expenses incurred in the operation and maintenance of his office for the month
of April, 1943, showing a total of $1019.93, of which the County has paid two-
thirds or $679.95, the remainder to be paid by the State, and the Board approving
the same, the report is filed.
This day, Mr. Geo. W. Moore, ~r., Commissioner of Revenue, submitted to the Board
his report of expenses incited in the operation and maintenance of his office
for ~e month of April, 194~, showing a total of $721.00, of which the County had

This day, Mrs. ~pivey,.of the Department of Public ~elfare appeared before the
Board explaining that Gue to the method of determining the amount of money refunde
for administrative purposes the budget of the Welfare Department had been incorrec
presented to the Board of Supervisors and requested the privilege of correcting
the Budget for the Welfare DePartment by transferring the sum of $1319,48, from
the General Relief Fund to the ~lmlnistrative A~counts. Upon consideration
whereof, and on motion of T. D. Watkins, it is resolved that the corrected budget
for the Welfare Department be and it hereby is accepted and made a part of the
Budget of Chesterfield County, transferril~g the amount of ~1319.~8, previously
reported in the General Relief Account to the Administrative Account.
This day, Mr. E. S. H. Greene, Supt. of Schools, submitted to the Board of
Supervisors a resolution adopted by the School Board in its meeting on Aoril 28,
1943, accepting $8300.00 additional from State Funds to be applied to t~e salary
account of the budget of ~hesterfield County Public Schools.
Upon consideration whereof, and on motion of W. A. Horner,. it is resolved that th~s
apprspriation be accepted and applied to the Instructional Fund of the Budget
of P~blic Schools of Chesterfield County and made a part of the 1943-'44 Budget
for Chesterfield County.
This day, Mr. L. C. Holt, Asst. Engineer of the Seaboard ~irline Ryl appeared befc
the Board and ei~plained that it was the desire of the Seaboard Airline Ry. to
reduce the curvature in their main track near Mile Post #10, south of Richmond,
and in order to do so it would be necessary that a crossing of a Secondary Road
be sbandoned. On motion of J. G. Hening, the Chairman is requested to appoint
a C~ittee to investigate the matter and report at the meeting of the Board on
May 26, 1943.
And be it further resolved that the citizens of this area be duly informed, and
that the date of ~ay 26, 1943, be the date of a public hea~ ng on the closing of
this crossing.
Whereupon, the Chairman appointed as this Committee, Mr.J.G.Hening,&Mr. H.T.
Goyne, who will confer with the ~esident Engineer.
This day the Budget which was tentatively adopted on ?Pril 13, 1943, for the
County of CheSterfield and which has b~en duly .advertised in accordance with law,
was again considered and the~ollowing corrections suggested:
That the sum of $200.00 be added to the expenses of Office ~ssistants in the
Office of the Treasurer, budgetary code 3a-109; and that $240.00 be added to
permit an increase of ~10.00 per month for truckdrivers and helpers.
It is therefore resolved, on motion of P. W. Covington, that the Budget as
received with the above corrections, including the Budget for the Public School
System and the Department of Public Welfare, be and the same is hereby approved
and adopted as the budget for Chesterfield County for the year 1943-'44.
Whereas, in accordance with law the proposal to adopt and fix levies required by
budget for the year 1943-'44 has been made public according to law, and

This day, ~&r. L. A. Colem~_u, who served with Mr. C. P. ~ontgomery, as ~ssistant
Game WarGens in Chesterfield County, during the period that the County was
without a Game ~arden, appeared before the Board and presented a bill for the
sum of $25.00 each for services rendered as assistant Game Wardens.
Upon consideration whereof, and on motion of. T. D. Watkins, it is resolved that
these bills be paid.
~nd be it further resolved that theE~ecutive Secretary is requested to request
the DePartment of Game and Inland Fisherie~ to advise the County in the future

