The Rev. F. L. Pankey, Pastor of Skinquarter Baptist Church, gave t he invocation
for the regular meeting of the Board.
This day the Executive Secretary read a letter from Mr. P. W. Snead, Resident
Engineer, Virginia Department of Highways, concerning certain improvements in
the control of traffic at the intersection of Rts. i and lO and Rts. i and 616.
Upon consideration whereof the letter is ordered to be received and filed.
The Executive Secretary presented a letter from Mr. John Albus, Secretary Bon
Air Co~nunity Association, complaining of the antiquated bridge at Bon Air.
Mr. C. F. Kell~a, Resident Engineer, Virginia ~epartment of Highways agrees
that an investigation should be made and promises a report at a later date.
This day the Executive Secretary read a letter from Dr. Lewis W. Hollaway,
requesting some improvement of the roads in the Mohawk Subdivision.
Upon consideration whereof and on motion of Mr. Gunter, seconded
Hague, it is resolved that Mr. Kellam,.and the County Eoad Engineer, view said
roads and make a report to this Board.
Standard forms will Oe entered in the minutes to cover the following roads:
Stratford Hills, Hollandale, ~on Air Heights, Chatsworth, 150-ft connecting
road, Meadow Lane, Chestervale and South Street.
On motion of Mr. R. J. Britton, seconded by ~r. J..P. Gunter, it is resolved
that this Board request the Va. Department of Highways to improve Meadow Lane
to the Highway's specifications at a cost of approximately $100.O0 to be paid
from the 35 Road Fund.
On motion of Mr. R. J. Britton, seconded by Mr. Hague, it is resolved that this
Board request the Virginia Department of Highways to improve the roads in
Chestervale to the hig~way's specifications at a cost not to exceed $350.00,
which amount includes $150.OO previously requested by this Board, said amount
to be paid from the 35 Road Fund.
This day Mr. H. T. Goyne again advised the Board that the hazardous condition
at the intersection of Chesterfield Avenue and Route i had not been improved,
and offered the following resolution which was duly seconded by Mr. Gunter:
,,Whereas, the hazardous drainage condition prevailing at the intersection
of Chesterfield Avenue and U. S. Rt. #l in Bermuda District has no~ been
improved,
Therefore, be it resolved, that the Virginia Department of Highways be and
it hereby is requested to correct this condition. This being the concensus of
the Board it was unanimously adopted.
On motion of Mr. H. T. Goyne, seconded by Dr. Gill, it is resolved that this
Board request the Virginia Highway Department to install reduced speed signs
on Routes 1130 and 613.
On motion of Mr. H. T. Goyne, seconded by Mr. Britton, it is resolved that this
Board request the Virginia Department of Highways to improve South Street,
running from Routes 145 northwardly to the subdivision of Schmidt, at a cost of
approximately $500.00, said cost to be paid from the 3¢ Road Fund.
This day the Executive Secretary read to the Board additions of subdivision
streets as approved by the Highway Depart:~nt; said additions are listed below:
Hill St. and Tipton St, beginning at a point at end of maintenance on Rt. 1135,
0.23 Mzi. W. Rt. l, running in a southerly direction a~ distance of O.10 Mi. thence
in a westerly direction 0.09 Mi. to dead end. Length 0.19 mile.
Wendell Farms Subdivision--Rucker Lane, Norborne Road and Elmore Lane, beginning
at a point on Route 644, 0.02 Mi. S. E. Route 1650 running in a northeasterly
direction, a distance of O.lO ~i. thence in a southeasterly direction a distance
of 0.20 Mi. thence in a southwesterly direction a distance of O.10 Mi. to Int.
Route 644, 0.02 Mi. N. W. Route 1646. Length $.40 Mi.
West Chesterfield Heights--Oakland Avenue, beginning at a point on Route llO6,
0.35 Mi. E. Route 1105 running in a northerly direction a distance of 0.27 Mi.
to dead end. Length 0.27 Mile
Piney Knolls Subdivision--Paul's Lane, beginning at a point on Route 1652, 0.55
Mi. W. of Int. Route lO running in a northerly direction a distance of O.11 Nile
to dead end. ~ength O.11 Mile.
On motion of Mr. H. T. Goyne, seconded by Mr. Hague, it is resolved that the
Chief of Police of Chesterfield County be and he hereby is reauested to enforce
more vigorously the parking laws at the Chester Drug Store.
On motion of ~lr. J. P. Gunter, seconded by Mr. Goyne, it is resolved that Mr.
C. F. Kellmn, Resident Engineer, Virginia Department of Highways, and the Connty
Road Engineer be ~d they are hereby directed to view a road running southwardly
from ~oute 60 at Ferebee's Tourist Court.
