09-21-1953 MinutesVI~GIi~IA: At a call meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on September 21, 1953, at 4:00 p.m. Present: Ivy. Irvin G. Goyne and I~tr. Hague for the expressed purpose of dmscusszng the [~rade crossing on Rt. 10 and other ro,~ds by the Seaboard Airline t[ailrosd. This day Rir. Eppa Hunton, 1V, Counsel for the Seaboard Airline Railroad, RLr. C. I. Morton, Superintendent, Mr. Laing~ Resident Engineer, came before the Board and explained the project in detail saying that the estimates of the costs of the Railroad were based on a grade crossing and that said expenditure was barely justi~iable by the traffic proposed on the railroad and citing that the terms of the.permit w>~ich was issued by the Highway Department called for 2 trains daily, roadway not to be blocked for more than two (2) minutes at any time, that there must be a flasBing light signal on Rt. 10 and other restrictions. Speaking in opposition to the grade crossing were Mr. Goyne, R~. Fred Gray, and numerous citizens attending the meeting, The Co~'nonwealth's Attorney's office reported that the law had not been changed and the Seaboard Airline Railroad Company's m~ st~ll recruited to submit pla~s to the Board of Supervisors for a?.roval. Mr. Hunton st~ted that he did not a~ree that the Railroad had to submit plans to the Bor:rd of Supervisors. Upon con~idera~tion whereof and on motion of Mr. ~oyne, seconded by l'4r. Hague, it is resolw~d that this Board authorize and direct the Commonwealth's Attorney to do what is nece~;sary to require the Seaboa, rd Airline R.R. to comply with the law as pertains 'to grade cro:::zings in this County. This was par~sed bz unanimous vote. There ensued a discussion concerning businesses being started in Residential and Agricultural areas, and the Board gen~rally agreed theft these should be stooped in so far as possible. ~ On motion, the meeting adjourned until 8:00 p.m. September 29, 1953.
