This day again the ma tter of appr oving tile plans as submitted by the Engineering
Firm of Perl'ow and Broc;u::nbrough carne beì10re the Bourd. Upon cUr!¿Üder:ition
whereof, and on motion of Ja-,¡es¡.[. Gordoll, Jr., seconded by J. C. j':lcKosson, it is
resolved that this Board reqU<·~3t Perl'ow and I:kockenbrough to revise their report
in the light of their recent findings c0ncerning the quarry and re-sul)'.1it it to
this Boa d.
It is here noted that H. T. Goyne voted in the nei.',éltive.
It is here noted that ,-Jr. H. T. Guyne introduced a motion to amend the proceding
motion to include a l'e-sul'vey by the frim of VJiley ami V!ilson to cÌle ck Perrow and
Brockenbruugh as to the ade,JUacy of the source of water as proposed. This :notion
as to the amendment was not passed. Hr. J. G. Hen~ng and ¡,Ire II. r. Goyne voted
affirmatively.
Upon further consideration .'1'. H. T. Goyne offûred the following ;:lotion:
"That the Chairman appoint a COi:lIÜttee to investigate and confer with Perrow and
Brocken brough in the ¡,latter of the corrected repor·t r eJuested by this Boa:;-·ù."
This motion died for the want of a sücond.

It is here noted that ¡Ir. J. C. I,IcKesson introduced the follcw ing ulotion: ¡

"Whereas, it is apparent that there ha s been no overaU engineering or pla.'1ning i
in the develop;nent of the v:Jrious wc.tex' systens now being operated by the Countt
of Chesterfield and that orderly dtwelop;1ent of water systems in the future I
cannot be expected without a chance in the County's prescnt adninistrative i
set-up for vfa ter services; and :

vlhereas, it is now imperative that this Board should not ,nake further appropriai
tions or expenditures for water sJstems until it obtains the services of a
trained and qualified engineer, on a permanent basis, accountable to the Board I
and upon whom the Board can rE:ly. I
Now, therefore, be it resolved, that the Board of Supervisors of Chesterfield I
County employ a competent, qualified engineer, whose duties shall be to advise I
the Boa rd Con cerni ng all problems of engineering parti cularly problems of water I
supply and ¡'later systems; to direct and SUpf.i'vise the operation of the present i
\.¡ater systems of the County; and, in the future, to engineer, supervise and ¡
direct the planning, procurement, installation and operat ion of all water
syste:ns, extensions of watel' s/ste;¡¡s, res(~rvoirs, sources of 1,-fater supply and
all other :natters pertain~ng to COW1ty \,ater sj'steiJS, subJect to the direction
and ap;,roval of the 130urd of Super'visors. II
Whereas, no member of the Board of Supervisors of Chesterfield County nor any
present employee of the County is professionally qualified to intelligently
plan, insta'l or operate water systems; and
The above motion was deferred to a futtlr'e meeting of the Board.
Ordered that the meeting be nmv adjourned until April 10,1951,at
10:00 a.m.
