VIRGINIA: <br /> <br />At an adjourned meeting of the <br />Board of Supervisors of Chester- <br />field County, held at the Court- <br />house on March 17, 1948, at <br />8:00 p.m. <br /> <br />Present: <br /> <br />J. G. Hening, Chairman <br />H. T. Goyne <br />P. W. Covington <br />Irvin G.Horner <br />J.C.McKesson <br />James W. Gordon, Jr. <br /> <br />The Executive Secretary stated that the adjourned meeting was f or t he purpose of <br />considering an application made by Mrs. C.T.Chappelle for a Use Permit to extend <br />a non-conforming use in Midlothian Magisterial District on Butte Road to a lot <br />which has been purchased since the adoption of the Zoning Ordinance on December ll, <br />1945. Whereupon the Chairman called on Mrs. Chappelle to s tare her request. <br />Mrs. Chappelle very thoroughly informed the Bca rd concerning the establishment and <br />development of the chicken business no, operated by her on Butte Road in Midlothian <br />District and stated that a s far as she knew the neighbors who were living and had <br />been in the neighborhood all along were not objecting to the enlargement of this <br />business, but t he property owners who had purchased property since the chicken <br />business was established w~re the ones doing most of the objecting to the enlarge- <br />ment of this chicken business. Mr. R. Pickney Sowers, Atty., presented the <br />following witnesses: ~ss A. J.Smith, Mr. E. F. Garrett, Mr. J. W. Epperly amd <br />Mr. A. F. Bass, who all testified that they owned property in or near the vicinity <br />of the chicksn business operated by Mrs. Chappelle and stated that they objected <br />~ery much to the granting of this Permit because of the effect it would have on <br />the valuation of their property and in practically every instance they stated that <br />they had purchased the propsrty with the intention of building a home but if the <br />chicken bmsiness expanded it would be necessary to dispose of their property and <br />not establish homes there. <br /> The Chairman stated that the Board as a Committee had visited the site of the <br /> chicken business and had familiarized themselves with what the situation was. <br /> Upon consideration whereof, and on motion of James W. Gordon, Jr., it is resolved <br /> that the Use Permit reqgssted by Mrs. C. T. Chappelle for the extension of a non- <br /> conforming chicken business on the Butte Road in Midlothian District to property <br /> purchased since the enactment of the Chesterfield Zoning Ordinance, be, and the <br /> same is hereby denied. <br /> On which Mr.H.T.Goyne voted "No" and asked that his vote be so recorded. <br /> <br />This day Mr. John Goddin appearing for Mr. E. Ross Millhizer__stated that he had. <br />looked ove~ thoroughly the proposed change in Highway Route ~68S, a t the Granite <br />Crossing of the Southern Ry. and tha~ they believed the road could b e relocated <br />and improved closer to the present road and requested that the Board of Supervisors <br />take some a ctiom, to have the Departmentof Highways make a further study of this. <br />Upon consideration whereof, and on motionof J.C.McKesson, it is resolved that the <br />Board of Supervisors request the Virginia Department of Highways to make a further <br />study and survey for the improvement of Rt.6~3 at Granite, to determine if it could <br />be located nearer to the present route and still obtain the desired improvement <br />of this section. And be it further resolved thqt the Executive Secretary and the <br />Commonwealth's Attorney be a nd they are hereby imtructed to confer with the Highway <br />Department regarding this matter. <br /> <br />This day the Executive Secretary stated he had been contacted by the Secretary of <br />the Electoral Board of Chesterfield County, stating that in his opiniom the motion <br />passed by the Board of Supervisors in i ts meeting on March 9, 194~, requesting the <br />establishment of aha dditional voting precinct in the Appomat£ox area was not <br />exactly in order, and that he ~ecommended that the Board rescind this motion and in <br />lieu thereof request the Judge of Circuit Court to make a study of all t he voting <br />precincts in Chesterfield County in order to clarify the lines and the votingarea <br />of each pr~$inct. Upon consideration whereof, and on motion of P. W. Covington, <br />it is resolved that the motion a s ~assed on March 9, 1948, requesting the establish- <br />ment of an additional precinct in the Appomattox District area, be, and the same is <br />hereby rescinded. <br />And be it further resolved that the Judge of Circuit ~ourt b e and he hereby is <br />requested to make a study of all voting ~recincts of the County in order to clarify <br />boundaries and voting areas. <br /> <br />WHEREAS, it has come to the attention of this Board that the Virginia' Department <br />of Highways, in accordance with their policy, are transferring Mr.A.J.Mills, <br />from his present residency assignment, and <br />WHEREAS, ~[r. Mills has worked in this County of Chesterfield to the complete <br />satisfaction of this Board and so far as this Beard is informed to the satisfaction <br />of residents of this County, amd <br /> <br />WHEREAS, it is the hope of this Board of Supervises that the VirginiaDepartment <br /> <br /> <br />
