This day Mr. Michael Elko appeared before the Board requesting that a road a. djacent
to his property on the Woodpecker Road, running northwardly approximately 1/2 mile
be taken into the Secondary Road System. Upon consider~tion whereof, and on
motion of P.W.Covington, it is resolved that the County Road Engineer make an
examination of this road and take sm h steps as necessary toh~ve it taken into the
Secondary Road System.
This day I,~. Irby Brovm and L~.I.T.Wills appeared before the Board requesting
that some steps be taken to install a water system in Elkhardt Heights, Ruthers Road
and the Providence Road area. Upon consider~,tion whereof, and on motion of
W. A. Hornet, it is resolved that the Executive Secretary be and he hereby is
instructed to make a study of this area and report to the Board at a later time.
The following applications which had been properly advertised came up for action:
In Manchester District on the Snead Road, near Bangle's Oozier, an application for
I a Use Permit to operate a local business in a private home in an Agricultural area.
This application is made by Mrs. A. W. Tooley and is to establisha local store
in her home. The application was considered ~t a previous meeting of the Board
and was h eld over for further investigation. Upon considem tion whereof, and there
appearingunO one objecting to this permit, it is resolved on motion of W.~.Horner,
that the se Permit be granted Mrs. A. W. Tooley to operate a local business in her
home.
This day Mr. Bro~ of Bowen and Brown, representing ~,~r.W.P.Leonard, who had
applied for rezoning on Jahnke Road, appeared before the Board asking that the case
held over until the meeting of the Board on December 9, 1947, on account of the
illmess of Mr. Bowen. Mr. Brown further requested that the application of Mrs.
Maude Harris for rezoning ~e withdrawn, and on motion of W.A.Horner, it is resolved
~hat the case of Mr.W.P.Leonard be continued until the next meeting of the Board,
and th~ the application of Mrs. Maude Harris be withdrawn.

This day the matter of rezoning of an area at the intersection of Rt.61~ and
Rt.68)~ made by Betty and John Jefferson came up for action, and upon consideration
whereof, and on motion of W.A.Horner, it is resolved that thismatter be held until
the meeting of the Board on November 25, 1947, at 8:00 p.m.

This day the application made by I~r. Geo. J.Gross for rezoning at the intersection
of ~t.637 and Rt.737 came up for action. Upon consideration whereof, and on motion
of V;.A.Horner, it is resolve~ that the area at the northeast corner of the intersec$ion

on motion of T.D.Watkins, it is resolved that the Virginia Separtment of Hi~hways
be and it hereby is requested to take such steps as possible for the immediate
improvement of Jahnke Road, Rt.686, from Bon Air to Richmond.
This day the Executive Secretary stated that a piece of fire equipment had been
delivered to the Bon Air-Southampton Department and stated it was essential that
this Separtment be covered'by our insurance policy for volunteer firemen.

This day Mr.T.D.Watkins stated he had-received a request for the improvement of
a road running westwardly from ~t.653; knownas the Budd Road. Upon consideration
whereof, and on motion of T.D.Watkins, it is resolved that the County Road Engineer
be and he hereby is instructed to investigate this roa~ and take such steps as
necessary to have it taken into~the State Secondary System, if it meets the
requirements of the same.
This day there was presented to this Board a "Public Notice" si~ned by Lt. Col.
Garrett Byrnes, fixing November 13, 1947, as the time for protests to be ~mde to
the closing of the drawspan of the Seaboar~? Air Line Railroad Company's Bridge
over the Appomattox River, n ear Hopewell, Virginia.
Upon consideration whereof, and on motion of W.A.Horner~ duly seconded, it is
resolved, that it is the opinion of this Board that the closing of the said
drawspan between the hours of 6:00 p.m. and 6:00 a.m. daily will interfere with
~avi~ation and that the permit asked for should not be granted.
And be it further resolved, tlRt W.H.Caldw~ll, Executive Secretary of this Board
be, and he-hereby is directed to pres ent this resolution to the District Engineer
at Norfolk, Virginia, and represent thisBoard before said Engirs er in its protest
to the granting of permission to close said drawspar~ between the hours of 6:00p.m.
