VIRGINIA: <br /> <br />At an adjourned meeting of the <br />Board of Supervisors of Chester- <br />field County held at the Courthouse <br />on April 29, 194~, at 2:00 p.m. <br /> <br />Present: <br /> <br />J. G. Hening, Chairman <br />H. T.Goxne <br />J.C. McKesson <br />Irvin G. Homer <br />P.W. Covington <br />James W. Gordon, Jr. <br /> <br />This d ay Dr. E.C.Gates, HealthDirector, of Chesterfield County, came before the <br />Board stating that the Hill-Burton Act made available certain funds for the <br />building of hospitals, public health clinics and public health offices, and he <br />was sure the County could obtain at~roximately 44~ of the cost of an office building <br />and Clinic at the ~ourthouse, if proper appl~ation was made. Upon consideration <br />whereof, it was decided to continue this f or further study. ~ <br /> <br />This day the Executive Secretary read a letter from J.Garland Jefferson, Judge of <br />Circuit Court, relative to the deletion from the budget for the M~ear 194~-'49 <br />of Chesterfield County, the supplement to his salary stating he had no objection <br />to this, which letterwas received and filed. <br /> <br />This day the Executive Secretary read to the Board t he resignation of Mr. Stanford <br />Vassar, who has served for the past two years as Assistant Earm Agent of Chester- <br />field County, who is resigning to accept the position as County Agent of Greensville <br />County. Upon consideration whereof, and on motion of P.W.Covington, it is resolved <br />that the resignation of Mr.Vassar be adcepted as Assistant Farm Agent of Chester- i <br />field County, with regret. <br /> <br />This d ay the Executive Secretary read a letter f rom Miss Blanche D. Harrison, D~trict <br />Agent of Colored Home Demonstration Agents, stating that a m~colored Home Dem. <br />Ag~ t would assume duties in Chesterfield County on Nay 3, 1948, and requesting <br />that office space be provided at the Courthouse for her. <br />Upon c~nsideratio~ whereof, and on motion of J.C.McKesson, the Exenutive Secretary <br />is instrucEed to inform the Colored Home Dem. Agent that provisions had been made <br />through theSchool Board for office space for t he Colored Farm Ament and Colored <br />Home Demonstration Agent ~n the new high school now being erectS~ in~he~ounty nea~ <br />the Courthouse. · : "~ ~ ~'~' <br /> <br />This d ay the Executive Secretary read a letter from H.H.Price stating he represente~ <br />the Spring Creek Baptist Church, requesting that an appeal be noted to the Board of <br />Zoning Appeals protesting the issuance by the Board~of Supervisors a Permit to <br />establish a midget auto race track on Rt.604 in Cheoterfield County. Upon <br />consideration whereof, and on motion of James W. Gordon, Jr., it is resolved that <br />the Executive Secretary be and he hereby is instructed to write to H.H.Price and <br />explain why an appeal to the Board ~ Zoning Appeals was refused and instructing <br />him that any appeal would be made to the Circuit Court. <br /> <br />This day the Executive Secretary stated he had a request from Er. Rice onRt.360 <br />for permission to h~ve the Richmond Utilities Department make an l~" water tap <br /> n a " <br />o 6 lmne adjacent to his property. Upon c onsideration whereof, and on <br />motion of J.C.McKesson, it is ~esolved that any request to have the Richmond <br />Utilities Department make any tap on Chesterfield County's water line should be <br />denied. <br /> <br />This day the Executive Secretary stated that the September publication of the National <br />AssociaUon of County Officials would feature Virginia and that there had been a <br />request Ehat Chesterfield County either assume two pages of advertisement or sponso2 <br />the same and sell advertisements to other individuals. Upon consideration <br />whereof, and on motion of James VJ. Gordon, Jr., it is resolved that the Executive <br />Secretly be and he hereby is directed to advise the National Association of County <br />Officials that the County will make every effort to secure two pages of advertise- <br />ments for the September issue of the "County Officer". <br /> <br />This day the Executive Secretary stated that he had a number of calls for Zoning <br />Urdinances and for the Subdivision Control Ordinance. Upon consideration whereof, <br />and on motion of H.T.Goyne, it is resolved that the Executive Secretary be and he <br />hereby is instructed to have mimeographed 250 copies of the Zoning Ordinance and <br />250 copies of theSubdivisbon Control Ordinance. <br /> <br />This day Mr. James ~. Cordon, Jr., stated he felt that in some way the question <br />the responsibility of Colonial Heights to the indebtedness of Chesterfield County <br />should b e clarified particularly in regard to the schools. Upon consideration <br />whereof, and on motion of James ~. Gordon, Jr., the Commor~ealth~s Attorney is <br />hereby requested to obtain an opinion from the Attorney General was to what <br />proportion, if any, of school bonds the City of Colonial Heights should be <br /> <br /> <br />
