This day Mr. Robert J. Heberly, Attorney, appeared before the Board of Supervisor
speaking for a group of approximately 80 people, who appeared in opposition to
the Business and Professional License Tax, which is under study ~by this Board at
this time. Mr. Haberly cited the fact that such a tax had too .~ny fl~ws, was
s®leotive, not equitable~ and difficult tocolleot, and made a strong plea to
the Board to defer action on this tax until the State officials had finished
a study on taxes at a State level.
£t was generally agreed that a COmmittee would work Father closely with the Board
of Supervisors in its deliberation and determination of the Business and
Professional Tax Ordinance.
This day ~r. Roy Laffoon appeared before the Board stating that the Ettrick Sanit
District Committee had for sometime wanted to discuss With the Board the sewerage
conditions in Ettriok and it was generally agreed that the'Board would hear the
Ettrick Committee at 8:00 p.m. on September 18~ 1956.
This day Mr. Wilbur~:Blankenship came before the Board requesting the Boardls
approval of his Company, the Blankenship-Carneal 0onstruotion Company~ laying
utility lines in the Windsorview Subdivision. Upon consideration whereof,
on motion of Mrl Britton, seconded by Mr. Driski11~ it is resolved that this
allow the Blankenship-Carneal Construction Company to install the water.lin~s in
the Windsorview'Subdivision and'the Coufity to charge its actual expense for
connectin~ to its main and for inspections.
This day a letter 9as read from Ge~.Crump requesting action by the Board of
the proposed armory for Chesterfield, and it was ~enerally a~reed that the
Buildings and Grounds Committee would complete its study and report to this Boa
This day Mr. Clarence G. Conner came before the Board'requestin~ the lowering of
the w~ter line On his property facing Rt. ~1, immediately north of Milhorn Street
It was generally a§reed that further investigation be made and a plan of lowe.rin
the present 8" line be worked out and presented to the Board at its next meetin{
It was generally agreed that Mr. John Thomas be asked'to meet with the Boa rd of
Supe~visors at its next meeting to discuss the mat~er of doing certain legal
work for the Board.
The ~oun%y Engineer was requested to investigate the lowerin§ of'a water line
to Westgate Drive and ascertain the responsibility for same.
This'day a letter from Causey and Weeks ~as read concerning contracts A-3 and
A-4 recommehding that all bids for said ;Contracts be rejected, since the County
is unable rose11 its water bonds at this~ time.
Opo~ considera~ien whereof, and on'motion of Mr. Britton, seconded by Mr. Driski
it is resolved that all bids on Contracts A-3 and'A-~ be and they are hereby
rejected.
This day a delegation from the Cloverdale Subdivision appeared before the Board
complainin~ of sanitation problems in the area and presented a petition signed
by some 20 people objecting to same'. Upon consideration whereof~' and' on
motion of Mr. Britton, seconded by M~. Ha~ue~ it is resolved that this Board
request Mr. Fred Grant to attend the meeting of the Board of Supervisors on
Septemi~er 11. 1956~ at approxihmtely 11~30 a.m.
This day the Executive Secretary read' a letter from the ~nchester Fire Departme!
requestin~ permission to have installed radios on its fire trucks.
It was generally agreed that this matter would be studied and an additional
frequency be obtained to allow more r'adio units~'
On motion of Df. Gill, seconded by ~r.Goyne, it is resolved that this Board
grant Mr. V.D.Wall, a vat,ncc in our building restrictions to allow the
construction of two ~asonry flues.and b~tok siding, on his living quarters
in the Village of Ettriok on James Street.
On motion of Or. Gill, se~onded~by HF~ Goyne. it is resolved that this Board
to Hr. To Lo Boy. nan a varzance ~rom ~=s building restrictions to allow the
construction of a home on Lee Street in Hatoaca.
On motion of Mr. Britton, seeonded by Mr. Briskill, it is resolved that this Boa
grant to Mr. W.G.Bredemyer of 1522 E. 44th Street avariance from its building
restrictions to allow the construction of two rooms to the present home and the
building line to be not lessthan 5 feet from his property line.
This day the variance requested of Hr. JeW. Lauck was discussed before the Board
and it was generally agreed thatthis matter would be deferred ~or additional
study.
On motion of Hr. Britton, seconded by Hr. Driskill, it is resolved that the
Executive Secretary be and he hereby is requested to write ~o ~ro Reuben Grandis
by registered mail, giving him ten (10) days to furnish satisfactory evidence
of his intentions to complete riverview Road to meet the specifications of
the Highway D®partment.
