This day the Executive Secretary read a petition complaining aOout certain
commercial activities in a non-business zone along the Dorset Road.
Upon consideration whereof, and on motion of t~. Britton, seconded by Dr.
Gill, this matter is referred to the Commonwealth's Attorney for a decision on
the necessity of zoning and to the PDlice Department for action on said decision.
This day bids were presented for two fire trucks, one for ~he Matoaca Fire Depart-
m~t and the other to the Clover Hill Fire Department, and it appearing that the
Richmond Rubber Company, submitting next to the lowest bid and being in the
general locality; upon consideration whereof, m~d on motion of Dr. Gill, seconded
by ~. Gun%er, it is resolved that the bids for said two fire trucks presented
by the Richmond Rubber Company oe and the same are hereby accepted.
~d be it further resolved that the Executive. Secretary be authorized to sign
the necessary contracts.
On motion of Dr. Gill, seconded by ~r. Hague, the following resolution is adopted:
Whereas, the Commonwealth of Virginia through the Department of Highways has
prepared and submitted plans to the Board for the construction or improvemen~ of
a section of Route 631 of the State Secondary System, Project 1320-16-17, in
Chesterf~ld County, from Int. Rt. 626 to O.Oll Mi. S. of Int. Rt. 632 (southwest
of Chester), approved April 28, 1953; and
Whereas, it is proposed to finance the cost of construction fifty percent from
Federal Aid Secondary funds and fifty percent from State funds allocated to
Chesterfield County; and
Whereas, it is the desire of this Board that said road be improved i~ accordance
with said plans.
Now, Therefore, Be it Resolved: That this Beard hereby approved the plans and
requests the Department of Highways to proceed with construction in accordance ·
with these plans, and this Board hereby agrees to and does guarantee a 40-foot
unrestricted right-of-way as indicated or noted on said plans, together with the
right and easement to use such additional areas as may be rquired ~for theproper
execution and maintenance of the work as indicated on plans, it being understood
that incidental costs such as moving and resetting existing fences, h~uses,
structures, utilities or other obstructions of such nature, are to be paid from
Secondary Funds allocated or to be allocated to Chesterfield County.
It is further understood and agreed that in the event one or more property· owners
refuse to execute a deed covering land rsqutred from their properties for right-
of-way purposes, this Board hereby authe~izes the Commonwealth of Virginia,
Department of Highways, to institute condemnation proceedings and agrees to pay
from funds allocated or to be silo.cared to Chesterfield County all costs in
connection therewith including awards of commissioners.
This day ~r. J. S. S~ephenson appeared before the Board requesting the Board'~
approval of certain proposed wo~'k to ~e done in the Southampton area, said work
being to hard-surface several roads not now in the Secondary System.
Upon c~sideration whereof, and on motion of Mr. Gunter, seconded by Mr.
Britton, it is resolved ~hat ~his Board accept Mr. Shephenso~'a p~oposal to hard-
surface said roads and to l~d him s~y aid possible in so doing.
This day Mrs. Vincent residing on Vial Road, off the Warwick Road, appeared before
the Board seeking some improvemm%t to the road running northwardly from Columbus
Avenue, along the side of her house.
Upon consideration whereof a~d on motion of Mr. Britton, seconded by Mr.
Gunter, it is resolved that this matter be referred to l~lr. Kellam, Eesident
F~gineer, and the Executive Secretary for investigation at a"later date.
This day the Executive Secretary read a letter from the Allied Chemical Compm~y,
addressed jointly to the Board of Supervisors m~d the S~ate Highway Department
and also discussed an answer to said letter from the Highway Department, said
letter concerning the request of the Allied Chemical Company for a road leading
from Rt. l0 ~o Rt. 81~.
Upon consideration whereof, and on motion of Mr. Goyne, seconded by I~r.
G~ter, it is resolved that this Boa-rd again request the Highway Depar~mea~
to make a survey of this proposed road on the location originally requested.
And be it further resolved' that this survey be completed as soon as possible.
on motion of Mr. Britton, seconded by ~r. Gunter, it is resolved that this Board
request the Virginia Departmen~ of Highways to improve 100 feet of road at the
intersection of Reedy Avenue and Byswick Lane, and charge same to the 35 Road
F~d of Manchester District.
This day a petition was read fo~ the Board's hearing concerning the flooding of
certain properties eastwardly from the Stratford ~otel and Sam's Diner.
on motion of ~r. Go~e, seconded by D?. Gill, it is resolved that this matter
be referred to the Executive Secretary to write, giving the advise that this
condition is a priwate matter and should be handled civilly.
This day I~r. R.W.Koch appeared before the Board seeking the rezoning from
Agriculture to General Business of the following described parcel of la~d:
In Midlothian I~agisterial District, a corner parcel of land fronting 600
feet on the south side of Rt. 360 and 1200 feet on the west side of Route
651.
On motion of Mr. Gunter, seconded by Mr. Goyue, i~ is resolved that said parcel
be and it hereby is rezoned to General Business.
This day Mr. Norman Gray withdrew the requested rezoning on ~he following
described parcel of land::
Im Midlothian Magisterial Distri~ct, a corner parcel ~o£ la~d frontin~ 150
feet on the south side of Rt. 360 and 150 feet on the East side of Route
651, to be rezoned from Agricultural to General Business.
It was generally agreed that i~Lr. Gray would seek the rezoning of a larger portion
of land to include this corner at the next meeting of this Board.
This day ~r. S. T. Wagstaff came before the Board seeking the rezoning from
Residm~tial-1 to light business of the following described parcel of land:
In Nidlothian l~gisterial District, Lots 8 a~d 9, fronting approximately
200 feet on Granite Road and 95 feet on Tinsley Drive in the Subdivision
of Bun Air Heights.
There appeared also ~r. R.. Pink. ney Sowers with a ~mtitio~ signed by 14 residents
in the area opposing said rezoning.
Game also, ~r. Huntziker from the Mohawk Subdivison opposing said rezoning~ where-
upon ~r~r. Wagstai'f seeks to withdraw his request.
Upon consideration whereof and on motion of ]~r. Gunter, seconded by I,~. Go~e,
it is resolved that this Board accept the withdrawal of this rezoning application.

