Mr. R.Pin~ney Sowers, Chairman Chesterfield Cuunty Planning Commission presented
to the Board of Supervisors a copy of the "Studies and Recommendations of the
Sewerage Disposal for the County of Chesterfield."
Upon consideration whereof and on motion of Mr.Britton, seconded by Mr. Gunter,
it is resolved that this Board publicly thank and commend the Planning Commission
for their efforts in studying the sewerage problem in the County.
Mr. Edward Hudgins and others presented to the Board of Supervisors the problem
of rowdyism at Bosher's Dam, along with the plan to close off Cherokee Road at
the western end of State maintenance and to construct a temporary barricade and
a gat~ across said end, and requesting the Board's approval oF this action and
of certain changes by the Planning Department.
Upon consideration whereof, and on motion of ~r. Gunter, seconded by ~4r. Britton,
it is. resolved that this Board approve said plan for studying traffic and
coopeyate to the fullest extent in giving Police protection.
This day again the matter of street signs came before the Board and the Executive
Secretary read a letter from Mr. Crute stating that the policy of installing
street signs by the Highway DePartment would becarried out provided signs were
obtai~ned free of co st to the Highway Department.
Upon consideration whereof, the Chairman appoints Mr. Hague and the Executive
Secretary to investigate the possibility of having street signs made to the
specifications as set out by the Highway Department.
This day Mr. Dsniel Patrom csme before the Board requesting the rezoning from
Agric'ultural to General Business of the following described p~cel bf land:
In Dale Magisterial District, a parcel of land fronting 129 feet
on Rt. 708 and extending eastwardly 419 feet, said p~rcel being
approximately 600 feet south of Route lO.
There being no one in opposition prewent, on motion of Mr. Hague, seconded by
Dr. Gill, it is resolved that the aforedescribed parcel of land b e and the same
is hereby rezoned to General BusinesS.
This 'day Mr.N.E.Jones came before the Board seeking the rezoning from
Agricultural to General Business of the following described parcel of land:
In Bermuda Magisterial District, a parcel of land fronting
170 feet on the 300-foot business area of Route #l, extending
eastwardly 290 feet, being Lots 23 through 32 of Kovac Acres.
There being no one present in opposition thereto, upon consideration whereof
nd on motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that the afore-
described parcel of land be and the same is hereby zoned to General ~usiness.
?!~is day the County Road Engineer in accordance ~-ith inst ._.~ctions from this Board
made report in writing upon his examination of Hollywood Drive in the subdivi~on
of Chesterwood, in Dale Magisterial~District, which report shows that in the
opinion of the County Road Engine r it is expedient that said road be established
as a public road.
Upon consideration wh.~reof, and on motion of i~. Hague, it is resolved that
Hollywood Drive in the sub~'iivision of Chesterwood, in Dale Magisterial District,
be, and the '~;ame is herby established as a public road.
And be it further resolved that the Virginia Department of Highways be
and it hereby is requested to take into the Secondary ltoad System of Chesterfield
County, Hollywood Drive in the subdivision of Chestcrwood,in Dale Magisterial
District, from a point on Rt. 637, .16 of a mile south from its intersection
with Rt. 638, .1~ of a mile westwa~'dly to the inter~-;ection of ~[ts. 797 and Rt.
79~. This road serves 7 houses.
And be it further resolved that the Board of Su'.oervisors of Ch~.~st~rfield
County guarantees a ripeSt, of-way of not less than ~ feet to the Virginia
Department of Highways.
This day Mr. R. Pinkney Sowers, representing koyal Speedway and others, came
before the Board seeking the rezoning of the following described parcel of land:
In Manchester Magisterial District, a parcel of land fronting 735 feet on
Hull St~'eet Road and extending southwardly 300 feet as marked "Business"
on the plat of Woodberry.
Came also Mir. D. W. Murphey with a delegation of approximately ten people present-
ing a petition signed by 34 people opposing said rezoning.
C~ne also the Rev. ~oy Smith by order of the Ramsey Memorial Church, opposing
said rezoning.
Upon consideration wh:~reof and on motion of Mr. Britton, seconded by Mr.
