10-15-1951 MinutesVIROINIA: At an adjourned meeting the Board of Supervisorso~ Chesterfield County~held a the Courthouse at ~:00 p.m on October 15, 19~l Present: J. G. Hening H. T. Goyne J. C. McKesson ~ James W. Gordon, Jr. Robt. C. Gill Irvin G. Hornet This day the ~tter of taking into theState Secondary System the roads in "Green Acres" Subdivision came before the Board. Upon consideration whereof and ~n motion of J. C. McKesson, seconded by Irvin G. Homer, it is resolved that this Board rescind its action taken in regard to these roads on September ll, 1951, and suOstitute the following resolution~ We request ChuCkatu=k and Bartee Roads to be included in the ~State Secondary System (Regular forms of resolutions omitt ed ). This day the Executive Secretary read a letter pertaining to the extensions of City Utilities inthe County from Mr. Reeder, City N~nager, Richmond, Virginia. Upon consideration whereof and on motion the letter is ordered received and filed. On motion of Irvin G. Horner, seconded by J. C. McKesson, it is resolved that the Con~nonwealth's Attorney be and he hereby is requeste~ to furnish the Board of Supervisors with a ruling on the rights of t he County inSecondary roads. This day the Executive Secretary presented a proposal for the installation of a power line across the James River, which proposal was ordered to be received and filed. This day t he Executive Oecretary read a letter from Mr. J. Wm. Dance, Treasure~, recuesting an additional appropriation of $1200.00 to be shared jointly by the State and County. Upon consideration whereof and on motion of H. T. Goyne, seconded by J. C. McKesson, it is resolved that this Board grant said reouest of $1200.O0 to be added to t he County Treasurer's budget. And be it further resolved that the sum of $800.00 be and it hereby is appropriated from the unappropriated surplus of t he General Fund to 3a-lO9, which is the proportionate part to be paid by the County of the requested amount, and that the County's budget be amended accordingly. On motion of H. T. Goyae, seconded by J. C. McKesson, it is resolved that the Executive Secretary, be, and he hereby is requested to prepare a draft citing the fact that excessive rates and charges ~orfire houses, and present said brief to the State Corporation Commission at its next hearing, requesting them to set up a new classification for fire houses in the County. This day the Executive Secretary presented to the Board a request by ~. Geo. Gregory for the installation of 300 feet of 2" line to be run from Riverside Drive easterly on Cross Drive. And it also was reported that the said Cross Drive was not in a recorded subdivision. Upon ~nsideration whereof and on motion of H. T. Goune, seconded by Robt. C. Gill, it is resolved that this Board deny said request until such time as Cross Street may be recorded as a Subdivision road. On motion of J. C. NcKesson, seconded by H. T. Goyne, it is resolved that the Executive Secretary be requested and directed not to pu~ in water lines of any type on streets in ~urecorded subdivisions. On motion of irvin G. Hornet, seconded by James W. Gordon, Jr., it is resolved that the Executive Secretary be and he hereby is requested to investigate a car graveyard on Rt. 360. On motion of J. C. NcKesson, seconded by Irvin G. Homer, it is resolved that this Board grant the request of t he Clover Hill Fire Department and a&low them to take over t he operation of hhe Fire Warden's old truck and use it in the suppression of brush fires. On motion of J. C. McKesson, seconded by J. G. Hening, it is resolved that the Executive Becretary be and he hereby is requested to write to Nr. W. H. Caldwell, rejecting his offer to purchase the County's equity in the Jah~ke Dam, and telling him that the County in all probability will sell same for~he amount it has cost the County. This day the matter of increasing the water supply in the Cherokee section came before the Board. There being numerous plans suggested and explored, upon U~sideration of which and on motion of James W. Gordon, Jr., seconded by H. T. Goyne, it is resolved that the Executive Secretary be and he hereby is directed to install a 4" line paralleling the 2" lines on the Cherokee Road, to the extent that we ~rill have a continuous 4" line from i~t. 147 to easterly end of the Cherokee [load. And be it f~rther resolved that a 4" pressure reducinf~ vlave be installed on ~t. 147. And be it further 'resolved that the 3" line on Bufford ~oad in Bon Air be p,~ral].el with a ~" line. on motio~t of Irvin q. I[orner, seconded by James '.,~. qordon, Jr., it is resolved tMtt the Executive Secretary be and ha hereby is reeuested to employ, if possible, the services of fir. Henry McGra~:~han to aid and e×pedite the acquJ.~tion of rights-of-way on [ft. 6f~3, being the Granite itoad, forthe purpose of widening this road. And be it further r~sol~ed that i)500.00 per acre be and it hereby is set as the maximum amount to be offered per acre for such ri,Kht-of-way. This d,':y Mr. lar~-en C. Pert'ow of the firm of Perrow and Brockenborou,qh presented to this Bo~rd the plans and specifications of the water treatment plant and the dam at Falling Creek. Upon consideration whereof and on ~,totion of H. T. Goyne, seconded by James W. Gordon, Jr., it is resolved that these plains ~md specifications be received and that i~]r. Perrow be authorized to request firm bids on these l,rojects. on motion of James ',I. Gordon, Jr., seconded by Irvia G. Homer, it is resolved that the Executive Secretary be and he hereby is authorized to give to the low bidder the job of completing the house recently purchased by this ~oard at Falling Creek. And it ap?earing the proposal of ~,lr. W. 1~. ~urnett to co,~plete the house by a cost plus contract not to exceed ,91600.00, which amotmt is approx~;ately .,~1OO.00 cheaper then then thelowest bid, said bid was awarded to him o ~t motion of J.