This day Rev. Gibson and others from the Warwick Road Mission came before the
Board seeking a variance in the building code of the County to allow the erection
of a church to be within 6 feet of the next adjoining property line.
Upon consideration whereof and on motion of Mr. Britton, seconded by 1~.
Gunter, it is resolved that this request be granted and that a building permit
be issued showing said variance.
This day it was reported that the audit of the Clerk's uffice by ~[r. J. Gorman
Bennett had been received and s~me is ordered to be filed.
This day there appeared I,M. Joseph Woodfin, being represented by ~. Ernest Gates
as counsel, seeking to clarify, the zoning o±' a parcel of land owned by ~'~r. Holmes,
lying south of the garage of A~erson and Wuodfin o~ Rt. 360.
Came also i~r. ,:ldridge Spain s~d a delegat±un to oppose any move or ruling of the
Board of Supervisors to declare the property oI' ~,~r. Holmes to be busi:~ess
property.
After a lengthy discuss~un, and ~ mut£~ uf ~,nr. Britton, seconded oy ~'lr. Go]me,
it is resolved that this Board view the property at the end of this meeting and
to n~ake some decision at that time.
This day Mr. Jsunes Sowers, Chairman of the Assessing Board of the County appeared
recommending that the County employ a full-time assessor to assess all new
buildings and carry out the general policies as set up by the Assessing Board.
Mr. Sowers cited certain figures to warrant the employment of such a person, a~d
it was generally agreed that this matter would be considered after some further
study and reco~nendations from the Assessing Bomrd.
This day the Executive Secretary presented bids on painting two water tanks, oz~e
on the Warwick Road and the other at Dutch Gap.
Upon consideration wnereof~d on motion of Mr. Britton, seconded by Dr. Gill,
it is resolved that this work b~ awarded to the low bidder, the Kessler Compm~y
of Freemont, Ohio, in the amount of $1400.00 total. ~d be it further resolved
that ~,ir. Laing of the Water Department inspect such work before the agreement
price is paid.
This day the matter of the Kennerly tank at Bon Air which belongs to the County
Water Department came before the Board, ~d it appearing that said ta~k was of no
further use to the Water Department, upon consideration whereof and on motion of
i~r. Gunter, seconded by l,~. ~gue, it is resolved that the Utility De~rtmm~t be
m~d it hereby is authorized ~o make disposition of this tank to the best possible
advantage of the Water Department.
This day the matter of purchasing a mechanical loader of some type for the trash
collection ca,m before the Board. On motion of i~r. Go~e, seconded by ~. Hague,
it is resolved that the Executive Secretary be and he hereby is authorized to
obtain bids on this equipment.
This day a Committee composed of I,[r. Gunter and the Executive Secretary made a
report on the proposal by mutual insurers of proposed savings on the bonding of
certain County employees to the extent that ~n the advice of the Attorney General
the Board of Supervisors has no power or authority to dictate who shall be the
surety on the bonds of various officials, namely, the Treasurer of the County.

