Board of Supervisors of Chesterfield
County, held at the Chesterfield
Courthouse on August 27, 1953, at
8:00 p.m.'
Present:

This day Mrs. Bertha Smith, wife of Jack Smith, deceased, appeared before the
Board requesting some c~mpensation for a road right-of-way tsk~n by the County
approximately 15 years age,~and
Whereas, on the advise of the Commonwealth,s Attorney that this action ~ad been
taken by the County and that said read now called the Drewry's Bluff Road,
dividing Parcels 57 and 58 of Section 23-A of our present tax maps, upon
consideration whereof and on mQDion of Mr. Goyne, seconded by ~v~. Brittou it is
resolved that the Executive Sec~-etary be and he hereby is directed to pay to
Nrs. Bertha Smith the sum of $100.00 for said right-Of-way, providing a suitable
deed acceptable by the Commonwealth's Attorney be presented.
Whereas, The City of Richmond has chose to install utility pipe lines within the
County of Chesterfield seeking only the permission of the State Highway Depart-
ment, and
Whereas, the Board of Supervisors, the governing Body of the County of Ch~
has been advised that it is protected by the laws of the Commonwealth against
such invasion,
~ow, Therefore, Be it Resolved, on motion of Mr. Britton, seconded by Mr. Goyne,
that this Board direct the Commonwealth's Attorney to institute such legal
proceedings as are necessary to enjoin and aba~e this practice with the sole idea
being that with the installation of such utility lines the County of Chesterfield
may suffer severe hardships in the future installation of its sewerage, water
~'Ad gas systems.
This day the Exec~,tive Secretary 'read a letter which he had written to the State
Water Control Board, setting forth the County's position in the treatment of
sewerage in the Ettrick S~nitary District.
Upon consideration whereof m~d on motion of Dr. Gill, seconded by M~. Goyne,
it is resolved that said letter be approved and the same be sent to the S~tate
Water Control Board.
This day the Executive Secretary read a letter from General Anderson, Governor
Battle, ~d Mr. Thomas Stanley, replying to the resolution on toll roads and
it was ordered that said letters be filed with the Board's papers.
This day again the matter of constructing a road from Rt. l0 to Rt. 618 for the
primary benefit of the Allied Chemical Company was discussed before the Board,

Whereas, it was learned that the survey which the State Highway Department wanted
to make had not been made,
Upon consideration whereof, and on motion of ~,~r. Goyne, seconded by Dr. Gill, it
is resolved that the Executive Secretary be and he he.by is directed to write to
Mr. Snead, District Engineer, Virginia Department of Highways requesting the
Highway Deparment to do everything possible to expedite this survey.
On motion oi' bh~. Britton, seconded by Dr. Gill, it is resolved that this Board
reque.st the Highway Department to inst~ll a culvert on Derwent Avenue, at the
intersection of Whitehead Avenue, at a cost not to exceed $50.00, to be paid
from the County's 35 Road Fund.
This day there a~ose a discussion concerning the action of the Hi~,'Jay Departmen
in approving permits for grade crossings across certain roads in Bermuda Distric~
Upon consideration whereof, I~tr. Goyne mad~ the following motion:
"Resolved that this Board ~>ublicly st~te that it disapproves of the
action of the Virginia Department of Highways in apr.'eying permits
for hazardous railroad grade crossings on tit. 10 and two other grade
crossingsover secondary roads in Bermuda District, Chesterfield County,
without advising or conferring with this Board relative to the same.
It is here noted that this motion died for the want of a second.
Upon further considerstion of this matter and on motion of Mr'Britton, seconded
by Mr. Gunter, the ~ollowing motion was passed:
Vfnereas, it has come to the attention of this Board that permits have
been granted to the Seaboard Airline Ry. for grade crossings on Rt. #10,
Rt. 619 and Rt. 698, without the attention of this Board, and
Wherea~, it appears that it ~'ould be beneficial to this Board if it were
advised of such action,
Now, Therefore, Be it l(esolve~, that the Board of SupervisDrs of Chesterfiel
County respectfully states to the Hil]hway Department that said Board wDuld
sincerely appraciate being consulted before the issuance of permits by the
Hi~hway Department to ~ailr~ads for grade crossings.
This day Mr. J. S. Stevenson, p~esented ~ letter requesting certain variances
in our subdivision ordinance. After much discussion it was agreed that
Gunter and Mr. Britton talk with ~[r. Geo. ~;.Gregory, Sr. o~er of the property
concerning this matter.
The Chai~nan of the Board requested the Buildings and Grounds Committee to meet
and report at a later date on the possibility of installing outlets for
fightin~ fire on the Fair Grounds and for watering graas on the courtyard.
0~ motion of I~[r. Gunter, seconded by Dr.Gill, it is resolved that the budget
be ~nended as follows:

And be it further r~solved that the Treasurer of this County be and he hereby is
directed to amend the budget as noted by this resolution.
On motion, it is Ordered that this meeting be adjourned until 10:00 a.m.
on September 8, 1953.
