the Board for ~he month of March, 1950, in the amount of $1240.00, of which the
County has paid two-thirds or $~26.67, the remainder to be paid by the State, and
the Board approving the report, the same is filed.
This day Mr.M.A.Cogbill, Commonwealth's Attorney, submitted his report to the
Board for the month of March, 1950, showing expenses incurred in that office
in the amount of $558.33, of which the County has paid on.e-haLfds or $279.16,
the remainder to be paid by the State, and the Board approving the report, the
same is filed.
This day Mr. O. B. Gates, Sheriff, submitted his report to the Board forthe month
of ~ebruary, 1950, in the amount of $897~2~, of which the County has paid one-third
or $279~, the remainder ~o be paidby the State, and the Board approving the
same, the report is filed.

on motion, it is resolved that the sum of $250.00 be and the same is hereby
appropriated from the unappropriated surplus of the General Fund forthepurpose
of advertising the County of Chesterfield through the publications of the Ruritan
Clubs.
On motion, it is resolved that the Virginia ~eparUnent of Highways be and it herebyti
is requested to take into the Secon4ary System of Highways the Jahnke Chapel Road
in Manchester District.
This day again the hatter of tieing in the 12" storm sewer at the Virginia State
College into the 2~" storm sewer of the Ettrick Sanitary District came before the
Board. Upon consideration whereof, and on motion it is resolved that the application
for permission to connect the 12" storm sewer from the Virginia State College into -
the 24" storm sewer of the Ettrick Sanitary District, be denied.
And he it further resolved that the Executive Secretary forward a certified copy
of this resolution to the Institutional Engineering Division, State Budget
Department.
This day the Executive Secretary presented to the Board a letter from Mr.C.S.Mullen~,
Chief Engineer, Virginia Department of Highways, concerning an underpa~s for traffi~
~tering the DuPont Plant. On motion, t~e same is received and filed.
On motion, it is resolved that the State-wide Plumbing Code as set out in the
Code of 1950, be and the same is hereby adopte~ as the Plumbing Code for the County
of Chesterfield.
This day the Executive Secretary presented to the Board an Ordinance heretofore
authorized by this Board to be advertised for adoption on this day. And it
appearing that said advertisement has been made in accordance with law, and no
person appearing in opposition thereto, the s aid Ordinance is on motion adopted,
and the marne is ordered to be filed in the papers of this meeting.
Whereas, ~he Ordi~ance known as the Chesterfield County Building Code, heretofore
today adopted' by this Board as an emergency measure is operative for only a period
of sixty days, and
Whereas, it appears necessary and proper to persanently adopt such an ~rdiasace, aqd
Whereas, there are certain small am~emdments to be includes in said Ordinance robe
made permanent, it is on motion, resolved that the Executive be and he hereby is
directed to advertise in ad~ordance with law the fact that this Board will. take
under consideration the adoption of the said Ordinance as amended on the 9th day
of May, 1950.
On motion, the Executive Secretary is authorized and directed to obtain a listing
in the Richmond Telephone Directory as follows:

This day again the budget for 1950-'51 which was tentatively adopted on Marchl4,
1950, and h~ ving been advertised according t;o law, was again considered and it is
resolved on motion, that the Budget, including the budget of the Department of
Welfare and the School Budget, be, and the same is hereby approved and adopted as ~he
budget for the year 1950-'51.
Whereas, in accordance with law, the proposal to adopt and fix levies required by
the budget for the year 195-'51 has beenmade public according to law, and
¥~ereas, this day was fixed for the public hearing of same.
Now, therefore, on motion, it is resolved that the following general levies for
the County of Chesterfield in support of this budget heretofore adol~ted be and
the s amc are fixed to-wit:

This day the Executive Secretary presented to the Board an order from the Circuit
Court of the County of Chesterfield allowing to Richard L. Jones, Arty-At-Law, for
his services in connection withthemase'~.of the Commonwealth of Virginia vemmms
Jimmie T. Clark and the Commonwealthof Virginia Vs. Burrell Goode, the aggregate
sum of $30.00. Upon consideration whereof, and on motion, it is resolved that
the said sum of $30.00 be paid ~o Richard L. Jones, Atty.-At-Law.
This d ay the Executive Secretary presented t o the Boaz'd a letter from Mr.W.F.
Woodson, Senior Engineer, City of Richmond, along with a copy of the subdivision
ordinance, of theCity of Richmond, wher~in, it is explained that the City Planning
Commission desired Section 4, Paragraph (b) of the Ordinance be amended to read
45 days instead of 30 days. Upon consideration whereof, and on motion, it is
resolved that the said letter and ordinance be received a nd filed.
This day the Executive Secretary presented copies of the audit of the County of
Chesterfield and J.Wm. Dance, Treasurer, made by A.M.Toler and Company, for the
fiscal year ending June 30, 1949. Upon consideration whereof, and on motion,
it is resolved t hat the same be received and filed.
on motion, of Mr.J.G.Hening, it is resolved that the auditing of the records of
the County of Chesterfield and the Treasurer for the fiscal year ending June 30, 1~50,
be and the same is hereby awarded to the A.M.Toler and Company on the basis of
$1,000.00. ~
This day Mr.H.T.Goyne, member of this Board, presented a letter f rom ~lr. Wm.H.
Kuhl, of the Chesterfield Volunteer Fire Dept. ~6, at Enon and Rivermont areas,
and upon consideration w~reof, the same isr eceived and filed.
And be it further resolved that the Executive Secretary's action as indicated by
the letter be and the same is hereby approved.
Onmotion, it is resolved that the Executive Secretary be and he hereby is authoriz
to purchase 600 feet of 3/4" fire hose at 60¢ per foot, for use at the Bensley
and Bon Air Fire Departments.
This day the Executive Secretary presented to this Board a letter from Miss Lucy
Corr, Supt. of Dept. of Public Welfare, in Chesterfield County, showing a resoluti

