VIRGINIA: <br /> <br />At an adjourned meeting of the <br />Board of Supervisors of Chester-{ <br />field County held at the Court- [ <br />house on )lay 20, 1954, at 8:00 p~m. <br /> <br />Present: <br /> <br />Mr. Irvin G. Homer, Chairman <br />Mr. H.T. Go}me <br />Mr. J.P. Gunter Nr. R.J. h~itton <br />Mr. Stanley R. Hague, Jr. <br /> <br />Absent: <br /> <br /> Dr. Robt. 0. Gill <br /> <br />This day the Executive Secretary read a legal opinion from blt. Ernest Gates <br />concerning the jurisdiction of the County in the case of the location of the <br />convict camp within the County. Mr. Gates pointed out that whereas the Zoning <br />Ordinance had a provision making it necessary for goverrunental units to obtain <br />a Use Permit for such action, that such or~iinance as it pertains to goverr~nental <br />buildings is void and unconstitutional, l~his opinion was read and filed with the <br />BoardWs papers. <br /> <br />On motion of Ar. Go)-ne, seconded by Ar. t~itton, it is resolved that this Board <br />withhold the hiring of Mr. Richard Jonesto collect our delinquent Personal pro- <br />perry taxes for a period of sixty (60) days in order that the measurer may make <br />some effort to collect said taxes. <br /> <br />On motion of ~lr. ~itton, seconded by mr. Goyne, it is resolved that the <br />Executive Secretary be and he hereby is directed to have installed a street <br />light on Be llsW Road immediately west of the City line. <br /> <br />On motion of Mr. Britton, seconded by Mr. Gunter, it is resolved that this L%oard <br />a~low Mr. W.L.5. Blankenship, who owns a Utility Construction Company to install <br />water lines in his own subdivision in Westlake Hills, provideda 6" water line is <br />installed from our present water line on Bliley Road to the intersection of <br />Netherwood Road, which distance is approx/mately 1200 feet, and given to the <br />~ater Department of the 0ounty. <br />And provided further that he installs a ~" line on Netherwood Road, a distance <br />of approx~ately 700 feet under our present policy. It is further resolved that <br />this t~oard will allow Er. Blankenship to install water meters to the lo~s of <br />this su~ivision paying to the County $~0.00 for each such meter installed in <br />return for which the County will furnish 211 materials exclusive of copper pipe. <br /> <br />This day hr. C.F. Kellam, of the ~ighway Department came before the Board to <br />explain the location of the convict camp in Chesterfield County. He cited the <br />fact that if notification had been given before the acquisition of the land the <br />monetary consideration would be considerably increased. A petition was also <br />presented signed by a large number of citizens opposing the location of a <br />convict camp on Rt. 653, <br />After some general discussion and on motion of ~r. h~itton, seconded by Mr. Gunter <br />it is resolved that this Board record its general approval of lo¢atir~ a convict <br />camp in the County of Chesterfield, provided a suitable location can be obtained. <br /> <br />Mr. Kellam cited the fact that there were two other locations in the County, both <br />on Rt. 604, between Five Forks and i~s intersection with Rt. 10. <br />On motion of Mr. Hague, seconded by M~. Gunter, i~ is resolved that this Board <br />set May ~lst at 8:30 p.m. as the dat~ and t/&ne to have a public heari~ to hear <br />the views of citizens living on this road pertaining to the location of said con- <br />vict camp and the proposed site. <br /> <br />This day ~r. I).W. Murphey representing ~r. ~. E. Browder, came before the Board <br />requestiag a varian¢~ in area requirement for constructing homes in the sub- <br />division of ~unpthill Heights. Upon consl~eration whereof it was agreed that this <br />matter be deferred until a later date. <br /> <br />q~is day the ~ard interviewed for the position of County Engineer the fei]owing <br />men: <br /> <br />Mr. Stephen ii. Clarke from the Architectural firm of ~. Tucker Carlton, came before <br />the Board presenting the final plans for Chesterfield County's Health t~ildin~. <br />On motion of ~h~. Hague, seconded by Ar. Goyne, it is resolved that this ~oard <br />approve the final plans as submitted. <br /> <br />On motion of }ir. Gunter, seconded by Mr. ki~itton, it is resolved that this Board <br />approve the final payment to the engineering firm of Perrow and ~rockenbrough in <br />the amount of $3618.20. <br /> <br />On motion, the meeting is adjourned until 8:00 p.m. May 31, 1954. <br /> <br />/ ' ExeCutive Secretary <br /> <br /> <br />