On motion of M~r. Sritton, seconded by i~. Homer, it is resolved that the Virginia
Department of Highways be and it hereby is requested to install a culvert on the
Brooks Road, at a cost not to exeeed $60.00, to be paid from the 3¢ Road Fund.
This day the Chairman presented to the Board information concerning the proposed
bridge between the counties of Amelia and Chesterfield.
Upon consideration whereof and on motion of M~. Gunter, seconded by ~'~.
Goyne, it is resolved that this Board investigate all available information and
the Board as a Committee which includes Mr. C. F. Kellam, Resident Engineer of
Virginia Department of Highways, t6 View the roads and approaches on the site.
This day Mr. C. F. Kellam, i~esident Engineer, Virginia De!~rtment of Highways,
presented to the Board of Supervisors a highway map showing the relocation of
RZ. 641 made necesary by Project 13,20-O7.
Upon consideration whereof and 'on motion of 1Rr. Hague, seconded by Mr. Goyne,
it is resolved that ~is Board request the Highway Department to make the necessary
changes in the road lengths as noted on said highway map and filed with the papers
of this Board.
This day the Resident Engineer, ~r. C. F. Kell~n, presented to the Board a plat
showing certain segments of Route 147, said se~nents being parts of the road cut
out by Project 47g0-02 and also certain other segments to be added to the Secondar
System as noted on the Highway Project Plat.
Upon conside~ion whereof ~d on :notion of l~r. Gunter, seconded by Mr. Hague,
it is resolved that this Board request the Virginia Department of Highways to
make the necessary changes on Route 147 as described by the accompanying plat
which is filed wi~h the Board's papers.
It is hereby understood that any property abandoned reverts to the property owners
adjacent thereto.
This day Mrs. M. B. Wray appeared before the Board seeking to rezone from
Residential to General Business the following described parcel of land:
In Bermuda Magisterial District, a parcel of aldn on Wray Avenue, beginning
at a point 400 feet east of Route i and fronting 100 feet on Wray Avenue
and extending northwardly 200 feet.
Came also Mr. Alcott, representing property owners in the neighborhood.
Also came Mrs. Mitten, Mrs. Frady, Mr. Mitchum and Mr. C. D. Fredericks, opposing
the rez~ng of the above described parcel ~f land.
Upon consideration whereof and on motion of Mr. Goyne, seconded by Mr.~Hague,
it is resolved that this Board grant the rezoning as reeuested on the property
above described.
This day I~r. Morris of Norris and Kirksey appeared before the Board and came also
Mr. D. W. Nurphey, representing the firm of Norris and Kirksey, seeking to rezone
from Agricultural to General Business, the following described parcel of land:
In Manchester Magisterial District, a parcel of land fronting on the north
side of Route ~0, 240 feet and extending back 1~O feet, being lots 214 through
217 in the subdivision of "Cloverdale,,.
Came also i~. Gresham and oshers in the area to oppose this rezoning request.
Upon consideration whereof the following motion was offered by l~r. Britton
and seconded by ~. Goyne: That this Board defer to a later date this request

Mr. Gunter offered a substitute motion, seconded by Dr. Gill, to the effect that
this Board deny the request of Morris and kirksey for the rezoning of the afore-
said described property which motion was passed and the rezoning is hereby
denied, tt is here noted that Mr. Britton voted in the negative.
This day the Executive Secretary read a request to rezone from Residential to
General Business the following described parcel of land:
In Bermuda Nagisterial District, a parcel of land fronting 100 feet on
Forest Road and extending northwardly 200 feet, being Lot 5, Block ~, in the
subdivision of "Quail Oak Fa~ns", on the application of Wm. Worhsam. And there
appeared no one to speak in favor of this rezoning and there appeared ~r. Schmitt
to oppose it.
Upon consideration whereof and on motion of Mr. H. T. Goyne, seconded by
Mr. Hague,~ it is resolved that this rezoning reeuest be denied, without prejudice.
This day Mr. E. J. Gorman appeared before the Board ~resentin~ certain claims for
poultry and livestock killed by dogs.
Upon consideration whereof and on motion of Mr. Gunter, seconded by Mr.
Britton, it is resolved that this Board pay the claims as presented.
On motion of ~ir. J. P. Gunter, seconded by ~k". Goyne, it is resolved that this
Board allow ~4r. John A. Phillips, Game~Warden to attend the Convention of Game
Wardens.
This day there appeared before the Board ~s. Frank Bassett and several other
residents in the vicinity of ~oute 1, north of Colonial Heights, seeking to have
the County install a water line northwardly from the present line approximately
one mile to the Pine Acres Tpurist Court.
