This day Mr. E.S.8.Greene, Supt. of Schools presented to the Board a resolution
from theSchool Board accompanied by a~ revised budget reducing the o~gimal budget
submitted in the amount of $24,522.28, which budget is received and approved
acc ordingly.
This day ~lr.E.S.H.Greene, submitted a request that Leicester Road in the
subdivision of Forest View Heights, between the Jahnke Road and Forest Hill Avenue
extended b7 improved and taken into the Secondary System, in order to use same
as. a school bus ooute. Upon consideration whereof, and on motion of H.T.Goyne,.
it is uesolved that the County Road Engineer be and he hereby is instructed to take
such steps as necessary to have this road included into the Secondary Road System
of Chesterfield County.
The following resolution was submitted by t he School Board through their Supt. of
Schools, Mr.E.S.H.Greene:
"Be it resolved by the County School Board of Chesterfield County, Virginia,
as follows:
1. It is hereby determined that it is necesaary to retire the temporary
loans from the State Literary Fun~. for t he construction of school buildings now in
progress and heretofore completed in Chesterfield County. Virginia, t o-wit:
Bellwood Elementary School ~completed), addition t o the Beulah Elementary School,
a new High. School, and three new Elementary Schools, (Kingslan~,Midlothian, and
Winterpock), and to erect additions t o the Broad Rock Elementary School, Thomas
Dale High School, Midlothian High School, Union Grove Elementary School, Union
Branch Elementary School, and such other school buildings as may be required on
account of increase in population in Chesterfield County, Virginia.
2. It is hereby determined that it is necessary and expedient to contract
a loan on the credit of the County of Chesterfield, in the amount of $2,000,000.00
in order t o retire the temporary loans and erect the new additions to buildings
referred to in the foregoing ~aragmph amd to issue School Bonds of Chesterfield
County to evidence said loan, in the amount of $2,OOO,O00.00 pursuant to Section
673 of the Code of Virginia, which said bonds shall bear interest at a rate not
exceeding five per centum per annum and shall nature in such annual or sem~-annual
installments, a s may hereafter be determined by resolution of this Board, the last
installment of which shall be payable not more than ~h~r~.ty ~ears from the d ate of
such bonds, provided, h~ever, t hat at least four per centum of the principal
amount of said bonds shall, beginning not later than five years after d ate c~
issue, be payable annually, together with all interest. A tax sufficient to
pay the principal and interest of said bonds as the same mature shall be levied
upon all of the property subject to taxation of said County.
3. A certified copy cf thisr esolution shall be presented by the Clerk
of this Board of Supervisors of Chesterfield County for approval after which the
Clerk of this B~rd shall present a certified copy of this resolution, together
with evidence of this approval thereof by the Board of Supervisors of Chesterfield
County, to the Judge of Circuit Court of Chesterfield County for his approval, and
the said Judge of said Circuit Court is hereby requested, if in his judgment
he sees fit, to apprrove this resolution, to approve the proposed loan and bond
issue, to enter his approval upSn the resords of the Circuit Court and to make
an order requiring the Judges of Election on a day fixed in his said order, not
less than thirty days from the Aate of said order, to open a poll and take the s ensSs
of the qualifM d voters of the County of Chesterfield on the question whet~e r said~
School Bonds shall be issued for the purpose stated in Paragraph 1, of this
resolution.
This resolution shall take effect immediately.
The foregoing resolution was adopted by the following vote:
Ayes: B.B. Wells, C. C. Wells, Hugh Parks, F. G. Laine, W.H. Jones,
H. L. Gill and R.N.Winfree.
Nays: None.
Upon consideration whereof, and on motion of H.T.Goyne, seconded by James W. Gordo%,
Jr., and unanimously adopted byall of the members of said Board, the following
re solution:
It is ~ereby determined that it is necessary to retire the temporary loans

