This day the application of A,~.R.G.Brooks for a Use Permit for a recreational center on t he south side of the James River, three miles west of Route #147, and the Cama~k Road, came before the Board and there appearing several citizens in opposition ~ thereto, filing petitions with this Board. Upon c onsid~ration whereo~, and on motion, it is resolved that the applicatio~ for this Use ermit be and the same is. hereby denied, i This day the matter of the application for r ezoning filed by Mrs. J.~.Wray of that certain parcel of land in Bermuda District, Chesterfield County, described as b ein~ immediately east of Bellwood Depot, fronting 363 feet on the east side of Rt. #l, ~ extending back 540 feet, and immediately south of s aid Plot 200 feet fronting on i the east side of Rt. ~l and extending back 400 feet~ Upon consideration whereoF, and on motion of ~ir.H.T. B.Dixon for the rezoning of a Residential District to General Busir~ ss in Manchester District, the same being a triangular lot 73.5 feet by 155 feet on the north side of Stocktoa Street, immediately west of the Atlantic C~st Line Ry., on record as Lot 6, Block 4, Broad Rock Heights~ Upon consideration whereof and on motion, it is resolved that this application be denied. This day ~.v~,,. W.L. Damewood of Manchester District appeared before the board se~tiE~ out certain conditions of a roadway adjoining this property which is known as Rt. 165~. Upon consideration whereof, and on motion, Mr. J.C.NcKesson and the Executive Secretary are directed to make an inspection of this road and repot to this Board. This day A~. Bennie Taylor came before the Board and made certain complaints about Rt.1695 in Manchester District,Chesterfield County. Upon consideration whereo~, and on motion, it is resolved that the Executive Secretary a nd ~. J. C. McKesson, member of this Board from t hat District, be, and they are hereby directed to make an inspection of this road and report to this Board. This day A~Ar. R.t~.PattersonL came before the Board and requested t~is Board to have Bartee Road and Chuckatuck Avenue, taken into theState Secondary System~ as was agreed upon approximately 2 years ago (these two streets in Section 2-A of GreenAcres Subdivision). And it appearing that numerous houses have been built upon these streets and the same said streets have been brought up to the old standa of specifications required by the County approxinately two years ago, upon consider whereof, and on motion, the Executive Secretary of thisBoard is authorized and directed to write a letter to Mr. Patterson saying to him that this Bos%-d will request the State Dept. of Highways to ~e the said streets into the Secondary Syst of Roads when sufficient allocation is available. This day l~r. E.J.Gorman, Game Warden, presented to thisBoard certain claims for livestock and fowl killed by dogs. Upon considerationwh~reof, and on motion, it is mesolved that same be paid. ~d ~tion ~m This day representatives from theEnon Fire Dept. came before the Board and requeste~ this Board to furnish that Fire Dept. wi~h a siren for the building at Enon. Upon consideration whereof, and on motion, it is resolved that the Executive Secretary be and he hereby.is directed to purchase a siren for the Enon Fire house at a price not to exceed $250.00. on motion, it is resolved that the ExecutiveSecretary place the proper amount of insurance on the fire house at Enon, the said building being on the public property belonging to the school. This day the Executive Secretary presented to the Board a letter from General J.A. Anderson, State Highway Commissioner, concerning the additions ao and an abandonmen~ to theSecondary System of rcads in G~esterfield County in the Village of Chester kno~ as Rt. #lO. Upon consideration whereof and on motion, it is resolved that the same be received and filed with the papers of this Board. This d~y Dr. E.C.Gates, Health Director, ~.ame before the Board and stated that during the several rabies clinics recently held in this County the veterin, arians w~ho. ran.de, ed the services free had some loss in the breakage of needles and syrznges and that the Board waw so minded it would be fine if they could reimburse these .veter!a. ar~anls' for same. Upon consideration whereof and on motion, it is resolved that this oo~ra reimburse the several veterinarians for the loss in breakage of needles and syringels used in the several clinics. And be it furtherr esolved that the Executive Secret~ry be and he here~y is directed to write a letter on behalf of this Board thanking the several veterinarians for their services rendere~ in this connection. This day the Executive Secretary read to the Board a letter from Miss Maizie Barbe~, Rt. #9, Richmond, Virginia, requesting this Board to exempt her little dog from th~ vaccination for rabies as required in the recent ordinance adopted by this Board. Upon consideratio~ whAreof, and it appearing that this $oard has no authority to exempt any particular dog, the request is denied. This day the matter of the contractural petitioners for water service in the County of Chesterfield came before the Board, and upon consideration whereof and on motion it is resolved that it is the policy of this Board to require the minimum payment for the use of water when the sa~ is made a vaitable by reason of the contractural petition presented by persons until the 12% am~ua~ return is shown for the use of water on the particular water system. On this matter Dr. Gill voted "No" and asked that his vote be so recorded. Whereas, by Chapter 383 of the Acts of the General Assembly of Virginia of 1950, it has become ~he duty of the Judge of the Circuit Court Of Chesterfield County to appoint a Judge and a substitute Judge of the Juvenile and Domestic Relations Court of said County, and Whereas, in said Chapter of the Acts of 1950 ~t~ is provied that the Judge of said Court may appoint the same Judge and substitute Judge for the County of Chester~'ieSid and the City of Colonial Heights when the Board of Supervisors of Chesterfield County and the Council of the City of Colonial Heights shall agree t o unite in the establishment of a