Upon consideration whereof and on motion of ~. Hague, seconded by Df.Gill,
it is resolved that this matter be~ferred to the Water Committee for study and
reco~m~endation to this Board.
This day came ~r. Philip Perdue, Attorney for the Corps of Engineers, Richmond
General Depot, seeking the right-of-way for a sewer line installed in approximate-
ly 1942 by the Federal Government in the subdivision of "Rayon Park".
Upon consideration whereof and on motion of ~r. Gunter, seconded by
Britton, it is resolved that this Board grant to the U. S. Government such ease-
ment and/or permit as it may legall~ have the authority to do.
This day there appeared Nr. Donald Wallace requesting this Board to pay for the
relocation of a water metering gauge at present installed at Falling Creek and
Route 637.
Upon consideration whereof and on motion of Mr. Gunter, seconded by Mr.
Britton, it is r~solved that this Board pay 50% of the propoeed cost of $598.00,
said cost being to relocate this metering station down stream from its present
location, and said cost of this to be charged to the Construction Fund of the
Utility Department. It is here noted that Mr. Goyne voted in the negative.
Th%s ~ay there appeared ~r. Louis Longest s peaking in behalf of the citizens of
Chester, citing the fact there yet remained a few customers in Chester not meter-
ed in the use of County water and com~aining of air in the water lines during the
past month.
Upon consideration whereof and on motion of Mr. Goyne, seconded by ]~[r. Britto~,
it is resolved that all water users on the Chester water system be required to
have meters. After installation of meters the users of water to be given fifteen
(15) days in which to connect or have water service discontinued.
On motion of Mr. Goyne, seconded by Mr. Hague, ib is resolved that the Chester
water bills for the previous four (~ months should be averaged and adjustments
made to the june and July bills according to the average of the preceding four
(4) months.
This day the Executive Secretary presented to the Board the fact that the con-
tract for the purchase of water meters with the Badger Meter Company had expired
and that four (4) bids had been received from competitive companies.
On motion of Mr. Gunter, seconded by Mr. Britton it is resolved that the
low bid of the Badger Motor Company be and it hereby is accepted, the low bid
being $18.60 each,
This day the Executive Secretary read a letter from I~r. Leo Myers, Agent, quoting
certain prices on the improvement of fleet policy insurance.
Upon consideration whereof and on motion of Mr. Britton, seconded by Mr.
Gunter, it is resolved that this Board request Mr. Myers to add the protection
of comprehensive coverage to the fleet policy and check the price on certain
o~her items.
This day the Executive Secretary read a letter from the Association of Volunteer
Fire Departments requesting the increase of the death benefit for the fire depart-
ment volunteers be raised from'"$2000.O0 to $5,000.00.
Upon consideration whereof and on motion of i~r. Go]me, seconded by
Gunter, it is resolved that the cost of this recuest be ascertained.
~ motion of Mr. Britton, seconded by ~r. Goyne, it is resolved that the old
Manchester Fire Department truck be given to the Norwood Park area as soon as
desired.
This day the ~bxecutive Secretary presented to the Board a bid in writing from
R. Stuart ~oyer & Associates offering to draw up for the County of Chesterfield
preliminary plans for a sewerage disposal system covering the populated areas
of the County, said bid being in the amount of $4500.00.
Upon consideration whereof and on motion of Mr. Goyne, seconded by Dr. Gill,
it is resolved that this bid be received and filed for further study.
This day the Executive Secretary read to the Board a report in writing from the
Treasurer of the County stating that the amount owed Mr. O'Brian was in the
approximate amount of $1,O70.00.
Upon consideration whereof and on motion of I~r. Goyne, ~conded by l~. Gunter,
it is resolved that this bill be paid not to exceed the stated amount.
This day the Executive Secretary read a report from the Health Department citing
the conclusions to a survey of mosquito breeding places in the vicinity of
Nickory Hill High School, said survey being at the request of the Board of
Supervi sots.
Upon consideration whereof and on motion it is agreed that this report be
received and filed and a copy sent to Mr. James P. Spencer.
This day the Executive Secretary referred to letters from the Matoaca Volunteer
Fire Department ~md Clover Hill Volunteer Department, said letters requesting
new trucks and the Chairman of this Board reported that an agreement had been
reached allowing the Midlothian Fire Department the next available fire truck.
Upon consideration whereof and on motion of ~'ir. Gunter, seconded by Mr.
Britton, it is resolved that the Executive Secretary be and he hereby is direct-
ed to get bids on new fire trucks and new truck chassis.
