BE IT 0RDAINED BY THE BOARD OF SUPERVISORS OF CHESTERFIELD COUNTY, VIRGINIA: <br /> SECTION i. That Section 1 to 21, both inclusive, and Sections 203 <br />a~]d 20~, of an Ordinance passed by the Board of Supervisors of Chesterfield <br />County, Virginia, on May 9, 1950, be and the ssme are hereby repealed, from <br />and after the effective date of this Ordinance. <br /> SECTION 2. That from and after the effective date of this Ordinance <br />it shallbe unlawful for any person to locate, construct, erect or al%er any <br />building in the County of Chesterfield, or to .install any electrical wirin~ <br />or fixtures in any building in the County of Chesterfield or to install any <br />water pipes or fixtures or sewer pipes or fixtures, or heating pipes or <br />fixtures in any building in the 0ounty of Chesterfield, without first obtaining <br />a permit to do so as required in this Ordinance, and having obtained .such <br />permit, to locate, construct, erect, or alter any building in the County of <br />Chesterfield; to install any electrical wires, water pipes, sewer pipes, heaEin <br />pipes or fixtures of any such unless the same ~e installed in conformity with <br />the requirements of this Ordinance. <br /> <br /> The provisions of this section shall not apply to the normal routine, <br /> repairs and alterations in industrial plant, when such.industrial plants have <br /> re~istered en~ineers .to super~ise the work. <br /> <br /> Section 3. That the Buildin§ Department and the office of Building <br /> Inspector of the County of Chesterfield be, and the same are hereby established <br /> The Building Department shall consist of the Buildin~ Inspector and such other <br /> inspectors and employees as may herein or hereafter be provided. The <br /> Department, including employees, shallbe under the control and supervision of <br /> the Buildin~ Inspector. The Buildin~ Inspector, his employees and assistants, <br /> shall be appointed by the Board of Supervisors and shall hold office for an <br /> indifinite term, but shall be removable at the pleasure of the Board of <br /> and shall receive as compensation a salary fixed by the Board of Supervisors <br /> shall bepaid monthly by the Board of Supervisors. Before entering upon the <br /> discharge of h~s duties, the Building Inspector shall file a bond in penalty <br /> to be fixed by the Board of Supervisors, which bond shall be payable to the <br /> Board of Supervisors and shall be approved by the Clerk of the Board and <br /> conditioned upon the faithful performance of his duties, The Building <br /> shall also take and subscribe an oath, which, ~ogether withthe certificate of <br /> his appointment shall be filed with Clerk of ~he Board of Supervisors. <br /> <br /> SECTION ~. The duties of the Building inspector shall be the <br /> examination of plans and specifications for all construction work in the County <br /> that is embodied by this Code. ~e shall issue buildin~ permit~ for <br /> construction where plans ans specifications show compliance with this Code and <br /> upon receipt of proper fees. Tho Inspector shal1 enforce.the provisions of <br /> this Ordinance and the amendments and supplsments thereto. Me, or his duly <br /> authorized representative, shall inspect all construction to ascertain <br /> performance and compliance with this Code, and shall have the authority, in <br /> the perforlnance of his duties, to enter all private lands and premises at such <br /> reasonble time during the day as may be necessary for the proper inspection <br /> of the construction and enforcement of this Ordinance, and shall have <br /> power to halt such construction for non-compl&ance with this Codec <br /> <br /> SECTION 5. The Chairman of the Board of Supervisors shall appoint <br />a Building Committee, consisting of a representative of each of the following= <br /> <br />Board of Supervisors <br />Builder or Co~ractor <br />Planning Commission <br />Architect's Group <br />Electrician <br />Plumber <br />Citizen's ~roup <br /> <br /> This Committee shall serve a~ the pleasure of the Board <br />Supervisors. It the responsibility of this Gommittee to hear any <br />appeal, upon receipt of a written petition of any person aggrieved by <br />rulings made under this Code or any hardship, resu[t[n~ fEom the existence <br />of this Code. This Committee sheller the convenient time hear the complaints <br />of such citizens and testimony of the Buildin~ Inspector and shall ~ake such <br />de~sions as they deem proper. The Buildir~ .Co~ittee shall ~e the power <br />and authority to make exceptions from the prov**ions of this ~rdinanoe where <br />such exceptions will relieve hardships and are not contrary to the Eeneral <br />provisions of this ordinance. Such complaints must be made ~o ~he oo~lt~ee <br />within ~hi~y (30) days af~e~ %he alleged ~dship.. The Buildin~ <br />shall have the powev to beam and ~ss upo~ ~Soo~enda~ions fo~ i~s modifi~a~io~ <br />or amendment, and to reoommend ~o ~he Board of Supe~visoFs modifications and <br />amendments a~d %o su~es~ to the Board of Supe~visavs suoh.~les and ve~ulationl <br />for ~he me,hod of enforcement of ~he p~ovisio~s of ~h~s Ordinance. <br /> <br />SECTION 6. GENERAL REQUIREMENTS FOR 0B3~ININGBUILDING PERMITS. <br />No excavation shall be commenced, no wall, structure or a part <br />thereof shall belbfli~ or constructed or altered except in accordance with the <br />provisions of this Code, and until a permit has been issued by the Building <br />Inspector. <br />The Building INSpector iS empowered and authorized to issue <br />temporary ~ermits for work covered by the precedin~ paragraph for industrial <br /> <br /> <br />
