA: At an adjourned meeting of ~he Board of Supervisors of Chesterfield ~ounty, held at the Courthouse on April 13, 1955, at 9:00 p.m. Present: Mr. Irvin G. Homer, Chairman Mr. H. T. Goyne Mr. J. P. Gunter Dr. Robt. O. Gill Mr. R. J. ~ritton Absent: Mr. Stanley R. Hague, This day the matter of the County budt~et came before the Board. After numerous di$cussi~)ns and on motion of Mr. C~unter~ seconded by ~'Ir. ¥~ritton, it is resolved that the total County budget in the amount of $7,628,~09.90, be tentatively adopted and advertised according to law. [~efore a vote was taken, however, ~'Ir. Goyne made a substitute motion which reads as follows: "1 move a substitute motion to the previous motion on the ad~i~tion of the 1955-'56 bud?.et, that the ~ud~.~et be adopted tentatively with the exception of the increase in the Executive Secretary's salary". This motion diod for the lack of a second. A vote on the or.i~,inal motion was~taken aud was passed unanimously. On motion of Rlr. t~ritton, seconded by >Ir. Gunter, it is resolved that the rates on real estate, personal property and public service corporations in all districts of the County of Chesterfield in the year 1956, be, and the same are hereby set at $2.20 per $100.00 of assessed evaluation, and that the ra(es for machinery in the County of Chesterfield be set at ~0¢ per ~il00.00 of asse~.~ed avaluatio~. It is here noted that for the first time in approximately ~6 years, since the formation of tile Ettrick Sanitary District, no sanitary, no sanitary district levy is inclosed on the properties %~ithin the boundaries of the Ettrick Sanitary District. On motion of Mr. Gunter, seconded by Mr. l]ritton, it is resolved that the Co,:~:,~onwe~lth~s attorney |.)e and he hereby is reque.~ted to contact the legal firth of %~ood, KibitZ, anti Dawson, to ascertain the necessary procedure to follow to estab]ish all Authority to administer sewer and/or water utilities in the County of Chesterfield, and to ascertain so,,e estimate of the total fees to be [)aid Yn connect~on with this service. 0~1 ~uotion of )Ir. Gunter,.:seconded by Mr. Britton, it is resolved that the Treasurer of the County be and he her.eby is authorized to t,~ive, free of charge, County liconse tags to the publicly owned Po]ice cars bearing an annual issued ]icense. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this }~oard request the Highway Department to co.sider in the next year's Highway bud~et, surface treatment of South Street and' Meridian Avenue in ~ermuda 0istrict; Hudson Street, War~en Avenue a~d O'Kennon Road in Matoaca District~ On motion of Dr. Gill, seconded by Mr. [%tit!on, it is resolved that the County- own¢~d pumper obtained from the Federal Government, now in the ~-ttrick Fire House, having been declared surplus, be and the same is to be offered for sale. And be it further resolved that the Executive Secretary be authorized to sell by means of sealed biffs Lhe aforedescribed pumper after due advertisement. q~nis day the matter of' granting a building, permit to Mrs. Cecil T. Chappelle came before the }~oard and after considerable discussion it was agreed that the Executive Secretary state in writing to Mrs. Chappelle that the permit would be denied and requested that she appear before the Board of Supervisors should she wish to appeal this decision. 0n motion of Mr. }~ritto,3, seconded by Mr. Gunter, it is resolved that this Board recommend to the Judge of the Circuit Court, }{on. J. Garland Jefferson, the appointment of Mr. Allen Davis to the Police force of Chesterfield County. On ,,lotion of Mr. ~nter, seconded by Dr. ~ill, it is resolve~ that this ~ard authorize the Chief of Police, ~aoor 0.W. Smith to employ ~r. W. C. Welton to the position of Dispatcher of the Police force. 0n motion of R~r. ~unter, seconded by Mr. }tritton, it is resolved that the ~xecutive Secretary ben, and he hereby is authorized to have the grounds aroun~ the garage hard-surfaced and install a cement swale oetween the parking area of the new Health Building and the road immediately west of said building. On motion of Mr. ~unter, seconded by Mr. C~yne, it is ~esolved that the 0ounty ~ngineer be authorized to hire one extra man for the increased amount of work at the Water Filter Plant. 0n motion1, the meeting is adjourned until APril 21, 1955, at 7:80 P.m., at which tyne the Board will hear Oonsulti~g ~ngineers on the proposed improvement of the County wator system. ,//~ . ~x-ct~tive ~6~ary Cha i~m~n --
