VIRGINIA: <br /> <br />At an adjourned meeting of the <br />Board of Supervisors of Chesterfiel <br />County, held at the Courthouse on <br />June 4, 1951, at 8:00 p.m. <br /> <br />Present: <br /> <br />J. G. Hening, Chairma~ <br />H. T. Goyne <br />J. C. McKesson <br />Dr. Robert O. Gill <br />James W. Gordon, Jr. <br />Irvin G. Homer <br /> <br />On motion of J. C. McKesson, it is resolved that the Executive Secretary be and he <br />hereby is authorized and directed to purchase for the Manchester Fire Department <br />two (2) blinking red lights to be installed on the fire engine. <br /> <br />un motion of James W. Gordon, Jr., seconded by J. C. McKesson, it is resolved that <br />this Board request the Judge of Circuit Court for permission to withdraw from the <br />Court's consideration its resolution of April lC, 1951, asking the Court to call an <br />election on the adoption of the County Board Form of Government. <br />And be it further resolved that a copy of this order be presented to the Judge as <br />soon as it may be. <br />It is here noted that Mr. H. T. Goyne voted "No" and request that the vote be so <br />recorded. <br /> <br />Y~Jr. H. T. Goyne. offered the following mo~ion: <br />"I move, that the Judge of Circuit Court of Chesterfield County be petitioned by <br />this Board to call an election on the question of the change of the form of govern- <br />ment from its present frc~z to that of County ;.~nnager, as provided by Statute." <br />The above motion failed for the want of a second and consequently no vote was taken <br /> <br />This day again the engineers, Perrow and Brockenbrough, presented a revised pro <br />showing the new source of water to be Falling Creek. On motion of ~. H. T. Goyne <br />seconded by James W. Gordon, Jr., it is resolved that this Board tentatively <br />approve the revised proposal of June 4, 1951, as presented and explained. <br /> <br />On motion of H. T. Goyne, seconded by J. C. ~4cKesson, it is resolved that as soon <br />as the m~ney is available that this Board proceed to construct a water line along <br />Route ~l from the corporate limits of the City of Colonial Heights to the entrance <br />of the Milhorn Subdivision. <br /> <br />On motion of James W. Gordon, Jr., duly seconded, it is resolved t.hat this Board <br />borrow a sum of money not to exceed $239,340.O0 for the purpose of creating a debt <br />in anticipation of collection of the revenue of the County, such debt to be paid <br />not later than December 15th of this year. <br />And be it further resolved that J. Wm. Dance, Treasurer of Chesterfield County, be <br />and he hereby is authorized and directed to negotiate such loan on behalf of this <br />Board. <br /> <br />On motion of James W. Gordon, Jr., it is resolved that this Board issue and sell <br />$1,000,000 in water revenUe bonds in accordance with the ,~andate of the recent <br />referendum had on this ~mtter; and be it further resolved that the New York Bond <br />Attorneys 'se requested to prepare for this Board the necessary resolution and other <br />d. ocuments as in the judgma~t of said Attorneys may' be necessary. <br /> <br />On motion of James W. Gordon, Jr., it is resolved that this Board reco~mnend to the <br />Judge of Circuit Court of Chesterfield County, C. W. Smith as Chief of Police for <br />the County of Chesterfield, beginning July l, 1951 and ending June 30, 1952. <br /> <br />On motion of J. G. Hening, it is resolved .that the Executive Secretary be and he <br />hereby is directed to view along with l~Zr. C. F. Keliam, Resident En'¢ineer, Virginia <br />Department of Highways, the streets in Hening Heights to ascertain the true con- <br />dition of same. <br /> <br /> <br />