Citizens League regarding the dangerous condition now existing at the A.C.L.RRI
crossing on the Warwick Road, near Stop 15, and requesting that somes~eps be
taken to have same improved. Upon consideration whereof, and on motion of J C.
McKesson, it is resolved that the Virginia Department of Highways be requested to
investigate the condition of the crossing on Warwick Road, at Stop 15, and take
such steps as necessary to eliminate the very hazardous condition now existing.
This day Mr.Irvin G. Homer, Supervisor of Clover Hill District, stated that on Rt.360,
approximately 12 miles west of Richmond, there was avery dangerous curve, near the
bridge over the' Nuttree Creek and stated that some action should b e taken to
eliminate the Same. Upon consideration whereof, and on motion of Irvin G. Homer,
the VirginiaDepartment of Highways be and it hereby is requested to eonsider this
danger point and take such steps as necessary to correct the same.
This ~AyMr. Pickney Sowers, appeared ~efore the Board representing Mr. Geo. C.
Gregory, asking that water lines be extended to his property near the Cherokee Road
in accordance with an agreement made a t the time of the purchase of the water
system by the County. Upon consideration whereof and on motion of J.C.McKesson,
this matter is referreA to the Water Committee for action on April 14, 19~8.
This day Mr. p~ckey Sowers, representing Miss Lena Warwick inquired as to what
progress was being made as to the extermination of rats at Hickory Hill dump.
Whereupon Mr. Vassar stated that up to this point he had been unable to secure the
poison but assured ~ir. Sowers and the Board t h~ the dump would b e taken care of
as soon as possible.

This day the Executive Secretary read a letter from Mr.J.F.Pond, District Manager,
of the Virginie Electric and Power Company, together with a sketch showing the
location of 15 different lights that the County had requested to be installed, and
stated that the Power Company was ready to proceed with the installation of these
street lights as soon as authorization was given. Upon consideration whereof,
and on motion of H.T.Goyne, the Executive SecretaFy is instruc£ed to authorize
the V~r ginia Electric & Power Company to proceed as outlined withthe installation
of the street lights, with the exception of those in the t erritory recently annexed
by Colonial Heights.
This day a bill was presented from Chewning and Wilmer for t he wiring of a fire
siren for the Bon Air Fire Department, which bill is ordered paid.
This day the Executive Secretary presented a bill from the A.M.Toler Company, for
services rendered in the setting up of records in t he Utility Depar~ent of
Chesterfield County, which bill was carried over until the next regular meeting of
this Board.
This d ay Mr. James W. Gordon, Jr., stated that there appeared to be need for an
additional trunk line from the Courthouse into Richmond. Upon c onsideration
whereof, and on motion of James W. Gordon, Jr., it is resolved that the Executive
Secretary be and he hereby is requested to instruct the Chesapeake and Potomac
Tlephone Company to install, at their earliest convenience, an additional trunk
line from Chesterfield Courthouse to Richmond, Virginia.
This day I~r.H.T.Goyne stated that a certain item in the budget increasing the salary
of the Supervisors should be reduced to t he same figure as shown in the current
budget. Upon consideration whereof, and on motionof H.T.Goyne, it is resolved
that the salary of supervisors remain the same a s in the curramt budget, which motion
diedfor thewant of a second.

to Judge's salary, which was deleted in the proposed budget should be restored,

This d ay the Executive Secretary presented the budget for Chesterfield County
for the year 194~-'49, inclusive of the School Budget and the Department of Welfare,i

whereof, and on motion of H.T.Goyne, it is resolved that the budget for 194~-'49
as submitted be and it hereby is tentatively adopted, and the following levies

May 21, 1948, as the day and 8:00 p.m., as the time for the f inal hearing and

This day ~r. H.ToGoyne stated that on Riarch 9th the Board had passed 'a resolution
requesking the Judge of Circuit Court to change the voting place in Drewry's
Bluff Precinct, and he felt this action should be included in the gene~ml survey of
the County's voting places. Upon consideration whereof, it is resolved that the
motion of ~larch 9, as follows:

This day Mr. Irvin G. Homer stated he had viewed With the Resident Engineer of the
Virginia Department of Highways the location requested by the School Board for the
school bus-turnaround on Rt.~O, west of Falling Creek. Upon consideration whereof,
and on motion of Irvin G. Homer, the Virginia Department of Highways is hereby
reque~ ed to improve this roadway for the bus turn-around on Rt.360, west of Falling
Creek, expending a sum not to exceed $200.00, charging same to the 3~ road leSy.
