CHAPTER [.
Mec. 1. The Police Department shall!operate in three shifts with
Headquarters at a Central Police Station.
Sec. 2. CLASSES ,OF DEPARTM}iNT EMPL(~YEE~.-'Th~ Police ])epaFtment
sha]lconsist of two (~ene~al Classes of Personnel, namely:
a.- The Police Force, consisting of members of the Department who
are clothed with Police powers, and
b. - Members of the ~}epartment who are Civilian employees, assigned
to Clerical duties and as Disnatohems.

admini.~tration of its affairs. He shall carry out policies, adopted by
resol~l~-ions, of the Board o~ Supervisors for the operation of the Department
and shall see that the Rules and R~{;ulations and allgeneral and special orders
are understood and e~forced.

CHAPTER II.
COMMAN})ING oFFiOERS
Sec, 1. DEFINITION - A CommandinE Officer 'is any member of
the !)epartmo, nt assi~ned by the Chief of Police to com.~and a 'Division, [%ufo. au
or other []nit of the Police ])eDartment.
· Sec. 2. GENER~%L POWERS 2\ND I)UTIK$ - A Commanding Officer is
responsible for the enforcement, within his command, of alllaws, ordinances,
rules and regulations, and general and special orders. ' He is held accountable
for the order, efficiency and discipline of tile force under }]is command, lie
will see that each member is proDer].y instructed in his duties and performs
them Jn such a menner as to render effective police service.
Sec. ~. Rt'iCOitD5 - He is responsible for the prompt service
and returns of all papers and reports originatin{; in or sent to bis command.
,~ec. 4. INSP]~CTION.5 - ne shall, monthly, inspect the attire
and equipment of the office~s under his command. A report, in writing, as to
the results of each inspection shallbe ~;iven to the Chief of Police.
.Sec. 5. iiEI.IEVING SUI~)RI)iNATb~S - He may, in his discretion,
relieve from duty any member under his command for ~ny violation of his order
or of ~he iiules and Regulations or general or special orders of the Department.

Sec. 6. 'F~tKiNG UP }{AI)GES, ETC - He may require a member

suspended by the Chief of l)olice, he will surrender to his 0ommanding Officer,

authority, the command devolves upon the subordinate present who stands next in

Sec. 8. POWERS ?,NIl I)UTIES.-ADy member of the Department,
who, by operation of this rule or by order of a Commanding Officer, may be
required to perform the duties of an officer of higher rank temporarily or
at regular intervals, shall exercise the authority, perform %he duties, and
bear a]lthe responsibilities of such higherofffcer as though he had been
regularly promoted to the hi~;her rank or position. He shall, however, be
particularly careful to carry out the orders of the officer whose duties he is
performing, a,d if tie modifies or counternands such orde~ s he shall in each

Sec. IIESIDENGE iN COUNTY.- All. members of the Police Department are required to
reside in the Cf~urlty of Chesterfield. New member of the Police Department she, ll
est~,i}lish residence in the County of Chesterfield within a r)eriod of six months
from date of employment.
Sec. CI[AN¢;I.; IN NESItIENCE. - Within twenty-four (2~) hours after changing residence
a member of tile Police Department shall .report to the Chief of Police, in writing,
bis tiew address and change in telephone number, if any.
Sec. -C}{AN¢;L tN i)0ME.N'I'IG ST:'~']'O~ - A member of the Police Department shall, within
forty-ei~,ht {~8) hours, report to the Chief of Police, in writing, any change
in ,his domestic st~,tus with reference to marriage, divorce, separation or death
of wife.

~fficer. A Superior Officer who removes a Subordinate from duty shall immediatel~

section, shall immediately advise the officer in charge who shall immediately

crime, or misdemeanor involvinf~ moral turpi, tude shall be subject to disciplinary
actiom.
~ec. CONDUCT UNI%LCOMIN(~ ~N .OFFiC};N.- A member of the I~eDartm~.nt who conducts him-
self in a man~]er unbecominF, an officer and a ~ent].emsn, and/or habitually violates
the ~/ules ~nd H~egulations of the Department wi].lbe char~ed with conduc~ unbecomi~
an Officer and shall be subject to disciplinary action.
,bec. OONSTANq' POI.lC.k; RbJ.qPONSIBiLITY. - Although the ~embers of the Department are
by the rules and re~tllations relieved from active duty during certain hours and
on certain assig)~ed days, they are considered at all times ~o be on reserve duty
~.~nd must be prepared to act promptly should their services be required, e~capt
when on vacation or sick leave.

prohibited from active participation in politics% neither shall they discuss
politics when it concerns directly or ~ndirectly the discharge of their official
duty.
No such member shall solicit, nor aid in the soliciting, any ~erson tovote for
or @L'ainst any candidate for any public office; r)or shall such members directly
or indirectly give any money o~ other thing of value to ~ny person for any
political PUrPOSe whatsoever. All such members ~hall ,bow~ve~, retain the right
%o vote as they may choose and wheu not iD a public place ~o express ~hei~ critic
om all political sub3ec~s and caudida~as.
AB,~ENCE FROH IIUTY.
Each member of the Police Depar-tment sha]l t)e allowed one day leave each week.
The weekly one day leave will be assi,~ned by the ~ommanding Officer of the
Members Divisio~
Each member of tho Police Dep~rtment, after twelve months continuous service
with the Department, sha]lbe allowed two weeks annual leave with pay.
~,ach member of the Police Department shallbe allowed, or credited, -tothe members
compensatory time, the holidays authorized by the Board of Supervisors.
In case of the death of the wife, cttild, mother, father, sister, ,or brother,
of a member of the l)epartment, leave of absence not exceeding three days may be
granted and not charged to his annual leave if request be made advising bhe
relationship of the deceased, and time and place of the funeral and interment.
Comoensatory time may be accumulated and carried over from year to year as
follows:
1 - 5 years continuous service 5 day~.
6 - l0 years continuous service 10 clays.
11 - 15 year cent}micas service 15 days.
16 - 20 years continuous so. tv}ce 20 days.
21 - 25 years continuous service 25 days.
26 Or more years continuous service 30 days.
All applications for annual and/or compensatory time leave shall I)e made on form:

Tile Patrolmen will work ei~ht h,)ur ..shifts, rotating each week. The officer
charge of the Shift will assign an automobile to eaoh~ Patrolman underhis command
at the beginnin~ of and reli~e him of the automobile at the ertl of []is tour of
duty.
The above Section sh~ll not apply lethe Hural Patrolmen who will be assigned
an individual automobile; shall work nine bouts per day and be subject total}
any time his services may be needed in his Patrol Area.
The Supervisory Officers, Detectives, and Detective Sergeants who wil]be
assigned an individual automobile shall work nine hours per day and be subject
to call any time their services are needed,
