09-29-1953 MinutesVIRGINIA: At an adjourned meeting of the Board of Supervisors of Chester- field County, held at the Court- house on September 29, 1953, at ~:OO p.m. Present: Mr. Irvin G. Horner, Chairman Mr. H. T. Goyne Mr. J. P. Gunter Dr. Robt. O. Gill Mr. R.J. Britton Mr. Stanley R. Hague, Jr. This day the entire Planning Commission met with the Board of Supervisors to discuss the sewerage report submitted by the Planning Commission to the Board of Supervisors on September 5, 1953. After much discussion concerning the boundaries of the proposed sanitary district and other legal questions, upon consideration whereof, and on motion of ~J~. Gunter, seconded by Mr. Britton, it is resolved t}~at this Board request the Co~nonwealth's Attorney to s~:cure from the Attorney Gen~ral a ruling on the legality of creating a new sanitary district incorporating p~rt of a sanitary district set up by the General Assembly. The matter of ownership of the property for the proposed sewer plant was discussed. The Chairman publicly thanked the Planning Co~nission for the work in presenting said report and attending the meeting to answer questions on same. On motion of Mr. ~unter, seconded by Mr. Britton, it is r~solved that this Board invite the Plannin~ Commission tD a dinner in the near future. After some further discussion by the Board of Supervisors~ Mr. Britton made the following motion,which was seconded by Mr. Gunter: That this Board tentatively approve the plan of installing a sewerage system ~s ?r~?osed by the Planning Co~nission~ subject to a study of the boundaries and certain legal requirements. Upon further dicc~:zsion it ~-~as agreed that this motion would be withdra-~n. T?~is day the t:~ec ~ti-e Sec~'etary pr~:sented to ~;he Board a contr~ct duly signed by Mr. i~obt. Lloyd, along ~ith a check for $2310. O0, to cover the cost for certain water pipes in the Granite Hills subdivision, this being 'the standard contract to cover such matters ~nd having been approved by the Commonwealth's Attorney, on motion of Idr. Britton, seconded by Mr. Goyne, it is resolved that this Boa~-d a?~rove said contract and authorize its Chairman to sign on behalf of this Board. This day the ilxecutive Secretary presented a contract duly signed by the Land Com~mny of ¥irginia, Mr. Stuart O. ~]chmidt, President, which contract is for instsllinz certain ~.~ater lines north of Granite ~toad, at an expense of approxi~nate. ly ~1551.00. This being the standard contract and approved by the Commonwealth's Attorney, on m:.~tion of Mr. Britton, seconded by Mr. Gunter, it is resolved that ti~is Bo.~rd apda. rove said contr~ct and authoriZe its Chairman to sign same provided a check for the ~bove amount is received from the L~nd Company of Virginia. Lonzest and Mr. Nebol on a short extension of 2" line on kail- road ~ven2e. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Gunter, it is resolved th,~t the Utility Department be directed to extend a 2" line from Dodameade Street on kailroad Avenue so that meters may be installed to the aforementioned customers. This day the Exec~'~tive ~3ecmetary a~vised the Bo.?rd of Supervisors that Mrs. Margaret C. May had comple ~ed t}'~e work of re-indexing for the Clerk and that a bill ~or same in the amount of ~4,140.00 would be paid. This day t]~e :;:xec~tive Sec~"etary pr:-~:sented a letter from the Hon. Lloyd C. Bird, Hon. Ed'~ard ~d. HudKins, and Mr. ~dinetree Folkes, said letters, conderning the lay- ing of utility lines by the City of i~ichmond in the County of Chesterfield, wzre ordered to be received and filed. Upon consider~tion wh~/~'.eof, and on motion of Mr. B~'itton, seconded by Mr. ~Goyne, it is r~solved that thzs B~erd re2uest the Highway Depart~ent to improve poritons of' ,,e::tover Gardens B:~ul~vard, ?ark D~'~ive and Spring ~oad Drive, as pe~ s:zreement of receut lett~.s, and the expense be charged to the 3¢ i~oad Fund.