This day the Executive Secretary report to the Board that Mr. Chas. Por~er was
requesting a look-out tower in the vicinity of Midlothian, Virginia, on said
tower to maintain an airplance spotters watch.
After much consideration and on motion of ~4r. Gunter, seconded by Mr. Goyne,
it is resolve~ that Mr. Porter be notified that the County is not in a position
to construct a tower of this kind at present but that consideration will be
given such a project in the future.
On motion of Mr. Goyne, seconded by l~r. Britton, it is resolved that the County
Water Department be and it hereby is directed to install a fire hydrant at the
Danner Tourist Cou~t and in the vicinity of Mr. McCoy and Mr. Spencer on
Osborne Road.
This day Dr. Gill advised the Board that the problem of snow removal on sidewalks
should be considered before the coming winter.
On motion of Nnr. Gunter, seconded by Mr. Goyne, it is resolved that the
Ordinance Committee be instructed to prepare an ordinance to control the removal
of snow from sidewalks and report at a later meeting.
Whereas, it has come to the attention of this Board that J. Wm. Oance, Treasurer,
of the County of Chesterfield has resigned that office effective August 31, 1952,
and
Whereas, it appears that it is proper to ma~e a formal inventory of funds, unpaid
taxes, and other values in the hands of the retiring Treasurer to turn over the
office to the in-coming Treasurer, ~%r. Geo. W. Moore, Jr., upon consideration
whereof and on motion o£ N~r. Goyne, seconded by ~r. Britton, it is resolved that
the firm of A. M. Toler & Company be employed to make the necessary turn-over
audit of funds, unpaid taxes su~d other values as of August 31, 1952 of the
Treasurer's Office, ~d that the cost of same be charged to the General Fund
of the County.
Dr. Robt. O. Gill made the following motion: That the County of Chesterfield
buy two (2) smoke masks for the Ettrick Fire Department, which motion died for
the want of a second.
On motion of Mr. H. T. Goyne, seconded by Mr. Britton, it is resolved that the
Board again request the Judge of Circuit Court to establish a voting precinct
to be known as Bellwood Voting Precinct and to have the following boundaries:
On the north by Kingsland Creek, west by the Atlantic Coast ~ine Railroad,
east by the James River and south by Proctor's Creek.
The undersigned County Road Engineer having been directed at a previous meeting
of the Board of Supervisors of Chesterfield County to examine ~eridale Road,
Tanglewood Road, Marilea Road, Idlewyld Road and Cheverly Road in the subdivision
of Stratford Hills in Manchester Magisterial District, Culver Road, Hiden Road,
44th Street and Bangle Road in the subdivision of Chestervale in ~anchester
Magisterial District, ~orborne Road, Chatsworth Drive, Overlin Road in the sub-
division of Chatsworth in ~anchester ~agisterial District, McCaw Drive, Bannon
Road, Tinsley Drive, Jeffers Drive and Powell Road in the subdivision of Bon Air
Heights in Midlothian Magisterial District, Richdale Road and Troy ~oad in the
subdivision of Hollandale in ~anchester Magisterial District, 150-ft. connecting
road in Manchester Magisterial Oistrict, South Street in Bermuda Magisterial
District, ~eadow Lane in ~chester ~agisterial District, and report to this
Board the expediency of establishing said roads as public roads, reported as
follows:
That he went upon said roads and examined the same and is of the opinion that
there is a necessity for the establishment of same as public roads, and further:
(1) The said roads will be of great public convenience
(2) That they will not be of mere private convenience
(3) No yard, garden or orchard will be taken
(4) The said roads are in a subdivision of land dedicated to the
Co~nonwealth of Virginia and therefore land owners along said
roads will not reeuire compensation
(~) No land owner ree6ires compensation
(6) There will be no'compensation
This day the County Road Engineer in accordance with instructions from this Board
made report in writing upon his examination of Meridale Road, Tanglewood Road,
Merilea Road, Idlewyld and Cheverly Roads, in the subdivision of Stratford Hills
in Manchester Magisterial District, which report shows that in the opinion of
the County Road Engineer, it is expedient that aaid roads be established as public
roads.
Upon consideration whereof and on motion of l~r. R. J. Britton, it is resolved
that Meridale Road, Tanglewood, ]~arilea, Idlewyld and Cheverly Roads, in the sub-
division of Stratford Hills in Manchester District, be and the same are hereby
established as public roads.