Juvenile and Domestic Relations Court. Upon consideration wher~of, it is on motion resolved that the Board of Supervisorm of Chesterfield County unite with the City of Colonial~H eights in the establishment of a Juvenile and Domestic Relations Court. Thi,s. day a statement from Wiley and Wilson was presen~ e~ to the Board in the amount of $200.00 and it appearing that said amount is the a~reed amount for the stu.dy m~e by Wiley and Wilson, Inc., Consulting Engineers, for services in connection with tSe Join t report on sewage collection and disposal for the City of Petersburg, Virginia, ~ttrick Sanitary District, Central State Hospital, and the Virginia Stat~ College. Upon consideration whereof, and on motion, it is resolved that the same be paid. ~n motion of ~4r. James W.Gordon, Jr., it is resolved that Dr. Ro~t. O. Gill, H.T.Goyne and the Executive Secretary be and they are hereby appointed tomake a study in conjunction with the Et~rick~a~er Committee the matter of sewage collection and disposal in the Ett~ick S~itary District and report to this Board. This day the Executive Secretary presented to the Boated a letter requesting this Board to grant ~'~r. Chas. E. The Board of Supervisors for said County has, or will provide sufficient funds through cash appropri~Zions, and/or levy, to complete this project If the School Board ha4 sufficient funds on hand to complete the project, permissic is hereby granted for the use of said funds, for the pArpose designated in the application. on motion, the Ordinance concerning compulsory vaccination of dogs for rabies is hereby adopted: AN ORDINANCE Requri~ing that all dogs in the County of Chesterfield,~irginia, four (~) months old and over, be inoculated or vaccinated against rabies, requiring the owner of any such dog, or his agent, to have such dog inooulated or vaccinated against rabies; prohibiting the issuance of license tags for dogs in the County of Chesterfield unless satisfactory evidence be furnished the Treasurer of said County that such dogs have been inoculated or vaccinated against rabies, and providing penalty for t'hc violation of any of the provisions of this ~rdinauce. ~nder authority of Sections 29-196, and 29-188.1 of the Code of Virginia 1950, the Board of Supervisors of the County of Chesterfield, ~irginia, doth ordain as follows: SECTION 1. It is required that all dogs four (4) months old and over in the County of Chesterfield be inoculated or vaccinated against rabies. SECTION 2. It is reqmired that the owner of any dog four (4) months old or over, in the County of Chesterfield or the agent of such owner, have such dog incoulated or vaccinated against rabies, whether the owner of such dog, is a resident of said County or such dog is merely beiEgkept in s aid County, and the owner, or his agent of a dog, broughtinto the County for hunting or other purposes shall ha~e his dog inoculated or vaccinated for rabies before b~inging said dog into this County. SECTION 3. On and after July 1, 1~50, no license shall be issued by the Treasurer of the County of Chesterfield or his agent, for any dog unless there is presented to said Treasurer or his agent, at the time application for lisence is made, evidence satisfaatory to him or his agent that such dog has been inoculated or vaccinated agains~ rabies within the past eighteen (18) months. SECTI ~I 4. Vaccine for the incoulation required hermin shallbe furnished by the County of Chesterfield. The s aid vaccine to be purchased bythe Local Health Department and the same is robe dsitributed by said Department for use in such clinics as may be arranged by said local Health Depart~ment. SECTION 5. Any person who fails to comply with or violates any of the terms of said ~rdinance shall be punished by a fine of not less than Five (~5.O0 Doll~rs nor more than Fifty ($50.00) Dollars. SECTION 6. An emergency existing this Ordinance shall be in force from its passage ugh This day again the matter of the sale of a portion of old Rt. lO in Chester to Harry J. Moody, came before the Board, and the Executive Secretary presented to the Board a certified ~opy of the Circuit Court of Chesterfield County rescimding its former order approving the sale to Harry J. ~oody at $25.00, and Whereas, the Court in its order directed this Board to reconsider the matter, and Whereas, there was presented to this Board a written offer of G.u. Truby of $300.00 fora portion of the land, or/$3~0~00 for the whole strip of land, and Whereas, ~lr. Le~twich Bowles, througha letter filed with this Board's papers withdrew his cl&im and interest insaid strip of land, and Whereas, it appearing proper to do so, the Board through Mr. Harold T. Goyne, requesl,ed Mr. Louis J. Longest, a Real Estate ~gent in t he Village of Chester to appraise sa~d strip of land, and the appraisal was f ixed at $200.00 to $250.00, and Whereas, this Board had in good faith entered into the sale of said land with Harry J. Noody and that said Harry J. Moody had accepted the same in good faith and had expended a large sum of money in erecting a building thereon, and Whereas, this Board doth upon the appraisal and a personal view by members of this Board, fixed the value of said land at $200.00 and the said Harry J. ~oody hsd offered to pay said sum of $200.00, Upon ~urther consideration whereof, it is on motion resolv ed that this Board doth accept the offer of Hrry J. Moody of $200.00 for said strip of land, and doth request the Court to approve this male of said land to Harry J. Moody for the sum aforesaid.i And be it further resolved that the offer of A~. Whereas, this Board's attention has ~een called to the fact that certain persons and subdividers are using the practice of recording the s ale of lots in subdivisionsi in ~he County of Ches~ erfield by various means of description in the deeds in violation of the Virginia Land Subdivision Law as set out in Chapter 3~69 Acts of 19~6 and Chapter 471 of the Acts of 1948, and Section 15-781 of the Code of 1950 and the ordinance adopted by this Board of Supervisors in pursuance thereof, and Whereas, it appears there are certain duties~imposed on the County Clerk in reference thereto.