This day a letter was received from the Mid-Cities Civic Associatl$~, said letter
complaining of the lack of water service in the Rayon Park Subdivision. on motion
of R~. Goyne, seconded by Dr. Gill, it is resolved that the Executive Secretary be
and he hereby is requested to write this organization explaining thepolicies of
the County and'the apparent L~ck of sufficient customers in this area to warrant
the extension of service to ~me.

of the Board of Supervisors of Chesterfield County to examineWAke and Nilo Avenues
in the Elkhardt Park subdivision, in Nanchester Nagisterial District, and report
to this Board the expediency of establishing said roads as public road, reported

That he went upon said roads and examined the same and is of the opinion.that

roads be established as public roads.
And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to take into the Secondary System of Highways of Chesterfield
County, Nilo Road and Wake Avenue in the subdivision of Elkhardt ~ark in Nanchester
District, ~ilo Road-from ~a point on Rt. 663 .59 of a mile west from its intersecti~
with Rt. 6~5, .1 of a mile south of a dead end. This road serves 8 houses. Wake
Avenue--from a point on Rt. 663 .64~of a mile west of Rt. 645, .15 of a mile south

And be it further resolved that the Board of Supervisors of CheSterfield
County guarantees a right-of-way of not less than 50 feet to the Virginia Depart-
ment of Highways.

This day there was presented to this Board a certified copy of an order of the

respective meetings to carry out the wishes of the voters as expressed at the

This day the Executive Secretary read a request from the Welfare Department for
$100.00 to aid in sending certain children to camps.
Un motion of ~r. Gunter, seconded by Dr. Gill, it is resolved that this
Board appropriate $100.00 from the unappropriated surplus of the General Fund
for this purpose. And be it further resolved that the budget of the County be
and it hereby is amended in the amount of $100.O0.
This day ~jor C. W. Smith, of ~he Chesterfield Police Department appeared before
the Board requesting the replacement of ten (10) new Police cars.
~ motion of Dr. Gill, seconded by ~r. ~ague, it is resolved that t he
Executive Secretary be and he hereby is authorized to seek bids on ten, or parts
thereof, Fords, Chevrolets a~d Plymouths.
On motion of ~. Britton, seconded by ~r. hague, it is resolved that the Executive
Secretary be and he hereby is directed to install "N~ Trespassing" signs at the
impoundment of water and filtration plant on the Hopkins Road. · And be it further
resolved that the Commonwealth's Attorney be requested to prepare an Ordinance to
cover the control of this problem.
On motion of I~r. Hague, seconded by ~r. Gunter, it is resolved that the Executive
Secretary be and he hereby is directed to install a fence from the Hopkins Eoad
to the abutment of the dam, if said fence can be obtained at a fairly low price.
Whereas, it has come to this Board's attention through the Press and attendance
at the Court Session on Saturday, April 18, 1953, in the matter of the annexation
by the City of Colonial Heights of certain territory in this County; and
Whereas, the Court indicated that it would grant the ~mexation of certain of the
territory asked for in the petition filed in that proceeding;
Whereas, this Board ~as previeusly goneon record as not opposing said annexation
as presented
Now, Therefore, On motion of Robt. O.Gill, seconded by R.J. Britton, it is re-
solved that this Board request the Commonwealth's Attorney tot equest the Court
at its next meeting on ~ay 23, 1953, to reconsider its judgment in this particular
to deny all annexation petitioning in this particular since it feels that for the
welfare of this entire area that it not be divi~d into separate parcels due to
its geographic location but remain a part of Chesterfield County.
And be it further resolve~ that a copy of this resolution be immediately certifiel~
to each of the Honorable Judges sitting in the case and that the Commonwealth's
Attorney be directed to present this matter to the Court at its hearing on ~ay
23, 1953.

District, and report to this Board the expediency of establishing said roads
as public road, reported as follows:
That he went uponsaid roads ~d examined the same and is of the opinion
that there is a necessity for the establishment of same as public roads, and

(1) The said roads will be of great public convenience
(2) That they will not be of mere private convenience

And be it further resolved that the Virginia Department of Highways be and
it hereby is requested to t~ke into the Secondary Road System of Chesterfield
Co~Aty, 7th Street from a point on Rt. 1703 .04 of a mile south of its inter-
section with Rt. 683, .08 of a mile westwardly to Willis Street; 6th Street
from a point on Rt. 1703, .15 of a mile south of its intersection with Rt. 683,
.08 of a mile back to Willis Street; Willis Street, beginning at a point on
6th Street .08 of a mile west of Rt. 1703, .ll of a mile northwardly to 7th
Street. These roads serve approximately 7 houses.

County guar~Atees a right-of-way of not less than 50 feet for these roads to
the Virginia Department of Highways.

of Mr. Holmes be and the same is declared not to be zoned for business.