Goyne, it is resolved that this Board deny without prejudice the requested re-
zoning of the aforedescribed parcel of land. It is here noted that Mr. Gunter
and Dr. Gill voted in the negative.
This day again the matter of rezoning a parcel of land in Clover Hill District
reque ~ted by t[obert Bassett came befoz'e the Board, and on motion of Mr. Hornet,
Dr. Gill ~cting as temporary chairman, seconded by Mr. Hague, it is resolved
that this matter ~e and the s~ne is postponed until October 13, 1953.
The undersigned County i~oad Engineer having been directed at a previous meeting
of the Board of Supervisors o£ Chested'field County to examine Derwent Avenue,
in Manchester Magisterial District, and report to this Board the expediency ~
establishing said road as a public road, reported as follows:
That he went upon said road and examined the same and is of the opinion that
there is a necessity for the establishment of same as a public road, and further:
(1) The said ro~d will be of great public convenience
(2) That it will not be of mere private convenience
(3) No yard, garden or orchard will be taken
(4) The said road is in a subdivision of land dedicated to the
Commonwealth of Virginia and therefore land owners along
said road will not require compensation.
(5) No land owner requires compensation
(6) There ~ill be no compensation
This day the County Road Engineer in accordance with instructions from this
Board made report in writing upon his examination of Derwent Avenue in the
subdivision of Derwent Gardens, in ~anchestor District, which report shows
that in the opinion of the County ~oad Engineer it is expedient that said
roads be established as a public road.
Upon consideration whereof, and on motion of I~. B~itton, it is resolved
that Derwent /.venue in the subdivision of Derwent Gardens in Manchester District
be, and the same is hereby e~tablished as a public road.
And be it further resolved that the Virginia Dep rtment of Highways be
and it hereby is z'equested retake into the Secondary i[oadSystem of Chesterfield
County, Derwent Avenue in the subdivision of De~went Gardens, in M~nchester
District, from a point on Rt. 1699, .07 of a mile east of Rt. 1698, .23 of a
mile southwardly to Rt. 1698. This road serves 9 houses.
And be it further resolved that the Board of Supervisors of Chesterfield
County guarantees a right-of-way of not less than 50 feet to the Virginia
Department of Highways
The undersigned County Road Engineer having been directed at a previous meeting
of the Board of Supervisors of Chesterfield County to examine Hollywood Drive
in the subdivision of Chesterwood in Dale Magisterial District, and report to
this Board the expediency of establishing said road as a public road, reported
as follows:
That he ;~ont upon said road and ,-:xamined the same and is of the opinion that
there is a necessity for the establishment of same as a public road, and further:
(1) The sa~d read will be of great public convenience
(2) That it will not be of mere private convenience
(3) No yard, garden or orchard will be taken
(4) The said road is in a subdivision of land dedicaved to the
Conm]onwealth of Virginia and therefore lanmowners along said
road will not require compensation

of the Board of Supervisors of Chesterfield County to examine Arrowhead Road
and Dover Ro~:d in the subdivison of Oxford-on-the-James, in Midlothian Magisterial
Distric, and report to this Bo.~rd the expediency of establishing said road as
public road, reported as follows:

there is a necessity for the establishment of same as public roads, and further:
(1) The said roads will be of great public c,~nvenience
(2) They will not be of mere private convenience
(3) No yard, garden or orchard will be taken

Commonwealth of Virginia and therefore land o~.rners along
said roads will not require compensation

the subdivision of O~,~ord-on-the-James, in Midlothian Magisterial District, which

that said ~'oads be established as public roads.
Upon conslder~tion whereof, and on motion of Mr. Gunter, it is resolved that
Armowhead Road and Dover lioad in the subdivision of Oxford-on-the-James in
MidlOthian Magisterial District, be, and the same are hereby established as
public roads.
And be ~it f~rther resolved that the Virginia Dep~rtment of Highways be and it
hereby is reque~ted to take into the State Secondary System of Chesterfield
County, Arr,??haad Road, from a point on Rt. 704, .23 of a mile west of its
intersection with Rt. 715, .22 of a mile northwestwardy to the intersection of
Dover Road; Dove~. ~{oad, from a point on Rt.704, .13 of a mile west to the
intersection with Rt. 715, .2 of a mile northwardly to the intersection with
Arrowhead Road. These ro~ds serve. 12 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right-of-way of not less than 50 feet to the Virginia Department of
Highways.
