Board of Supervisors of Chesterfield
County, held at the Courthouse on
July 23, 1953, at 8:00 p.m.

This day ~. Natt Wiltshire appeared before the Board of Supervisors requesting
the rezoning from Agricultural to Industrial on the following described parcel
of land:
~In Manchester Magisterial District, a parcel of land 400 feet in
width south of the Atlantic Coas~ Line ~ain Line, fronting on Rt.
#lO, 240 feet and extending westwardly 2120 feet, to be rezoned from
Agricultural to Industrial."
Came also Nr. Clinton Sheppard who spoke in favor of the plant and cited the
fact that the School Board wag interested in obtaining a parcel of the s~e
tract and that the F. H. A. had approved the building of homes next adjacent
to the proposed plant. Messrs. Harold Davis, Rex Gr&mm, Reese and Woodfin
spoke against the proposed rezoning and there were present some twenty people
to voice the opposition.
Upon consideration whereof and on motion of ~. Britton, seconded by ~.
Hague, it is resolved that ~r. Wiltshire meet with a Committee of the opponents
to this request and attempt to effect some compromise.
Upon further consideration of this matter and on mo~ion of l~r. Britton,
seconded by t~. Goyne, it is resolved ~hat this rezoning request be denied
without prejudice.
This day the Executive Secretary Presented the report from the Dept. of Welfare
and Institutions on inspection of the jail at the Courthouse, which report is
filed with the Board's papers.
This day ~. Irvin Horner reported that ~. Walter Perdue had agreed to sell to'
the County of Chesterfield approximately 2 acres of land next east to the Court-
house at a price of not more than $1000.00 per acre.
On motion of ~. Hague, seconded by~r. Britton, it is resolved that this
Board purchase from ~. Perdue said land at not more than $1,000.00 per acre
and that a deed by prepared by the seller to the Co~nonwealth's Attorney for
his approval.
This day it was reported that there was an apparent violation of the Zoning
Ordinance in that a non-conforming chicken plant was being extended and expanded~
said plant belonging to Nr. Dan Miller being the southwest corner of the inter-
section of Old Rt. 147 and Cherokee Road.
Upon consideration whereof and on motion of ~z~. Gunter, seconded by ~4r.
Britton, it is resolved that the Executive Secretary investigate the condition
at this poultry plant and report to the Board.
This day the Executive Secretary reported that ~,~r. Frank G~ant was violating
the zoning law in that he was mining gravel on land on which a Use Permit to
mine gravel had been denied, and that ~. Gr~t's lawyer had advised that his
client was leveling his land whieh was the right of every property owner.
Upon consideration whereof, and on motion of ~'~r. Goyne, seconded by
Hague, it is resolved %hat this Board ~efer any action on the proposed violation
of said zoning until after a previous complaint has been heard in Court.
Whereas, the County~ of Chesterfield has set aside the sum of $45,000.00 for the
construction of a Health Center in conjunction with the provisions of the Hill-
Burton Act in the budget of 1953-'54.
Now, Ther~efore, Be it ~esolved, on motion of ~r. Hague, seconded by ~r. Goyne,
that the Board of Supervisors do hereby direct the necessa~ry expenditure of
funds not to exceed $45,000.00 of the General Fund for the construction of a
Health Center in conjunction with provisions of the Hill-Burton Act.
The Chairm~u~ appointed ~Lr. Hague to work with the Executive Secretary to study
the architects' proposals and report at the next meeting of this Board.
Whereas, it was broug~ to the attention of this Board that the State Department
of Welfare and Institutions had requested a separate Welfare budget for the
County of Chesterfield and the City ofColonial' Heights, both being administered
bY the County Welfare Board, and
Whereas, the City of Colonial Heights and the County of Chesterfield are in accord
with the charges for services rendered by the County Welfare Department to the
City of Colonial HeighDs,
Now, Therefore, Be ~t ~esolved on motion of ~1r. ~ritton, seconded by ~. Gunter,
that the Board of Supervisors of Chesterfield County, Virginia, request the
State Department of Welfare and Institutions to allow the CoUnty Welfare Board
to continue to serve both municipalities under one budget embracing ~he expendi-
tures of the Welfare Department, including its hospitalization program and in
all other matters where action of governing bodies is requested in such programs.
On motion of ~r. Gunter, seconded by ~r. Britton, it is resolved that the
Executive Secretary be and he hereby is authorized to offer for sale the Clover
Hill fire tr~ck to as many bidders as possible, including the Virgilina Volunteer
Fire Department.
This day the Executive Secretary presented a plan by which a sewerage treatment
plant could be built in the Village of Bon Air to serve the ~on Air Elementary
School ~d the Bon Air Industrial~ School and approximately 500 homes for a total
cost of $82,500.00, s~d cited also the fact that it was necessary that the Bon
Air Elementary School effect some improvements to its sewerage disposal plant
before the new addition is built on said school.
Upon consideration whereof, and on motion ~of ~r. Gunter, seconded by ~r.
Britton, it is resolved that a public meeting in Bon Air 0e called to discuss
the possibility of such a proposal and to measure the interest of the property
owners and b~:ilders in ~he area.
This day ~. Leo Myers and others of the Turnpike Corporation c~ne before the
Board to discuss the o~o~osition of their group to the prospect of a toll road
0eing placed as proposed next east of Rt. ~l; a d~scussion ensued thereaI'ter
concer~ing said prospect.
Additions to the Secondary System of Chesterfield County approved as of July l,
195~ are as follows:
From end of maintenance Rt. 760 north to dead end. Length 0.27 mile.
Franklin Street, from end of maintenance Rt. 1301 North O.16 mile, thence east
O.11 mile to Rt. 600 at a point 0.30 mile north Rt. 36. Length 0.27 mile.
O'Kennon ~oad, 0eginning at a point on Rt. 36, 0.19 mile east of Rt. 722,
extending to the north 0.26 mile to dead end. Length 0.26 mile.
~t. Gilead Church Road--beginning at a point on Rt. 626, 1.50 mile S. E. at Rt.
654 and extending west O.10 mile to Church yard. Length O.10 mile.
~rooks ~oad--begir~ning at a point on Rt. 6~4, 1.33 mile S. W. of Rt. 6~1 extend-
ing northwesterly a distance of 0.37 mile to dead end. Length 0.37 mile
Jamestown Road--beginning at a point on Rt. 620, 0.55 mile We~t of Intersection
Et.~ 617 running North 0.55 mile to Intersection with Rt. 618, 0.07 mile West
of Rt. 617. Length 0.55 mile.
Orcutt Lane--beginning at ~the end of maintenance of Rt. 1649 and extending in an
easterly direction 0.41 mile to Intersection with Rt. 10 a~ a point lOOnier. N.
of Rt. ~49. Length O.41 mile.
~{eadow Lane--0egi~ing at a point on Rt. 647, 0.05 mile West to Rt. 16~7, e xtend-

Tanglewood Road--0eginning at south end of maintenance of Rt. 1515, extending
S. E. 0.18 mile to intersection with Rt. 704 at a point 0.11 mile west of Rt

Rollins Road--beginning at end of maintenance of Rt. 801 and extending in an
easterly direction a distance of 0.1~ mile to dead end. Length 0.15 mile.
Elm Road--beginning at a point on Rt. 147, 0.25 mile S. of Rt. 704 and extending
W. a distance of O.10 mile to dead end. Length O.10 mile.