The Emecutive Secretary read to the Board a letter from Mr. Evans of the Wertz
Sales Company, claiming damages in the amount of $250.00 sustained by the fact
that a roadway had been cut through h~s property. Upon consideration whereof
and on motion of J. G. Honing, it is resolved that the Executive Secretary be and
he hereby is directed to offer to ~r. Evans the sum of $50.00 for damages to
his property occurring by the improvement to the Walker Road.
The Executive Secretary read t~ She BoarA a letter from A. M.Toler and Company
offering their services in auditing the records of Chesterfield County, including
the records of the Department of~ Public Welfare for the year ending June 30, 1943,
for the sum of $675.00. On motion of T. D. Watkins, the Executive Secretary
is requested to advise a. M. Toler and Cc~pany that it being a matter of policy
to have the State Auditors audit the records of the County once every four or five
years, that the County is requesting the audit for the fiscal year ending June 30,
1943, be made by the State Auditors.
The Executive Secretary read to the Board a report of the State Highway Commission
showing an allocation of $5,000,000.00 to Secondary Highway System for 1943-'44
of which the County of Chesterfield will receive $88,482.35, and the report is
received and filed.
The Executive Secretary read a report from the Virginia Forest Service of the
activities of the Chesterfield County Forest ~'arden for the calendar year 1942,
and on motion of J.G. Heni~g, the report is received and filed.
The Executive Secretary read a notice from the ~tate Corporation Commission stating
that application had been made by E.P. Baker, Dan S. Harris, and H.W. Hubright, to
o~erate a bus line between Camp Pickett and Arlington, Virginia, to be known as
T/A Baker Bus Line, and the notice is hereby~ received and filed.
The Executive Secretary read to the Bsard a letter fromthe War Production Board
annouacing a meeting to be held at Omaha, Neb., on May 24, 25 and 26, 1943, of the
National Association of County Officials on post-war planning, which letter is
received and filed.
This day the Executive Secretary presented a bill from A. Robins for materials and
labor on the building at the Courthouse in the amount of $26?.68, and on motion of
J. G. Honing, the bill is ordered paid.
The Exemutive Secretary brought to the attention of the Board a bill from Chewning
and Wilmer, in the amount of ~50.27 for the installation of buzzers in the Clerk's
Office and being unable to ~etermtne the authorization of this bill, and on motion
of J. G. Hening, the Executive Secretary is instructed to communicate with Chewning
and Wilmer to ascertain who was responsible for the bill.
There appearing that insufficient funds remain in certain accounts in the present
Budget to take care of outstanding bills, it is resolved on motion of J. G. Honinglhat
the following transfers be made from the unappropriated surplus of the C~neral

Mr. Fred R. Ohepherd, Nayor of Colonial Heights, appeared before the Board stating
that there were three Subdivisions recently developed in and near the Town of
Colonial Heights which were without street lighting, and stated that he knew
priorities could be obtained at the present time for materials to install street
lights, and requested that such lights ~s necessary be placed in the Subdivisions.
Upon consideration whereof and on motion of P. W. Covin6ton, the matter is referred
to the Light Committee for consideration.
~r. Shepherd later informed the Executive Secretary that he had been misinformed
and that it was not possible to obtainmaterials at the present time for installing
street lights.
The Executive Secretary submitted to the Board a sketch showing the relocation of
State Secondary Highways 615 and 617, in connectio~ with the Chesterfield Power
Station of the Virginia Electric & Power Company, requesting that certain sections
of 615 and 617 be abandoned and the newly constructed road as shown on the plat be
made a part of the Secondary Road System. Upon consideration whereof and
on motion of H.T. Goyne, it is resolved that a part of Rt. 615 and 617 as shoWn on
the plat be abandoned and that the relocation of these roads be made as prepared by
the Stone and Webster Engineering Company as shown on the plat herewith submitted.
%nd be it further resolved that a copy of this resolution be forwarded to the
Virginia Department of Highways~ and theyhereby are requested to abandon the secti¢
of Route 615 from its intersection with Route 617 and its termination at the ~ames
a distance of approximately 1.0 mi. and add to the Secondary ~y~tem the new locati¢
recently constructed by Stone and Webster, of koute 615 from its intersection with
Route 617 to ~anes River, a distance of aDproximately 1.0 mi. R/W 30 foot guarantee

The Executive Secretary reported that he had made some investigation concerning
the development of a land use map for Chesterfield County and that he with the
Commissioner of Revenue and Mr. W, A. Romar, had recently investigated such a map
in Elizabeth City County, and a general discussion of the advisability of the
undertaking to develop such a map for Chesterfield County ensued, with the general
belief that if properly maintained the map would render great service ~o citizens
of Chesterfield County and that further consideration would be given the matter
at a future date.
This day the Executive Secretary reported that he hod met with the State Planning
Board in a special session together with the Planning Engineers throughout the
State to discuss post-war acts and that it was being requested that various
municipalities and localities prepare suitable necessary projects to be constructed
by Federal grants immediately at the close of the present War, and that it was
requested that such projects be designed and engineered to a point where they
would be ready to be submitted to contractors for bids.
This day the matter of Federal "Victory Tax" came before this Board, and upon
consideration whereof, and on motion of W. A. Horner, it is resolved that the
Treasurer be and he hereby is authorized and directed to transfer out of the
General Fund of Chesterfield County to the Victory Tax Fund, the sum of $91.50.
Ordered that the meeting be now adjourned until 10:00 a.m. ~iay 26, 1943.