passed by the Local Board of Public Welfare concerning the transfer of certain
funds from General Relief to Uld Age A~sistance. Upon consideration whereof,
and on motion, it is resolved~that the transfer of $110.O0 of Local Funds from

This day the Executive Secretsry stated to t he Board that he had communicated with
I~r. R. N.Winfree and I~r. R. M.Eike~concerning the continuance of their services
in assessing improvements of buildinsgs for the tax year 1949, and that these
gentlemen had declined to further continue the work.
Upon consideration whereof and onmotion, it is resolved that the present Board of
Assessors ~d Equalization be and they are hereby requested to make the assessment.
Onmotion, it is resolved that the Assessors, l~r. James Sowers, ~lr. V.I.Burgess and
Mr. C.C.Phillips, be paid the sum of $15.O0 per day for t heir services as assessors.
It is here noted that the Chairman of this Board appointed Dr. Robt. O.Gill for thel
position as a member of the Water Committee of this Board.
This day again the nmtter of ther~zoning of certain areas of M~nnchester and ~idloth~an
Districts came before the Board, and it appearinM that the advertisement had been
had as required by law, and that t~e said matter had been con~ inued from a previous!
meeting. Upon consideration whereof, and on motion of Mt. James W.Gordon,Jr.,
it is resolved that the re,zoning of said areas be approved and adopted as follows:
The following property lying in Midlothian and Manchester ~agisterial

un motion, it is resolved that the Executive Secretary be and he hereby is directed
to confer with Mr. Joseph Isaacs concerning the automobile graveyard maintained
and operated by him. The Executive Secretary is requested t o report back to this
Board.
On motion, it is resolved that the Chief of Police of this County be at, he hereby
is requested to direct his men to give special attention to t he dumping of trash
and other materials along the roadways in this County, and discourage as far as
possible the dumping of trash, etc. on the property of others and along the
highway s.
It is resolved that this Board pay tol~r.O.L.Hopkins the sum of $70.00 for his
services in obtaining the rights-of-way on Buford Road.
On :notion, the Virginia Department of Highways is hereby requested to make the
install-~ tion of a culvert and place gravel over same, on the north side of Rt.678,
Providence Road, a short distance west of the Adkins Road, expending a sum not to
exceed $25.OG~, charging same to the 3¢ road levy.
This day the Executive Secretary reported to the Board that l~r. Hayes of the J&B
Shows who had occupied the Fair grounds during the past winter, agreed t o pay the
sum of $125.00 for such occupancy. ~pon consideration whereof, and on motion,
it is resolved that the said sumof $125.00 be and the same is her~yaccepted.
On motion, it is resolved that the Executive Secretary be and he hereby is directed
to confer with l~r. J. Gordon Bennett, Auditor of Public Accounts, concerning the
installation ora proper system in the Utility Department of this County, and make
report to this Board.
This d~y Mr. Roy Laffoon, appeared before the Board as Chairman of the Committee
of the Ettrick Sanitary District, and presented to the Board recommendations
concerning the sewer and water systems therein. Upon consideration whereof,
and onmotion, it is resolved that this Board adopt the terms and general provisions
of the ~e6ommendations so submitted by Mr. Roy Laffoon.
Considerable discussion having been had between the Committee of the Ettrick Sanita
District and this Board, concerning the various affairs of the EtDrick Sanitary
District, and particularly the return from the sale of ~;ater in the section known
as Bassville outside of the EttrickSanitary Distri~t~ upon consideration whereof~
and on motion, it is resolved that it be here stated in the record that the avaizs
from the sale of water from the Ettrick Sanitary District to Bassville be ~aid
to the Ettrick Sanitary District.
It is here noted that this Board has requested the Chairmau of the Ettrick Sanitary
District Committee to submit to this Board a figure in money for which they would
be willing and agreeable to transfer the property of this County, and make report
to this Board.
This day ~k~. H.C. Hancock appeared before this Board and presented a Plat to the
Board showing the location of the old Providence Road at Falling Creek and the new
Providence Road that has b eat recently built by the Department of Highways and
requested this Board to abandon its interest in said old portion of road a s
indicated bn the Plat. Upon consideration whereof, and on motion, it is resolved
that this Board relinquish any right it may have in said old portion of said
Providence Road, a s shG~n on said Plat.
On motion, it is resolved that the minutes of the previous meetings b e and the
same are approved.