The undersigned County Road Engineer having ~een directed at a previous meeting
of the Board of Supe~isors of Chesterfield County to examine Boroughbridge ~oad
and Covington Road, Byswick Lane, Sheridan Lane, Tilford Road, Stratton Road,
~ockland Road and Media Road, in the subdivision of Forest View Heights in
Manchester M~gisterial District, s~d report to this Board the expediency of
establishing said roads as public roads, reported as follows:
That he went upon said roads and examined the same and is of the opinion that
there is a necessity for the establishment of same as public roads, and further:
(1) The said roads will be of great public convenience
(2) They will not be of mere private convenience
(3) No yard, garden or orchard will be taken
(~) The said roads are in a subdivision of land dedicated to the
Commonwealth of Virginia and therefore land owners along said
roads will not require compen-~tion

This day the County Road Engineer in accordance with instructions fr~n this Board
made report in writing upon his examination of Boroughbridge and Covington Road,.
Byswick Lane, Sheridan Lane, Tilford Road, Stratton Road, Rockland Road and
Media Road, in the subdivision of Forest View Heights, in Manchester Magisterial
District, which report shows that in the opinion of the County Road Engineer it
is expedient that said roads be established as public roads.
Upon consideration whereof and on motion of Mr. Britton, it is resolved that
Boroughbridge and Covington Road, Byswick Lane, Sheridan Lane, Tilford koad,
Stratton ~oad, ltockland Road and Media Road, in the subdivision of Forest Visw
Heights, in Manchester M giste~ial District, be and the same is hereby established
as public roads.
And be it furt]~er resolved that the Virginia Department of Highways be and it
hereby is req~ested to take into the Secondary ~oad System of ~hesterfield County,
Boroughbridge and Covington Roads, from a point on the southern end of Rt. 1906
being its intersection ~ith Rt. 1903, .38 of a mile south to Media Road; Byswick
Lane, from a point on the southern end of ~t. 1901, being at the intersection of
Rt. 1903, being at the intersection of Rt. 1903, .36 of a mile south to Media
Road; Sheridan Lane, from a point on Byswick Lane, .07 of a mile south from its
intersection with Rt. 1903, .21 of a mile eastwardly to Boroughbridge Road;
Tilford Road, from a point on Byswick Lane, .16 of a mile south to its intersectio~
with Rt. 1903, .19 of a mile east to Boroughbridge Road; Stratton koad, from a
point on Byswick Lane .23 of a mile south with its intersection ~ith Rt. 1903,
.19 of a mile eastwardly to Boroughbridge Road; £~ocklandRoad, from a ~oint on
Byswick Lane, .28 of a mile south of its intersection iwth Rt. 1903, .18 of a
mile eastwardly to Covin£~on Road; Media Road, f~om a point on Byswick Lane, .36
of a mile south of its intersection with Rt. ~903, .1~ of a mile eastwardly to
Covington Road. These ro~ds serve approximately 26 houses.
And be it further resolved that the Board of Supervisors of Chesterfield County
guarantees a right-of-way of not less than 50-feet to the Virginia Department
of Highways.
This day the letter from Mr. }~. W. Snead, District Engineer, Virginia Department
of Highways, regarding grade crossings on Rt. 10 and others was read before the
Board and ordinated filed with the Bo~rd's papers.
This day the Executive Secretary read.for the Board's hearing a letter from ~r.
Mr. Edwar~ Spain, complaining of the condition of North Street in the Ettrick
Sanitary District and it was generally agreed~that the Executive Secretary write
to ~. Spain citing the fact that this road is not in the Sate Secondary System
and there were insufficient funds for such a 2roject.
On motion of Mr. Goyne, seconded by Mr. Hague, it is resolved that this Board
request Mr. Kellam, and the County Road Engineer~ to inspect the roads in
Section C-6of Woodstock, Section B of Crestwoom Farms, and the road leading
west~from ~t. ~1 in Quail Oaks Farm.
It is further requested that Mr. Kellam give an estimate of th~cost of i~proving
Chellowe ~oad and Buckingham Street.
