<br />This day 1,~. P. W. S~%ead and 1,~. C. F. Kellam, of the Virginia Department of
<br />Highways, and Dr. F~aguigan and Mr. MeCann of the Allied Chemical Company were
<br />present, all to discuss the proposal of an access road from Rt. l0 to the pro-
<br />posed plant at Bermuda Hundred. After much discussion it was agreed that the
<br />survey would ba ru~ as reco~muended, t hat Federal funds would be applied for as
<br />soon as possible, and that actual road construction would be expedited in every
<br />way possible. It was pointed out that much of the heavy traffic must traverse
<br />through Rt. 618, and it was agreed that exceptionally heavy loads would be allow-
<br />ed ~o use this road only in good weather.
<br /> On motion of )~r. Goyne, seconded by ~. Hague, it is resolved that action
<br />on the removal of the traffic signs at the intersection of Rt~ 1 and 15 be
<br />temporarily deferred due to the changes in t he sign construction contemplated.
<br />And be it lhrther resolved, that the Executive Secretary be and he hereby is
<br />directed to write to Mr. Snead answering the Highway Department's recommendations
<br />on said sigu.
<br />Dr. Gill records his vote as "i~o" on this motion.
<br />it is here noted that Dr. Gill offered a substitute motion as follows:
<br /> Be it resolved that this Board rescind the resolution dated MarchlO, 1953,
<br />relative to removing the large advertising sign erected at the intersection
<br />of Rt. l0 and l, Which motion died for the lack of a second.
<br />This day the Executive Secretary read a letter from i~Lr. Kellam of the Virginia
<br />Department of Highways advising th~s Board that reduced speed signs on Rt.638,
<br />between Rt. 637 and Rt. 1601, are not necessary at this time, and it is ordered
<br />that said letter be received and filed.
<br />This day the Executive Secretary read a letter from ~ir. Kellam, citing the fact
<br />that the project for improvement of a bridge over the Appomattox River had been
<br />withdrawn from the Federal Aid Program, and it is ordered that said letter be
<br />received and filed.
<br />This day Nm. James Sowers, Chairman of the Assessing Board, presented certain
<br />recommendations from the Assessing Bo.ard concerning the assSssment of real propertl
<br />in the County. Upon consideration whereof, and on~ motion of l~.,Gunter, seconde(
<br />hy Mr. Ooyne, it is resolved that this Board employ a permanent assessor at a
<br />salary of approximately $4,000.00~ plus transportation, and said assessor be
<br />employed upon the recommendation of the Assessing Board.
<br />And be it furth~ resolved that after employment said assessor will become a
<br />member of the Board of Assessc~s.
<br />On ~,otion of ~.Gunter, seconded by I~. Hague, it is resolved that the Ordinance
<br />to c~m~rol trespassing at the Falling Creek dam and filtration plant, be advertise~
<br />for passage.
<br />This day the Executive Secretary read letters from the Uffice of David Mead White
<br />concerning certain claims against the Board of Supervisors for actions of the
<br />Chesterfield County Highway Department. Upon consideration whereof and on motion
<br />of Mr.Britton, seconded by Dr. Gill, said let ters are referred to t he Commonwealth ~.'
<br />Attorney for a ruling on the legality ~f said claims.
<br />This day the budget for iR~3-'54 which was tentatively adopted on April 14, 1953,
<br />and having been duly advertised according to law, was again considered, and it
<br />is resolved on motion of ~. Gunter, seconded by Nr.Britton, that the budget,
<br />including all of the various departments of the County as noted, be, and the same
<br />is hereby approved and adopted as the budge~ for the year 1953-'54.
<br />Whereas, in a~cor6~n..~e with law, the proposal to adopt and ~'ix levies required
<br />by the budget for the year 1953-'54 has been made public according to law, and
