Tho Rev. Herman Inge, Pastor of the Chester Bamptist Church,-gave the invocagion,.
On motion of Mr. ~ritton, seconded by Mr. Driskill, it is resolved that this Board
accept the deed to a parcel of land on Jimmy Winters Road Extended, which road
is at proeenttin the State Secondary System.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that this Board,
upon recommendation of tho Highway Department, abandon certain sections of old
Rt. 618 as per letter dated May 8~ 1956, from the Highway Department and as per
plat filed with tho Board's papers, said abandonment is duo to tho new oonstructiol
of this road;
This day again tho matter of improving Richmond and Prinve George Streets in the
subdivision of Chesterfield Manor, came before the Board. Mr.'Kollam stated
that it would cost $995°00 to improve these two roads. /1so, it ~as cited that
there was a public water system in said subdivision. On motion of Dr. Qill,
seconded by Mr. Britton, it is resolved that the Executive Secretary be and he here
is requested to investigate the said water system and the ownership of lots in
this section of Chesterfield Manor.
This day Mr. C.F.Kellam, Resident Engineer, presented a letter from the Highway
Departmentt signed by Mr.J.P.Nills, Jr., reporting their recommendation on our
request for a traffic litIht on Rt.360 and other'improvements in the general area.
Upon consideration whereof and on motion of Mr.Britton, seconded by Mr.'Hague,
it is resolved that; this Board receive aaid letter'and-willtake same under advisem
And be it further resolved that copies of said letter bo sent to tho School Board,i
Board of Supervisors and tho Chief of Police.
This day there arose a dicussion of a tree in tho m~tle of Winfree Street in the
Village of Chester, Mr. Kellam statodthat if the Board of Supervisors wanted
said tree to remain standinc it should pass a resolution citing this fact.
it was generally agreed that in tho absence of any resolution from tho Board of
Supervisors, the Highway Department would use its best judgment in this matter.
On motion of Mt. Dr,skill, seconded by Mr.Britton, ~t is resolved that tho
Commonwealth's Attorney, the County Engineer, and the Executive Secretary be
requested to prepare a revised eubdivision ordinance for the County of Chesterfiel
and submit same to the Board.
On motion of Pm".Driskill,secondod by Mt. Hague, it is resolved that all subdivision
plats be sent to Mr.O.F.Kellam, Resident Engineer, Virginia Dop~rtment of Highwa
for his approval of'road layout and drainage before same are apl~ved by the
Executive Secretary.
This day again tho matter of roads in the Bruce Farms Subdivision in Chester came
before the Board. Upon consideration whereof and on motion of Mr.Ooyne, s
by Mr. Britton, it is resolved that when-said roads are improved to moot the
minimum specifications of the Highway Department same will be recommended to the
Highway Department for inclusion into the Secondary Road System.
This day there was presented a petition on hard-surfacing Derwent Avenue (Rt.2223)
which petition is ordered received and filed.
This day Mrs. Anita Snyder, with Mr. Cobaugh of Cobaugh and Company. came before
the Board requesting the Board's approval of a "Schloz" prefabricated home.
On motion of Mr.Britton. seconded by Mr. Driskill, it is resolved that this
Board approve a building permit for one buildin~ on the Jahnke Road.
This day the Commonwealth Gas Company presented plans for the laying o£ gas lines
from the Village of Chester to the new Reynolds Metals Company and requested
formally the County's permissionto cross all roads as shown on tho plat which is
filed with the papers of this Board. On motion of Mr. Goyne, seconded by Mr,
Dr, skill, it is resolved that this Board grant approval of laying gas lines as
shown on said plat provided the Commonwealth Gas Corporation agrees to encase
the gas.line at the intersection of reeds or the roadways if the traffic on said
street or roadways is sufficient to warrnt auch encasement; and provided further,
that all work to be done at the sole expense of the Gas Company and completed to
the specifications of the State Hi§hway Department.

On motion of Mr. Britton, seconded by Mr. Goyne, it is resolved that the variances
her.above described be and they are hereby approved.
On motion of Mr. Britton, seconded by Mr. Goyne, it is resglved, that this Board
app eve a variance requested by Mr.C.E.Lipford, onLot 20~ ~lock A, in the
subdivi~ion of Scottdale for th construction of a garage 5 feet from the side
line, provided proper written evidence of approval by the adjoining property
owners be submitted.
On motionof Mr, Hague, seconded by Mr.~itton, it is resolved that this Board
appropriate the sum of ~60,000,00 from the General Cqunty Fund of the County
to the Construction Fund of the Water Department for the purpose of paying
engineering fees and other improvements to the Water System.
And be it further resolved, that the ~'reasurer of the County, be, and he hereby

for the County and accept the low bid of Lingerfelt and Carpenter Construction
Company, Alternate "Aa,which bid is for the construction of a 10~ line from the
filter plant t~ Cogbill Road, via Rt.63?.
And be it further resolved, that the Chairman and the Clerk of this Board be and

This'day the Game W~rden presented the game claims, and upon consideration where~

On motion of Mr. Britton, seconded by Mr. Drtskill, it is resolved that a request
from the Southern Materials Company to allow said County to connect to the
City's water lihe be approved.
And be it further resolved that the Executive Secretary be authorimed to writs

This day the Executive Secretary read a letter from 0ache County, Lougan, Utah,
inviting the~Board of Supervisors to the National Association of County Officials.
On motion of Mr, Driskill, seconded by Dr. Gill, it is resolved that a letter
from Mr,J.T.Rose be received and filed with the Boardls papers,
On motion of Bt,Gill, seconded by Mr,Goyne, it is resolved that the Executive
Se~-etary have stamped all in-oomin~ mail with the date of receipt.
This cay the Executive Secretary read a letter from the Treesurer of the County
requestin~ some increase in his present budget for additional help and for certai!
office furniture. Upon consideration whereof, and on motion of Mm. Britton,
seconded by Mr. Driski11t it is resolved that this Board approve the request for
additional help and additional office furniture, provided the Treasurer makes
his request to the Compensation Board for their approval and that purchase of
equipment be made after July 1, 195&.
This day the matter of an addition to the Midlothian High School came before
the l%oard, and upon considera ion whereof and on motion of Dr. Gill, seconded
by Mr. Ooyne, it is resolved that this Board recommends that the School Board
reconsider the construction of a $350t000.00 addition to the Midlothian HiEh
School in view of constructin~ schools in the more oon~ested areas of Midlothian
District.
On motion of Mr.Britton, seconded by Mr.Driski11, it is resolved that the
minutes of March 6, 13, 22 and 27, bo and they are hereby approved.
On motion of Mr. Britton, seconded by Mr.Drfskil%,it is resolved that the minutes
of April 10 and 17 be and they are hereby approved,
it is here noted that a Water Committee meeting will ue held on May 10, 1956,
at 7:30 p.m.