This day Mr. Gunter and Mr. Britton reported that they had visited Mr. George
W.Gregory andh~d worked out a solution to the road problems involved in some
of Mr. Gregory's property to tho extent that the buyer of such property will
subdivide the property in the proper fashion.
On motion of Dr. Gill, seconded by Mr. Gunter, it is resolved that this Board
requost the Virginia Departm~nt of Highways to take over the sidewalks existing
in Ettrick Sanitary District.
This day Mr. and Mrs. P. E. Kidd appeared before the Bo~rd requesting a variance
in the side yard required on their oroperty in the subdivision of Chestervale.
Upon considerat~i, on wh~of end'on motion of Mr. Britton, seconded by Mr.
Goyne, it is resolved thmt this Bo~rd grant this variance so that a garage may
be placed not less than &~ ft. 9 inches from ~he side line of said applicant,
provided t]~t a letter of approval be obtained from the adjoining property
owners.
This day Mr. Brooks, Mr. Farley, Mr. Sells and Mr. Jackson appeared before the
Board requesting ad, itional fire equipment for the Bensley Fire Department,
and wh~reas, a Con~nittee composed of Mr. Goyne, Mr. Britton, and the Executive
Sec~'etary had been ap?o]nted to study this request; upon consideration wh~.~r, eof
and on motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this
Bo~:~rd again postpone act:;or~ until the n-~xt regular meeting of this Board.
This day the Executive ~ecr~.~tary pl~ced before theBoard a arawing showing the
n~cessity for completing a lenghh of ~" pipe line in the Master Plan of the
County '~'~ater System, and
Whereas, it was the general concensus that the only proper place for a water
line -ms acress the ~'~r .perry belonging t~., Mr. Godwin, upon consideration whereof
and on motion of Mr. Gunter, seconded by Dr. Gill, it is resolved that the
Executive Secretary be ~nd he hereby is authorized to make a bonafide offer
of .[~25.00 for said easement, ~nd
Be it further resolved that if this offer is not accepted condenmation proceedings
will be instituted.
This day the i]xecutive Secretary presented a letter from the office of R~. 'Fed
Dalton, Mr. Hudgins, Mr. Minetree Fowlkes, showing receipt of tBe Board,s
resolution on toll roads.
This day the Executive Secretary read a proposed contract from the Southern
Company granting the County permission to install a water line under ~he Southern
XR. in the Villa[~o of Bon Air, and the Board requested that the Executive
Secretary seek the a~endment of some phrases in said contract.
On motion of Mt.Hague, seconded by Mr. Britton, it is res~lved that the Executive
Secretary be and he hereby is authorized to have a survey made of land to be
purchased e~st of the Courthouse S~uare and to have a survey made of the Court-
house Squa~re showing the existing building, hedges, monuments and roadways.
On motion of Mr. Britton, seconded by R~. Gunter, it is resolved that the Planning
Co~Ymission be requested to make a study of the Zoning of Primary roads and
potential industrial areas.
On motion of Mr. Goyne, seconded by ~r. Gunter, it is resolved that this Board
requ~.st the Hon. Lloyd C. Bird, Hon. Edward M. Hudgins, and Mr. Minetree Fowlkes,
to seek the passage of legislation to prevent adjacent cities from laying utility
lines in the County of Chesterfield without the written permission of the Board
of Supervisors.
On motion of Mr. Gunter, seconded by Mr. Britton, it is resolved that the minutes
of the August meetings be and the same are approved.
This day the matter of closing an alley in the subdivision of DuPont Square came
before the Board, and it appe?ring that such would be the proper thing to do,
upon consideration whereof and on motion of I~r. Britton, seconded by Mr. Gunter,
it is resolved thst the Board approves the vacation of alley in Block D, Plan
of DuPont Square as set forth in a certain instrument, bearing date April 2, 1953,
executed by Thomas Bell and others, which was presented to this meeting~ and a
copy thereof filed with the Board.
On motion the meeting is adjourned to September 29, 1953, at 8:00 p.m. at
which time it is requested that the Planning Commission meet with the ~oard of
Supervisors to discuss the contents of its sewerage plant.