And be it further resolved that the ~irginia Department of Highways be and
it hereby is requested to take into the Secondary System of Highways of Chester-
field County, ~4eridale Road, from a point on Route 704, 0.45 of a mile east of
the intersection of Route 1803, .19 of a mile south to ~rilea Road; Tanglewood
Road, from a point on Chatlowe Road, .09 of a mile south of Route 704, .27 of a
mile eastwardly to Cheverly Roa~; Marilea Road, from a point on ~hellowe Road
.14 of a mile south of Rt. 704, .25 of a mile eastwardly to Cheverly ~oad;
Idlewyld Road, from a point on Meridale Road .07 of a mile south of Route 704,
.2 of a mile eastwardly to Cheverly Road; Cheverly Road, from a point on Rt. 70&,
.15 of a mile east of its intersecti~n with Route 1803, .30 of a mile south to
Mariles Road. These roads serve approximately 20 houses.
And be it further resolved that the Board of Supervisors of Chesterfield
County guaranteed a right-of-way of not lees than 40 ~feet for these roads to the
Virginia Department of Highways.
This day the County ~oad Engineer in accordance with directions from this Board
made report in writing upon his examination of Culver Road, Hiden Road, &4th
Street and Bangle Road, in the subdivision of ~hestervale, in Manchester Magi,
sterial District, which report shows that in the opinion of the County Road
Engineer it is expedient that said roads be established as public roads.
Upon consideration whereof, and on motion of Mr. R.J. Britton, it is resolv-
ed that Culver Road, Hiden Road, 44th Street and Bangle Road, in the subdivision
of Chestervale in ~anchester District, be, and the same are hereby established
as public roads.
And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary Road System of Chesterfield
County, Culver Road, from a point on ~oute 1~18, .03 of a mile south of 45th
Street, .16 of a mile east to Bangle Road; Hiden Road, from a point on Route
1218, .06 of a mile northwardly from 45th Street, .14 of a mile eastwardly to
Bangle Road; 44th Street, from the end of maintenance on 44th Street, .13 of a
mile eastwardly to a dead end; Bangle Road, from its intersection with Culver
Road .13 of a mile northwardly to 44th Street. These roads serve approximately
30 homes.
And be it further resolved t~mt the Board of Supervisors of Chesterfield
County guarantees a right-of-way of not less than 50 feet for these roads to the
Virginia Department of Highways.

made report in writing upon his examination of Norborne Road, Chatsworth Drive
and Overlin Road in the subdivision of Chatsworth in Manchester Magisterial
District, which report shows that in the opinion of the County Road Engineer it
is expedient that said roads be established as public roads.
Upon consideration whereof, and on motion of Mr. R. J. Britton, it is re-
solved that Norborne Road, Chatsworth Drive and overlim Road, in the subdivision
of Chatsworth in Manchester District, be and the same are hereby established as
public roads.
And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary Road System of Chesterfield
County, Norborne Road, from a point on Route 10, .09 of a mile north of the inter-
section of Route 6~4, .15 of a mile eastwardly to Wendell Farms subdivision;
Chatsworth D~ive, from a point on ~oute 10, .15 of a mile north of Rt. 6~4, .1 of
a mile eastwardly to Overlin Road; and Overlin Road, from the end of Chatsworth

And be it further resolved that the Board of Supervisors of Chesterfield

County Road Engineer it is expedient that said roads be established as public
roads.

the subdivision of Hollandale in Manchester Magisterial District, which report
shows that in the opinion of the County Road E~gineer it is expedient that said

solved that Richdale Road and Troy Road in the subdivision of Hallandale in
Manchester Magisterial District, be and the same are hereby established as public
roads.
And be it further resolved that the Virginia Department of Highways be and

County, Richdale Road from a point on ~oute 1647 .3 of a mile west of Route lO,

made report in writing upon his examination of Meadow Lane in Manchester
Magisterial District, which report shows that in the opinion of the County ~oad
Engineer it is expedient that said road be established as a public road.
Uoon consideration whereof, and on motion of Mr. R. J. Britton, it is re-
solved that ~eadow Lane in ~anchester District, be and the same is hereby
established as a public road.
And be it further resolved that the ~irginia Department of Highways be and
it hereby is requested to take into the Secondary Road System of Chesterfield
County, ~,~eadow Lane in ~"4~nchester District, from a point on ~oute o47, .O8 of
a mile east of [~oute 1660, .24 of a mile north to a dead end. This road se~ves
12 houses.
And be it further resolved t~mt the Board of Supervisors of Chesterfield
County guarantees a righ-of-way of not less than 30 feet for this road to the
Virginia De~rtment of Highways.
On motion of Mr. Gunter, seconded by Mr. Hague, it is resolved t~mt the minutes
for the month of July be and the same are hereby 'approved.
